SAN DIEGO (KGTV) — The City of San Diego approved a -million contract for a feasibility study and designs for a multi-purpose training facility for first responders.The contract was approved Wednesday by the Active Transportation and Infrastructure Committee. Councilman Chris Cate said he is very excited about the opportunity, "the goal in this endeavor is to have a central location for both our firefighters and our police officers to have a viable long term solution for their training facility."Currently San Diego Police and Fire train at a facility just north of Terminal 2, at Lindbergh Field.Along with asbestos problems, the entire facility will come down to make way for the Pure Water San Diego Project, that will turn wastewater into drinking water."We have to be in construction before that because all of those guys have to be out of there," Cate said the deadline is 2027. He hopes by that time a permanent facility will be open for the first responders.Some of the items on the wish list, "classrooms, virtual simulations and testing/tactical obstacle courses, life-size training buildings, home simulations simulating burn scenarios, and many other necessary components required for a safe city."Cate said another important part of the process is weighing the opinions of neighbors, both in households, and businesses. One woman who works nearby said she's worried how much traffic a facility like that could bring.Cate is most concerned about police, fire and SWAT personnel, "it's incumbent upon us as policy makers to make sure that they have all the tools that they need to do their jobs very well for the public."The study is set to be completed by Summer 2020. It’s a 1974 single family home in San Carlos. The before and after photos are striking. Same with the bathrooms. Zuniga says the key is never cutting corners in the remodel. If you want to flip instead of flop, the investor must impress the buyer. She’s also Zuniga’s agent and helps him find investment properties in San Diego. Together they only buy single-family homes in the mid-level range to reach a much larger pool of potential buyers. And, their method works. “So, this particular property, on the market less than a week, we had four offers,” says Becker.That’s right, four offers in less than a week. Flipping or not, time is of the essence for the seller. In November when Zuniga bought the house, Becker figured after renovations it could sell for 0,000. Fast forward to the end of February, with more homes on the market, suddenly the home is valued at 0,000. SAN DIEGO (KGTV) -- The FDA Wednesday gave emergency approval to a San Diego company's test for COVID-19 antibodies.Easy Check, from Truvian Sciences, can test for COVID-19 antibodies in under 10 minutes."They've now given us the right to market the product and sell the product as a safe and effective solution for this type of testing," said Truvian President and CEO Jeff Hawkins.The test uses a drop of blood on a testing strip. Within 10 minutes, it shows a marking on the strip that indicates if you have the antibodies or not.Hawkins said these kinds of tests are vital to the future of the coronavirus pandemic."This type of testing, today, is helping us understand how many people had an infection," said Hawkins. "Over time, this type of testing may help us understand how long that vaccine is good for and how long you are protected.He added, "Using these very deployable, simple tests to monitor this is one way we can track people over time and see how this evolves."The Easy Check test went through independent testing by four separate laboratories. They found it is 99% accurate in detecting both the presence of the COVID-19 antibody and identifying it among other antibodies.Right now, the test requires a full blood draw, but Truvian is working on a version of the test that only needs a finger prick.Hawkins said his company will sell it to medical labs and offices for per test, keeping it affordable for patients who want to take the test, although individual tests may cost more to help doctors and labs cover their costs."Our core mission as a company before COVID was to make testing more accessible and make testing less expensive," said Hawkins. SAN DIEGO (KGTV) - The brand new Continental Apartment complex in Little Italy isn't like its upscale neighbors.It's made up of studios, some smaller than 400 square feet, and offers very little parking. That's why the starting rent is "just" ,550 a month, about 35 percent below market for the trendy area. "The rent is high in San Diego because of simple math - supply and demand," said Jonathan Segal, the architect who designed The Continental.Segal says costly approval delays and fees are contributing to that very supply crunch. The Continental, no exception, was delayed for two years. Segal says he paid almost million in fees for the building. But he's specifically perplexed by how the city charges what are called Developer Impact Fees. The money goes to uses like parks, fire, library and transportation.The city charges as much as ,000 per unit, depending on location, not size. That's why the city fee on developers could be disproportionately impacting rent prices for smaller units. In other words, if a developer takes a building and creates 40 apartments, that developer would have to pay that fee 40 times. Alternatively, if that same developers takes that same building and does just one large unit, that developer only pays the fee once. Now, there's a growing push at City Hall to change how the city calculates the impact fee. This week, a city council committee held a preliminary discussion on the fee's future. One option, endorsed by City Councilman Scott Sherman, is to do it by square foot. That way, building more, smaller units won't increase costs on developers - and ultimately renters or buyers. "If you were to do it by a square foot process, then a developer would come in and say, 'you know what? I can build two units at 0,000, instead of one at 0,000,'" Sherman said. A 2016 report from the housing commission said flat fees create a disincentive for developers to create more, smaller units that could help ease the housing crunch. Segal says changing how the fee is calculated could give him more latitude to offer lower rents. "I may be able to reduce my rent because I want to be more aggressive," he said. SAN DIEGO (KGTV) -- The ACLU is threatening to sue ICE over a policy that forbids detention center volunteers from speaking with the press.Souls Offering Loving and Compassionate Ears, also known as SOLACE, is not allowed to help at the Otay Mesa Detention Center until they sign a form promising not to speak with the media.In August, ICE discovered SOLACE wasn’t in compliance with their protocol before asking the group to resubmit the paperwork for their volunteers.ICE says the code of ethics is in place for the safety of the detainees. “These are often folks who don't have any family or friends in the United States so even if they could write or call they don't have anyone to connect with,” said Angela Fujii, a social justice coordinator with the First Unitarian Universalist.SOLACE volunteers are ready to help, but they want to make sure they can share with others about the place where things are kept pretty tight.SOLACE was also briefly barred from visiting during the Obama Administration but the compromise was met.Other groups are providing detainees with services, but SOLACE was the only one allowed to regularly visit. 1148
