BEIJING, Oct. 21 (Xinhua) -- Chinese Vice President Xi Jinping Thursday stressed the importance of nurturing cadres from ethnic minority groups to help in the government's drive to develop regions inhabited by ethnic minorities.Efforts should be made to cultivate outstanding cadres with political integrity and professional competence from ethnic minorities, Xi said at a symposium marking the 30th anniversary of the establishment of a training course for Tibetan cadres at the Party School of the Central Committee of the Communist Party of China (CPC).The Party School of the CPC Central Committee initiated a training course for Tibetan cadres in Sept. 1980. Over the past three decades, more than 1,700 Tibetans have attended 42 sessions of the training course, becoming the backbone in promoting development, stability and ethnic unity in Tibet.Xi said Party schools should play a key role in training and nurturing cadres from ethnic minorities, who possess both political integrity and ability, particularly among young people and those who are from grass-roots levels.

BEIJING, Oct. 16 (Xinhua) -- China will launch a new round of reform to realize a good governance as the ruling Communist Party of China (CPC) is planning the country's roadmap in the coming five years, scholars and political observers have said.The 17th CPC Central Committee opened its fifth plenary session in Beijing Friday to discuss the 12th five-year program (2011-2015), which will unveil a new round of comprehensive reform, including both economic and political reforms, said Yu Keping, a prominent theorist, in an interview with Xinhua."Only with constant reforms and innovations can China build a good government for good governance," said Yu, who now serves as deputy director of the CPC Central Compilation and Translation Bureau.Yu is well versed in the research of political system. His famous works including the article Democracy Is A Good Thing, which has been widely circulated and sparked heated discussions home and abroad.By exercising democracy in elections, decision-making, management and supervision and guaranteeing the people's rights to be informed, to participate, to be heard and to oversee, the ruling party and the government are emancipating themselves and stepping up governance reform for good governance, Yu said.Observers believe the 12th five-year program will go beyond plans of economic and social development to involve administrative, political, social and cultural restructuring.Wang Yukai, a professor at the Beijing-based Chinese Academy of Governance, said the country's next five-year program will become a major step on the road to build an effective and accountable government."Good governance is a guarantee for CPC to remain in power," Wang said.Hu Angang, director of the Center for China Studies, a top think tank for policy-making under the Chinese Academy of Sciences and Tsinghua University, said the Scientific Outlook on Development would be carried out in an all-round way in the next five years.The Scientific Outlook on Development was proposed by the CPC in 2003, against the backdrop of rapid economic growth and a series of problems including excessive consumption of resources, damages to the environment and a widening gap between the rich and poor. BEIJING, Oct. 22 (Xinhua) -- China and South Africa pledged Friday to step up legislative cooperation to cement the bilateral strategic partnership.The pledge came out of the meeting between Chinese President Hu Jintao and Speaker of the National Assembly of South Africa Max Sisulu in Beijing.Hu said growing China-South Africa relations require stronger collaboration between the legislatures of the two countries.Hu hoped the two legislatures could launch their regular exchange mechanism at an appropriate time and work to improve such mechanism.Sisulu said the the National Assembly of South Africa hoped to make a new contribution to boosting cooperation between the two countries.On China-South Africa relations, Hu said bilateral relations have "reaped good harvests" since the two countries forged diplomatic ties in 1998.Sisulu agreed with Hu's comments, saying China's remarkable progress contributes to world peace and development and inspires South Africa and other African countries.Also Friday, Wu Bangguo, chairman of China's National People's Congress(NPC) Standing Committee, held hour-long talks with Sisulu at the Great Hall of the People in Beijing.Wu said the NPC and the National Assembly of South Africa have a good foundation for cooperation, and urged the two legislatures to maintain exchanges at a high level.While calling for the two legislatures to work more closely in regional and international legislative organizations, Wu said a regular exchange mechanism should be launched as early as possible so as to improve ties between the legislatures of the two countries.Sisulu said the National Assembly of South Africa and the NPC of China should strengthen bilateral exchanges and seek closer cooperation in multilateral legislative organizations.As South Africa is a big country in Africa and an important emerging economy, China hopes to communicate more and coordinate with South Africa over Sino-African cooperation so as to advance China-Africa relations and South-South cooperation, Wu said.The visit to China was Sisulu's first since he was elected to the position of speaker of the National Assembly of South Africa in May 2009.Apart from Beijing, Sisulu will also visit the Three Gorges Dam, the world's largest water control project, on the middle reaches of the Yangtze River, China's longest.

VIENNA, Sept. 20 (Xinhua) -- The International Atomic Energy Agency (IAEA) needs to enhance its role in promoting the peaceful use of nuclear energy, non-proliferation and fostering nuclear security, a senior Chinese official said here Monday.Global revitalization of nuclear energy has brought more opportunities for the IAEA to play an even larger role in promoting the peaceful use of nuclear energy and technology, said Chen Qiufa, head of the Chinese delegation to the IAEA's 54th General Conference opened in Vienna.Chen, also director general of the China Atomic Energy Authority, told the conference that the IAEA should continue to strengthen technical cooperation for sustainable development of nuclear energy, and give heed to opinions of developing countries.On the issue of nuclear safety, Chen said the IAEA should continue to push forward the development of global nuclear safety and security legislation and standard system, to strengthen transfer of knowledge and exchange of experience, popularize and promote nuclear culture so as to increase public confidence in nuclear energy development.With increasing work load of nuclear verification activities, the agency should build its own technical capability while fully cooperating with member states and using their resources to achieve nuclear safeguards targets, he added.Chen pointed out that the IAEA should play an active role in addressing sensitive and hot-spot nuclear issues.He said China always holds that the nuclear conundrum on the Korean Peninsula and in Iran should be resolved through dialogues and negotiations.China also supported the IAEA and its director general to continue to play their due role to push forward the diplomatic settlement of these issues.
