BEIJING, Dec. 3 (Xinhua) -- China's central government on Friday declared new policies to encourage private funds, including overseas capital, to be channeled to the medical sector to meet the country's increasingly diversified demands on health care.The new policies, dubbed "guideline to encourage and lead social capital to sponsor health-care institutions" were posted on the central government's official website www.gov.cn.It clearly stipulated that social capital should enjoy preferential treatment when China is adjusting or increasing medical resources and social funds will be encouraged to participate in governmental restructuring of hospitals.Overseas investments are now welcomed to sponsor hospitals, while the procedures will be further simplified, according to the guideline.The general office of the State Council, or cabinet, required local governments to amend their documents accordingly and get rid of any policies that impede the development of non-governmental medical institutions.Also, the new policies encourage social funds to take part in governmental hospital reforms and convert some government-backed hospitals into non-governmental institutions to reduce the ratio of public hospitals, said an official with the medical and health care system reform office under the State Council.China will deepen the opening-up of medical institutions and turn the overseas-invested medical sector from the "limited (towards foreign investment)" category into a category that allows foreign investment, the official said.

NAIROBI, Dec. 20 (Xinhua) -- Jointly set up by China and Africa in October 2000, the Forum on China-Africa Cooperation (FOCAC) has made abundant achievements in the last decade, boosting the development of the new type of China-Africa strategic partnership in an all-round and tangible way.The FOCAC, a collective consultation and dialogue mechanism between China and African countries, is the first of its kind in the history of China-Africa relations. It is a major future- oriented move taken by both sides in the context of South-South cooperation to seek common development in the new situation.Besides four ministerial meetings, the forum held a summit in November 2006 in Beijing, when Chinese President Hu Jintao and his African counterparts agreed unanimously to building "a new type of strategic partnership featuring political equality and mutual trust, economic win-win cooperation and cultural exchanges". It is an important milestone and beacon for the China-Africa relation development in the new times. The Chinese government has fully implemented the eight initiatives of assistance developed at a series of ministerial conferences and particularly at the Beijing Summit. Moreover, a new set of eight initiatives has been launched since the 4th Ministerial Conference of FOCAC last year.With a prosperous FOCAC, China-Africa relations registered considerable progress in all sectors. Over the past 10 years, mutual political trust had continued to deepen between China and Africa, practical cooperation had progressed on multiple fronts and exchanges and mutual learning had intensified, noted Chinese Vice President Xi Jinping, addressing a seminar marking the 10th anniversary of FOCAC last month in Pretoria, South Africa.HIGH LEVEL OF MUTUAL TRUSTChina is the largest developing country while Africa is the continent with largest number of developing countries. The population of the FOCAC's member states accounts for around one third of the world's total. The forum, initially launched to further strengthen the friendly relations between the two sides, and jointly meet the challenges of the new era, have attracted the attention of the whole world since 2000.The forum witnessed the most frequent high-level contacts and personnel exchanges between China and Africa. During the decade, Chinese President Hu Jintao paid six visits to Africa. The two sides supported each other on major international issues and bilateral issues, and coordinated more closely in international affairs. With its contribution, China-Africa relations have entered a new stage of fast, comprehensive and stable development.The first FOCAC ministerial conference, held in Beijing in October 2000, was aimed at addressing globalization and enhancing cooperation between China and African countries.To strengthen the FOCAC mechanism and better implement its follow-up actions, the Chinese side established its FOCAC Follow- Up Committee in December 2001, which is composed of senior officials from 21 ministries, state commissions and agencies. In December 2003, the second ministerial conference was convened in Addis Ababa, capital of Ethiopia. The third ministerial meeting and a summit was held in November, 2006 in Beijing. And the fourth ministerial meeting was held in the Egyptian resort of Sharm el- Sheikh on Nov. 8-9, 2009.During its development, the forum has formed into a multi-level dialogue mechanism between ministers, senior officials etc., and a consultation platform for its members' leaders, foreign ministers and African ambassadors to China. The two sides held collective dialogue, planned for the future development of China-Africa relations within the forum. Contacts between their parliaments, political parties and local authorities have also deepened.The forum has creatively determined the consensus reached by two sides on the form of official documents, such as the Beijing Declaration and the Program for China-Africa Cooperation in Economic and Social Development, adopted in 2000, and the Sharm el- Sheikh Declaration and Sharm el-Sheikh Action Plan, adopted in 2009. In such way, the forum not only consolidated the results of Sino-African exchanges over the past more than half a century, but also laid a more solid foundation for mutually beneficial cooperation between China and Africa.Through the years, China has always uphold the concept of non- interference in other countries' internal affairs, and do not seek to export its values and development models to African countries, but to help them address food security, health care, education and other issues with numerous reconstruction projects, donations, personnel training programs, preferential loans and debt relief.At the same time, the initiatives of each ministerial meetings are innovative and with continuity. The proposed objectives of these meetings can be completed on schedule or even ahead of time. This demonstrates China, as the largest developing country and a responsible country, is greatly concerned on Africa's development and the growing China-Africa strategic mutual trust.On the twentieth session of the World Economic Forum on Africa, held in Tanzania, 2010, the African representatives generally agreed that the strategic interests of China and Africa had become increasingly inseparable. The bilateral relations between China and Africa are evolving to a real win-win partnership.

MOHE, Heilongjiang, Jan. 1 (Xinhua) -- An oil pipeline linking Russia's far east and northeast China began operating Saturday.At 11:50 a.m., Yao Wei, general manager of the Pipeline Branch of Petro China Co., Ltd. (PBPC), pushed a button in the China-Russia border county of Mohe, Heilongjiang Province, five hours after the crude oil began being pumped through the pipeline to the border, marking the official start of operations after a two-month trial.PBPC is the operator of the Chinese section of the pipeline.The pipeline, which originates in the Russian town of Skovorodino in the far-eastern Amur region, enters China via Mohe and ends at China's northeastern city of Daqing. As 550,000 tonnes of crude oil had already traveled through the pipeline during the test run period, the Daqing terminal receives the oil 15 minutes after Yao pushed the button at Mohe."The operation of the China-Russia crude oil pipeline is the start of a new phase in China-Russia energy cooperation," Yao said at the launching ceremony.He noted that the pipeline would improve the nation's energy-imports structure and promote economic development.Sergey Tsyplakov, Russian trade representative in China, also said in early December that the completion of the pipeline project was a "milestone" for the development of both countries.Construction of the 1,000-km-long pipeline project, with 72 km within Russia and 927 km in China, started last year, and it will transport 15 million tonnes of crude oil from Russia to China annually between 2011 to 2030, according to the agreement signed between the two countries.This volume of oil means adding 8 billion U.S. dollars to the trade volume between China and Russia, and the import tariffs for China on the oil will be up to 10 billion yuan (1.5 billion U.S. dollars), according to the projection by Chinese customs officials based on the current international crude oil price.Yao said that after the oil arrives at Daqing's Linyuan Station it will enter the Pipeline Networks of Northeast China and be pumped to oil refineries in Dalian, Fushun and other cities.Luo Xuefeng, director with the entry-exit inspection and quarantine bureau of Mohe, said workers with the bureau would take daily oil samples to monitor the quality of the oil."So far, the pumped oil is qualified as regulated in the agreement," Luo said.The annual amount of oil shipped through the pipeline could increase, depending on the drilling capacity in Russia, said Tsyplakov.Further, Li Fuchuan, a researcher with the Chinese Academy of Social Sciences, said the operation of the oil pipeline would not only increase the crude trade, but also improve mutual trust between China and Russia, laying an economic foundation for the two countries' strategic partnership.Zhang Shibin, deputy manager of the PBPC Daqing branch, said although the operation has worked well during the trial period, measures need to be performed to prevent pipes from cracking in May."The pipe will face an 'important test' in May as snow and ice will melt at that time, bringing challenges to us. We will try to ensure its smooth operation," he said.

  

BEIJING, Nov. 20 (Xinhua) -- A senior official of the Communist Party of China (CPC) in charge of culture and publicity has called for innovations in reforming China's culture sector and for greater efforts in promoting the development of related industries.Liu Yunshan, head of the Publicity Department of the CPC Central Committee, made the remarks Friday while addressing a meeting of local publicity officials, according to a statement given to Xinhua on Saturday.Authorities should work for creating a "cultural atmosphere that improves scientific development and promotes social harmony," the official said.He added that efforts should be made to improve people's understanding of the importance and necessity of transforming China's economic growth mode and of the CPC Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-2015).The Proposal was adopted last month at the Fifth Plenum of the 17th CPC Central Committee.Further, Liu urged authorities to map out a blueprint for the reform and development of China's culture sector, in accordance with that proposal.

  

MACAO, Nov. 13 (Xinhua) -- Chinese Premier Wen Jiabao announced Saturday that China will launch a series of measures between 2010 and 2013, which were aimed at helping boost the development of less-developed Portuguese-speaking countries.Wen announced the measures when delivering his speech at the opening ceremony of the third Ministerial Conference of the Forum for Economic and Trade Cooperation between China and Portuguese- Speaking Countries here in Macao on Saturday.Under the new measures, financial institutions from the Chinese mainland and Macao Special Administrative Region (SAR) will set up a one-billion-U.S.-dollar development fund for cooperation between China and Portuguese-speaking countries, in a bid to push forward the financial cooperation between the two sides.The Chinese government will also provide those African and Asian Portuguese-speaking countries that participated in the third Ministerial Conference of the Forum with 1.6 billion yuan (242 million U.S. dollars) worth of loans on favorable terms within a bilateral framework.The new measures will also see China provide equipments, technical personnel, etc. to the countries, supporting a bilateral agricultural cooperation with each of the African and Asian Portuguese-speaking countries that participated in the third Ministerial Conference of the Forum.Sponsored by China's Ministry of Commerce and hosted by the government of the Macao Special Administrative Region (SAR), the forum was created in Macao in 2003, with the joint participation of seven Portuguese-speaking countries, namely Angola, Brazil, Cape Verde, Guinea Bissau, Mozambique, Portugal and Timor-Leste.
