NEW YORK (AP) — A 75-foot Norway spruce has arrived at New York City’s Rockefeller Center to serve as one of the world’s most famous Christmas trees. The tree was trucked in Saturday morning and lifted into place by a crane. The tree will be decorated over the coming weeks. NEW YORK, N.Y. -- A man was found decapitated and dismembered in his Lower East Side apartment Tuesday afternoon, according to the New York Police Department.The man's body was found shortly after 3:30 p.m. in the East Houston Street building, officials said.Police identified the victim as 33-year-old Fahim Saleh, a globe-trotting tech entrepreneur, according to his LinkedIn page.According to a police source, it was the victim's own sister who made the grisly discovery in his luxury apartment.Investigators told WPIX that Saleh's sister found an electric saw, still plugged into the outlet, and her brother's limbs placed in bags.Mitchel Glixon was walking his dog past 265 East Houston around 3 p.m. Wednesday when the woman burst out of the lobby, screaming and crying."She just says 'he has no head' and pointed to her arms and kind of making an arm motion as she went back to the lobby. People kind of surrounded her at that point," Glixon said.Officers said the victim was last seen on surveillance video entering the apartment Monday afternoon; 24 hours later, police dogs searched the surrounding area for clues.Police sources said the surveillance video shows Saleh and a well-dressed man all in black following him into the elevator that goes right to his apartment. It is believed this is when he was attacked.Neighbor Jason Gabriel tried to process the news. "It's a scary time right now. People have pent up anger. North Korea has agreed to refrain from conducting nuclear and missile tests while engaging in dialogue with South Korea, Seoul's national security chief Chung Eui-yong said Tuesday after returning from a meeting with North Korean leader Kim Jong Un.Chung added that Pyongyang also expressed willingness to talk to the United States "in an open-ended dialogue to discuss the issue of denuclearization and to normalize relations with North Korea."Chung said that as part of the dialogue, the two Koreas would hold a summit next month, the first of its kind in more than a decade.The last inter-Korean summit was in 2007, when South Korean President Roh Moo-hyun met Kim's father, late North Korean leader Kim Jong Il.The meeting will be held at the Panmunjom Peace House on the South Korean side of the demilitarized zone that divides the two countries, Chung said.Pyongyang and Seoul will also open a communication hotline that will enable Kim and South Korean President Moon Jae-in to speak directly.Moon sent Chung and four other top government officials to Pyongyang Monday, when they met with Kim and some of his top aides.It's believed to be the first time the young North Korean leader has ever met with any officials from South Korea since taking power in 2011.Developing story - more to come  1312

Thanks to science, some Wisconsin apartment complexes are finding out exactly what dog, and what owner is responsible for those unattended piles. "It resolved issues immediately," said Ed Muisenga, the property manager at Prairie Grass Living in Pewaukee. He says they implemented the dog DNA policy from the beginning. It's built into their pet policy so when dogs move in, their cheeks are swabbed and their DNA stored in a registry through the company PooPrints Wisconsin.Then if Muisenga finds any waste that hasn't been picked up, they can send it to a lab to be tested, and eventually matched to one of the resident's dogs. "A lot of people thought it was a cool idea, I do too," he said. "It was kind of something I thought was funny in the beginning but it made a lot of sense." Diane and Frank Busateri don't live in a complex with this policy but nearby. They said most dog owners in their community are responsible. "It's kind of weird," said Diane. "I think it's unnecessary if people are willing to cooperate with each other," added Frank. If the DNA test proves an owner didn't pick up their dog's poop, the Prairie Grass Living complex imposes a fee that's between 0 and 0. But for the most part, the policy leads to more accountability, according to Anna Schloesser, the owner of PooPrints Wisconsin. She says they have 60 properties in the state using this service and most property owners have reported very little issue with waste left behind. "You have 'he said she said' and you can't figure out who did it," she said. "This is just an easy way to pinpoint where it came from and solve the problem."The company says some municipalities are even considering implementing a similar policy, so waste left behind in parks or other public places could also be tracked.  1942

NEWPORT BEACH (CNS) - President Donald Trump made an approximately 2 1/2-hour visit to Orange County Sunday for an early afternoon private fundraiser at tech mogul Palmer Luckey's Newport Beach estate.The fundraiser consisted of Trump participating in a roundtable discussion with supporters, then making a speech, according to the White House. It was closed to reporters, like many high-priced fundraisers conducted by presidents of both parties.Invitations for the fundraiser show tickets ranging from ,800 for individual admission to 0,000 for a couple to attend and take a photo with the president. Ric Grenell, Trump's former acting director of national intelligence, was also slated to attend the event.The ,800 figure comes from the donation limit for an individual in a presidential general election campaign. The higher ticket prices are legal because the money goes to the Republican National Committee and Republican state parties in battleground states.The motorcade arrived at the fundraiser location at 12:11 p.m. and left at 1:46 p.m. Air Force One departed from John Wayne Airport bound for Reno, Nevada at 2:15 p.m. after landing at 11:36 a.m.Trump was scheduled to speak at a rally in Carson City, Nevada later Sunday.
