SAN DIEGO (KGTV) -- The county of San Diego is hoping to help curb the spread of COVID-19 among Latinos in the county with a new campaign announced on Tuesday.County numbers show Latinos are disproportionately affected by COVID-19. Out of the 24,000 confirmed cases in the county, 60% are Latino, but Latinos only make up 34% of the county's population.Out of the 487 coronavirus deaths in the county, 45% of those were Latinos, 38% were White and 12% were Asian.The new outreach campaign will consist of signage in Spanish, with reminders to wear facial coverings and maintain social distance. The county says they are also reaching out on TV, radio and online with resources for the Latino community.Although there is no exact reason for why Latinos are disproportionately affected by this pandemic, county leaders say reasons could include the fact that many Latinos are essential workers, live in multi-generational families and some have underlying health conditions.The county says it's goal is to make sure Latinos have the information they need to protect themselves and their families, encouraging them to get tested and participate if they are called by a contact tracer.To slow the spread of the virus, the county has expanded testing throughout the region, especially in the South Bay. Currently, more than 50% of all testing is being done in this region.The county opened its newest COVID-19 testing site in Imperial Beach last week. This new location brings the total number to six testing sites in South County. Additional testing sites are located in San Ysidro, two in Chula Vista and two in National City."We've not only expanded our testing, but we've also increased our contact tracing in the region," said Barbara Jimenez, director for the Central and South regions of the County Health and Human Services Agency.Jimenez has been spearheading the county's outreach efforts in South Bay communities and has been working with city mayors and other partners to get prevention, testing and tracing messages to area residents."We all need to follow the health prevention messages we've been promoting on preventing the spread of COVID-19. Let's take care of ourselves, our families and our community," Jimenez said.The county has also increased its contact tracing capabilities and now has more than 500 disease investigators and contact tracers who are calling people who tested positive for COVID-19 and their close contacts so that they place themselves in isolation or self-quarantine. Nearly 100 more case investigators will come on board this week and the county will be hiring another 200 from the more than 2,300 job applications it recently received.In collaboration with San Diego State University, the county is deploying about 100 specially trained community health workers and public health students as tracers. SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Pt. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. There are a few differences with Prop. 21 than Prop. 10, which failed in 2018. This measure would apply to housing more than 15 years old. Owners with one or two properties would be exempt. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. The Legislative Analyst's Office said even as owners sell off their properties, "revenue losses from lower property values would be larger than revenue gains from increased sales." "It's very important to vote, but it's also very important to be an informed voter," Reaser added. 2698

She and Maria Theresa Jaume are among a growing number of parents and guardians getting more involved with their kid's education through the "Family Engagement Department" at San Diego Unified."So, I now know how to ask her questions," says Gonzalez, "How to engage her with the reading and things like that.""It solidifies the bond right," says Family Engagement Program manager Pamela King, "It shows kids that education is important." King says the program was established in 2016, inviting families to become partners in their kid's education with tips on how to do it."You're reading a fiction book. SAN DIEGO (KGTV) -- The conference and convention industry has been hard-hit by the pandemic.With limitations on gatherings and worry about health, most of the in-person part of the industry came to a standstill."COVID-19 has made this year an extraordinarily challenging and unpredictable year," said President and CEO of the San Diego Convention Center Rip Rippetoe.By Rippetoe's numbers, from March through the end of 2020, they'll have lost more than 100 events at the convention center.Rippetoe said the estimated financial loss to the San Diego region is more than one billion dollars."It doesn't just include us," said Rippetoe. "There are restaurants, hotels, attractions, retail. All the things that people may not realize are affected."It's the same problem for spots up and down the state and across most of the country."We have had zero conferences, I believe since March," said Madonna Inn Marketing Manager Amanda Rich.The Madonna Expo Center in San Luis Obispo can hold around 2,000 people, and prior to COVID-19, they hosted multiple events a week."It's been a huge change for us and our staff," Rich said. "We have a banquet staff that's here specifically for those expo events, and we haven't had any."Virtual EventsWhile in-person locations have suffered, for many conferences, the show still goes on, virtually."A virtual event is not here to replace an in-person event," said Jonathan Kazarian, founder and CEO at Accelevents. "It's not intended to even be modeled exactly like that. A virtual event is its own beast and its own opportunity.”Kazarian said his virtual event platform helps build opportunities for exhibitors to interact with attendees, ways to facilitate all those presentations virtually, and also helps to bring people together."We're working with a lot of software companies now that do these user conferences that maybe in the past they've spent this massive budget on hosting this event once a year and now for a fraction of the cost they can come in and host that event and with the click of a button re-do it month after month,” he said.Kazarian explained that virtual turnout for some companies has been higher than what they were used to seeing in person.But can the event really be the same? 2246

  

SAN DIEGO (KGTV) - The City of San Diego is planning on expand its designated scooter parking zones to Ocean Beach. The Mayor’s staff recently sent a list and map of 106 prospective locations to the Ocean Beach planning board. The scooter corrals are similar to the on-street parking the city has already installed downtown. The ‘Micro Mobility Parking Corrals’ - as the city calls them - are installed at red curb spaces that do not block traffic, fire hydrants or impede visibility. The Mayor’s office says it is working with community groups to find suitable locations in OB and they plan to have feedback by June 10th. 630
