Metrics are weighted based on what more than 30,000 participants indicated as the most important aspects of livelihood. Healthcare and education were the heaviest scores, followed by economy, opportunity, and infrastructure.Overall, the Golden State came in at 32, though scored last in quality of life and near last in opportunity and fiscal stability."In addition to a healthy environment, a person's quality of life is largely a result of their interactions with those around them," U.S. News wrote. The state ranked 44 for natural environment and 47 for social environment.Natural environment measured drinking water quality, pollution and industrial toxins, and air quality. While drinking water quality was ranked 13, pollution health risks and urban air quality were among the worst states.Social environment looked at community engagement, social support, and voter participation. A 10th child has died following an outbreak of adenovirus at a New Jersey rehabilitation facility, state health officials said.At least 27 children have been linked to the outbreak at the Wanaque Center for Nursing and Rehabilitation in Haskell, the New Jersey Department of Health said."To date, the individuals associated with the outbreak became ill between Sept. 26 and Oct. 29," it said. "The affected children had severely compromised immune systems — including respiratory problems — before the outbreak began."The viruses are found on unclean surfaces and medical instruments. They may not be eliminated by common disinfectants, but they rarely cause severe illness in healthy people. 700

(KGTV) - The start of a new year will bring significant changes to laws for California drivers, including those with a history of driving under the influence. First time and repeat DUI offenders whose violations resulted in injury will be required to use an ignition interlock device for a period between one and two years. The device is the size of a cell phone and wired into a vehicle’s ignition system. In order to start the vehicle, the driver must blow into the device. The user’s blood alcohol level must be below a pre-set low limit, usually .02, according to the Centers for Disease Control. RELATED: Here are the new laws going into effect on California roads in 2019If a measurable amount of alcohol is detected, the ignition interlock enters a brief lock-out period of a few minutes, with a longer lockout for any subsequently failed test. The system is also capable of detecting mouthwash, which will trigger a positive test until the alcohol dissipates from the driver’s mouth, usually within minutes. Once on the road, the devices have ‘running retests’ which require drivers to blow into the locks at random intervals. If the driver fails, the vehicle’s horn will honk or the lights will flash to alert law enforcement to a violation. The devices aren’t cheap for DUI offenders. They must pay between -150 to install, and about -80 per month for monitoring and calibration. The standards for the devices are established by the National Highway Traffic Safety Administration (NHTSA). The CDC has linked ignition interlock devices to lower DUI rates. The agency’s research found repeat offenses dropped about two-thirds due to the locks. Mothers Against Drunk Drivers reports the average drunk driver has driven under the influence 80 times before a first arrest. More than 2 million drunk drivers have had three or more prior convictions, according to MADD. California is one of 31 states to approve the devices. 1941

A 2,000 foot-long floating pipe nicknamed Wilson is about to start its mission to collect all the plastic in the middle of the Pacific Ocean.Last month, the Ocean Cleanup foundation launched the world's first ocean cleanup system out of San Francisco to take on the notorious "Great Pacific Garbage Patch," a giant floating trash pile between San Francisco and Hawaii that is twice the size of Texas. It's the largest of five ocean trash piles on Earth.The pipe is set to arrive at its destination in the ocean on Tuesday and begin the cleanup process soon after, according to a company spokesperson.The pipe, which is in the shape of a U, features a 3-meter deep net underneath it to trap floating plastic under the water's surface. A boat will return to the spot every couple of months to remove the debris -- like a garbage truck for the ocean -- and return it to shore. The goal is to recycle the plastic and create new products. 941
