A police union is challenging whether the law is retroactive.Repeat drunken drivers and first-time offenders involved in injury crashes must install an ignition interlock device, which blocks their vehicle from starting if the driver isn't sober.GUNSSpurred by mass shootings, lawmakers further tightened California's already tough gun laws.Anyone convicted of certain domestic violence misdemeanors will be barred for life from possessing a firearm, while those under age 21 will be banned from purchasing a rifle or shotgun unless they are members of law enforcement or the military or have a hunting license.Several other laws already took effect, including measures explicitly banning rapid-fire bump stocks that attach to guns; requiring eight hours of training for concealed carry applicants; and allowing police to seize ammunition and magazines under domestic violence restraining orders.A lifetime firearm ban goes into effect in 2020 for anyone who has been hospitalized for a mental health issue more than once in a year.WILDFIRESUtilities may bill customers for future legal damages and for settlements from the deadly 2017 wildfires that caused more than billion in insured losses, even if the companies' mismanagement caused the blazes.The measure is among more than two dozen wildfire-related laws.Others make it easier to log trees, build firebreaks and conduct controlled burns of vegetation that would fuel wildfires; require investor-owned utilities to upgrade equipment so it's less likely to cause fires; safeguard residents' insurance coverage following disasters; and improve emergency notifications.GENDER DISCRIMINATION AND SEXUAL HARASSMENTCalifornia becomes the first state to require publicly held corporations to have at least one woman on their boards of directors by the end of 2019 and two or more by 2021.Spurred by the #MeToo movement, another new law bans private and public employers, including the state Legislature, from reaching secret settlements over sexual assault, harassment or discrimination. A law preventing businesses from requiring employees to sign liability releases to keep their jobs or receive bonuses is among several expanded protections.Californians also can list their gender as "nonbinary" on their driver's licenses, designated as the letter "X."CLIMATE CHANGECalifornia's utilities must generate 60 percent of their energy from wind, solar and other renewable sources by 2030, which is 10 percent higher than a previous mandate. (KGTV) - A bill working its way through the California State Legislature could require bike lanes and other "active transportation" amenities to be built on state-owned roads.Senate Bill 127 states that "any capital improvement project located in an active transportation place type on a state highway or a local street crossing a state highway that is funded through the program, shall include new pedestrian and bicycle facilities, or improve existing facilities, as part of the project."It means any time Caltrans wants to repave or resurface a part of a State Highway or a highway overpass or underpass, they must add some kind of bike/walking lane or safety measures.San Diego Legislator Tasha Boerner Horvath co-wrote the bill. She sent the following statement to 10News:“My district is a hub for all things that involve outdoor recreation — biking, walking, jogging, skateboarding — you name it and my constituents enjoy doing it throughout our beautiful district. SB 127 is a major move forward in identifying and funding important bike and pedestrian paths to connect people with the places they want to go. In addition, it will bring us an important step further on ensuring highway overpasses in my district have the bike and walking facilities they need to connect inland communities to the coast. This is important for safe routes to schools for our kids as well as folks accessing our stunning beaches.”Members of the San Diego Bicycle Coalition support the bill, saying it will make it easier for people to commute to and from work. SACRAMENTO, Calif. (KGTV) -- A new California bill would require some retailers to have gender neutral floor space inside their stores, Politico reports. The bill, called Assembly Bill 2826, was introduced by Assemblymember Evan Low, a Democrat from Campbell. According to Politico, retailers would be able to sell the same products, as long as they dedicate space where customers can find clothes and toys regardless of whether the items have been marketed to boys or girls. “Keeping similar items that are traditionally marketed either for girls or for boys separated makes it more difficult for the consumer to compare the products and incorrectly implies that their use by one gender is inappropriate,” the bill states. (AP) -- California health officials have reported the state's first coronavirus death of a child.The state Department of Public Health said Friday the victim was a teenager, had other health conditions and died in the Central Valley.No other details were released.The state's death toll surpassed 9,000 on Friday, and three-quarters were 65 and older.Only about 9% of California's half-million confirmed virus cases are children, and very few have suffered conditions serious enough for hospitalization.Scientists still aren't certain why children don't seem to be as seriously affected by the virus as adults. 637
