SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer signed off Thursday on his .3 billion 2020 budget previously approved by the super majority of the city council.The budget funds the largest infrastructure investment in San Diego’s history and includes more funding for homelessness programs, road repairs, tree trimming services and housing reform.Faulconer appeared to be most excited about the expansion of the Clean San Diego initiative, which aims to clear debris from across the city.The mayor announced during his signing ceremony that million will go toward the expansion of the CSD program, and more crews will be hired to clean up areas citywide 24 hours a day, seven days a week.“We’re restoring pride back in our neighborhoods with every cleanup job, and now we’re investing more resources into ‘Clean SD’ so we can do even more for our communities,” said Faulconer.Funding for the program was more than doubled from Fiscal Year 2019 after Faulconer requested an additional .5 million for its budget.Since the program started in May 2017, more than 3,600 tons of debris have been removed from neighborhoods, canyons, and the San Diego River.Other efforts in the program include an increase in street sweeping in the East Village, sanitizing sidewalks, and graffiti removal. 1302

SAN DIEGO (KGTV) — Residents in one City Heights neighborhood say they're upset their streets have become a constant "demolition derby."In the Ring video, a loud crashing sound is heard at night, before a frantic Yesenia Zepeda goes outside her home in late April. A hit-and run driver struck her girlfriend's car parked on Dwight Street near 47th Street. It is the second time her girlfriend's car has been struck outside the home in a 4-month period. "It's ridiculous and it's dangerous," said Zepeda. Last week, that danger played out again on her Ring camera, as a car collided with an SUV carrying a mother and a one-month-old baby, who appeared to be okay. "It was heartbreaking to see," said Zepeda. Zepeda fears more heartbreak may be just around the corner. "I hear screeching all the time," said Zepeda. She and other neighbors say crashes and close calls are a constant. "You really can't see anything at night," said Zepeda. Zepenia points to the dark street, speeding cars, a sharp turn, and one very narrow street. Other videos show just how tight that squeeze is. Sometimes, two-way traffic is not possible. Zepeda has contacted city officials, asking for streetlights, signage to help slow speeds, and turning a section of 47th Street into a one-way street. A city spokesperson issued the following statement: “In April 2017, a 24 hour traffic study was conducted and the data concluded that this location does not qualify for traffic calming measures. Although the data did not warrant traffic calming measures, in May 2017, the City installed 2 speed limit signs on Dwight and 47th Streets and painted a yellow centerline at the intersection of 47th and Dwight. The City will open a new case to re-evaluate this street segment for traffic calming and evaluate for street lights.” Corinne Wilson, Communications Manager for City Council President Georgette Gomez, issued the following statement: “Our office has been working with Yesenia. The corner was referred for a traffic study in 2017. Recently, we have requested that it also be specifically evaluated for additional signage and are requesting data from the SD Police Department regarding collisions. SAN DIEGO (KGTV) — San Diego Humane Society has placed 140 rats up for adoption after they were given up by a woman in Del Mar this week.The rats have undergone veterinary exams and tests and are "happy and ready" for adoption, the Humane Society says. Because rats are social animals, the society is only adopting them out in same-gender pairs unless the owner already has a rat.The rodents were given to SDHS after a woman's pet rats multiplied out of control while she was living out of her vehicle in Del Mar. The population eventually grew to more than 300 pet rats. The rats chewed through the vehicle's wiring, rendering it inoperable.RELATED: Del Mar neighbors aid woman living in car with 300 pet ratsNeighbors have since rallied around the woman, helping her tow her old vehicle, get a new car, and turn over the rats to SDHS. Many of the rats were pregnant females and are currently in foster care through the Humane Society. The 140 rats available now are males and non-pregnant females, according to SDHS."Although rats are not as common as other small rodents, they make great pets," SDHS said. "They are very social, smart and love to interact with humans ...
