NEW DELHI, Nov. 1 (Xinhua) -- Zhou Yongkang, a senior official of the Communist Party of China (CPC), on Monday asked for joint efforts to promote China-India relations."It is an inevitable trend of history to consolidate and develop the peace and friendship between China and India," Zhou told a seminar on China-India ties."We should extract nutrition and wisdom from history to persist in maintaining peace, friendship and mutually beneficial cooperation, and to be good neighbors, good friends and good partners forever," said Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee.He made a five-point proposal on the further development of China-India relations: Zhou Yongkang (L), a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the Political and Legislative Affairs Committee of the CPC Central Committee, meets with Indian Prime Minister Manmohan Singh in New Delhi, capital of India, Nov. 1, 2010.First, both sides should promote political mutual trust."We should maintain high-level visits and exchanges, strengthen communication and cooperation between our governments, parties, parliaments and the armed forces, promote cooperation in defense and security, respect and accommodate each other's core interests and major concerns and continue to build up strategic mutual trust," he said."By doing so we can further consolidate our strategic cooperative partnership," he added.Second, the two countries should expand cooperation in economics and trade."We should intensify cooperation in areas of resources, energy, agriculture, manufacturing, infrastructure, information technology, etc. and also promote mutual investments," he said."We should properly settle problems arising in these fields, reduce restrictive measures against each other to achieve mutually beneficial and win-win results," he added.Third, China and India should expand friendly exchanges."We should further our exchanges and communication in the fields of culture, education, science and technology, promote exchanges between our two countries' academic institutions, youths, as well as press and media, so as to boost mutual understanding and trust between our two peoples," he said."We should do more things conducive to the Sino-Indian friendship and create a good atmosphere for the healthy development of bilateral ties."Fourth, both sides should strengthen international cooperation."We should actively coordinate our stances and strengthen cooperation in international affairs and deal together with global issues including climate change, food security, energy and resource security, terrorism, separatism and extremism, so as to safeguard developing countries' interests," he said.Fifth, the two should strengthen friendly consultation.For controversial issues and disagreements, the two countries should properly handle them on the basis of mutual respect, consultations on equal basis and mutual understanding and mutual accommodation, so as not to let specific issues affect the overall relations, he said.This year marks the 60th anniversary of China-India diplomatic relations."Looking back into our history of exchanges, we felt that peace and friendship between China and India were deeply rooted in the history and culture of our two countries and among our two peoples," said Zhou, who is also secretary of the Commission for Political and Legal Affairs of the CPC Central Committee."It is an established policy and strategic decision of the party and the government of China to develop friendly relations with India," he said.Zhou arrived here Sunday for a visit. He had visited the tomb of Mahatma Gandhi, leader of India's national independence movement.

BEIJING, Oct. 24 (Xinhua) -- China's Ministry of Commerce (MOC) vowed to step up regulation of sugar markets on Sunday after reserves helped stabilize prices which recently rose to a record high amid continuing harsh weather.Between Oct. 10-17, the retail price of small-packed sugar averaged 7.68 yuan per kilogram in major cities, up 1.3 percent from the end of September, according to data provided by the MOC.It shows that prices have begun to stabilize, according to the MOC website. The ministry also vowed to strengthen market regulations.China auctioned 210,000 tonnes of sugar reserves on Oct. 22 in a bid to curb soaring prices, which have been blamed on this season's frequent extreme weather in China's major sugar-producing areas, as well as reduced supplies overseas.In southwest China's Guangxi Zhuang Autonomous Region, the country's major sugar-growing area, sugar prices hit a record 6,000 yuan per tonne (902.3 U.S. dollars) on Oct. 11.Further, sugar futures hit an eight-month high of 683.20 pounds per tonne in London on Oct. 15.Also, the MOC said government reserves remain abundant and pledged to improve market supplies and ensure the public's needs.Between October 2009 and September 2010, eight batches of reserve sugar, or a total of 1.71 million tonnes, were auctioned, according to the MOC.

TIANJIN, Nov. 7 (Xinhua) -- A senior Chinese legislator on Saturday said China is drafting a law to act to combat climate change, a move that signals the country's proactive role in honoring its commitment to curtailing emissions, among other measures, in tackling climate change."The responsibility of lawmakers is to urge the government to take concrete steps to meet its promises," Chen Zhili, vice chairwoman of the Standing Committee of the National People's Congress (NPC), told experts attending a two-day forum on climate change legislation being held in Tianjin beginning Saturday.Chen said despite a broad range of government issues, China is taking serious measures in dealing with climate change and has achieved remarkable progress.Chen said lawmakers will particularly base China's climate change legislation on a resolution passed by the NPC last August.The resolution says China will adhere to "the basic framework" set up in the UN Framework Convention on Climate Change (UNFCCC), signed by more than 150 countries in 1992, and the Kyoto Protocol, agreed to in 1997 by the majority of the international community, to set binding targets for developed countries to reduce CO2 emissions, along with the principles of UNFCCC-endorsed "common but differentiated responsibilities" as well as "sustainable development."Chen said many developing countries are gravely suffering from the damage caused by extreme weathers this year. The international community should provide greater support to these countries in terms of finance, technical support, and capability building to boost their ability to deal with natural disasters.More than 60 lawmakers and law experts from 16 countries and regions are participating in the Tianjin forum on climate change legislation, co-hosted by the NPC and Global Legislators Organization for a Better Environment.

  

BEIJING, Oct. 28 (Xinhua) -- China and France expect to sign a number of cooperative documents in civilian nuclear energy and aviation, Chinese Vice Foreign Minister Fu Ying said here Thursday.Fu made the remarks at a news briefing on Chinese President Hu Jintao's visit to France and Portugal from November 4 to 11.China and France have conducted fruitful cooperation in civilian nuclear energy and aviation, Fu said, citing the Daya Bay Nuclear Power Station in south China's Guangdong Province and the Airbus 320 Final Assembly Line in Tianjin.China holds a positive attitude to expanding nuclear and aviation cooperation with France, she said, adding the two sides were discussing how to broaden cooperation in these fields.In reply to a question on whether the nationwide strike in France will affect Hu's visit, Fu said the situation in France would not affect the arranged schedule of the president.Hu's visit to France and Portugal came in the context of the still unstable world economic recovery and the upcoming Group of 20 (G20) Summit in Seoul, Fu said.She said Hu's visit to the two countries was viewed as very significant for promoting friendly relations with the two nations and overall China-EU relations.During his stay in France, Hu will hold talks with French President Nicolas Sarkozy and meet with Prime Minister Francois Fillon and other French leaders.

  

KHARTOUM, Sept. 17 (Xinhua) -- Sudanese Minister of Foreign Affairs Ali Ahmed Karti said on Friday his visit to China carried reassurances and confirmations to the Chinese side his government keenness to enhance cooperation with China even after a referendum to be held in southern Sudan."We have delivered a message on our keenness on continuation in enhancing the cooperation with China and expanding its investments in the country, particularly in north Sudan," Karti told reporters at Khartoum airport today upon return from a tour that included China and Egypt."China is an important country for Sudan and we are keen to fully coordinate with it, particularly with regard to current international issues. We are expecting China to play an important role in the international meeting on Sudan, scheduled for September 24, 2010," he added.He further stressed that Sudan was looking forward to enhancing ties with China, saying that "I have held consultations with the Chinese leadership on many issues and we have agreed on coordination during the forthcoming meetings of the United Nations General Assembly."The Sudanese minister described his visit to China as "one of the best official visits," adding that "we have managed to convey our viewpoint on many issues that has received complete response on the part of the Chinese leadership."On January 9, 2011, the southern Sudanese are expected to vote in a referendum on self-determination for southern Sudan to opt between unity or separation according to the provisions of the Comprehensive Peace Agreement (CPA), inked between north and south Sudan in 2005, and the Sudanese Constitution.The referendum would be considered legal if fifty eight percent of the registered voters participated in the referendum, and if the quorum was incomplete, there would be re-voting with the same terms in 60 days of the announcement of the referendum result.The result of the referendum would be decided by a simple majority of fifty percent plus one of the votes.
