URUMQI, May 29 (Xinhua) -- China would spend 120 to 150 billion yuan (17.6 to 22 billion U.S. dollars) on transport infrastructure in its far-western Xinjiang Uygur Autonomous Region over the next five years, the regional government said Saturday.The money will be used to build new roads and renovate old ones to support Xinjiang's "leapfrog development" promised by the central government earlier this month, according to a statement issued after a conference of the Ministry of Transport and Xinjiang's regional government.The paved roads to be built or renovated will reach 75,000 to 80,000 kilometers in the region where there were just 15,000 kilometers of paved roads in place by the end of last year, said Song Airong, a regional Party official.Xinjiang's current 838 kilometers of highways will also be extended to 4,000 kilometers over the next five years, he said.The central government unveiled a policy package last Thursday to support the development of Xinjiang Uygur Autonomous Region, setting a goal that the region should undergo a spurt in development so that by 2015 its per capita gross domestic product could reach the national average.Under the package, fixed asset investment in Xinjiang in the next five years will be more than double the amount in the current five-year plan that ends this year.

BEIJING, May 27 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local governments and builders to ensure quake survivors in northwestern province of Qinghai have warm places to stay this winter."It's a priority for the government to build more permanent houses so quake survivors can move in before winter," Hui said at a State Council, or Cabinet, meeting in Beijing on Thursday, according to a statement released after the meeting.At the same time the government must start preparing enough tents, fuels and stoves for winter heating for those living in temporary shelters as soon as possible, he said.Winter temperatures in high-altitude Yushu region, where a 7.1-magnitude quake on April 14 killed about 2,200 people, could drop to 20 degrees below zero.Hui also urged efforts to provide enough food, improve medical services,and attend to the needs of vulnerable groups like orphans in the quake zone.The reconstruction in the quake zone would be mainly funded by the central government. Hui urged builders, mainly from other parts of China to aid Qinghai's reconstruction efforts, to carefully carry out rebuilding projects with high efficiency and quality.

SANAA, April 11 (Xinhua) -- A Chinese medical mission arrived Sunday in the southern Yemeni province of Aden as part of a cooperation agreement between the two countries, state-run Saba news agency reported.The 45-strong mission will provide medical services to residents of the southern provinces of Aden, Lahij, Abyan and Hadramout, according to the report.The mission includes neurosurgeons, plastic surgeons, thoracic surgeons, pediatric surgeons, orthopedic surgeons, anesthesiologists and a number of administrative staff, Jamal Khadabish, director of the Aden-based al-Jomhoriya hospital, was quoted by Saba as saying.The mandate of the Chinese mission would last for one year in accordance with a protocol of health cooperation between Yemen and China, Khadabish noted.

  

BEIJING, April 6 (Xinhua) -- China will introduce resource tax at a "proper" time to promote energy saving and environmental protection, the Ministry of Finance said Tuesday in a statement on its Website.The statement provide little details about the move which is part of the ministry's tasks for 2010 listed in the lengthy statement.The government would stick to the proactive fiscal policy this year, the statement said, adding the ministry would expand investment in agriculture, education, science, medical care, social security, affordable housing, energy conservation and emission reduction.The ministry said it would improve the property tax system, without details. It would also step up efforts to revamp income distribution, aiming at narrowing the yawning wealth gap.

  

WASHINGTON, April 22 (Xinhua) -- The U.S.-China Human Rights Dialogue will take place on May 13-14 in Washington, announced U.S. State Department on Thursday.The U.S. delegation will be led by Assistant Secretary for Democracy, Human Rights and Labor Michael Posner. The Chinese delegation will be headed by the Ministry of Foreign Affairs Director General for International Organizations Chen Xu.The human rights dialogue, which was scheduled by the end of February, had been delayed due to tensions between Washington and Beijing over U.S. arms sale to Taiwan and U.S. President Barack Obama's meeting with the ** Lama early this year.Chinese President Hu Jintao shakes hands with visiting U.S. President Barack Obama after they meet the press at the Great Hall of the People in Beijing on Nov. 17, 2009.According to the joint statement issued by the two countries during President Obama's visit to China last November, China and the United States underlined that each country and its people have the right to choose their own path, and agreed to hold the next round of human rights dialogue in Washington by the end of February 2010.
