SAN DIEGO (KGTV) -- The San Diego Unified School District Board voted Tuesday evening to support a package of bills making their way through Sacramento that would put a moratorium on new charter schools. There are four separate bills before the state legislature. Among other things, the measures would put a five year moratorium on new charter schools, increase local control by preventing charter schools from locating outside their district and put a cap on the number of charter schools that can open. San Diego Unified Trustee Richard Barrera helped draft the resolution in support of the bills. "We've got plenty of great examples of seeing laboratories of innovation that have happened over the past 25 years; however, what I think the law did not predict, was that charters have expanded very rapidly. There are organizations that kind of create chains of charter schools that go and pop up in different places around the state," said Barrera. He said the moratorium would not affect existing charter schools. "Let's think about the whole system; let's think about what's good for every kid, nothing in these bills affects existing charter schools. In fact, I believe these bills protect existing charter schools because they are as vulnerable to some new school popping up, that may or may not succeed, but in the meantime, you've got that movement of students back and forth," said Barrera. Barrera said roughly 16% of students in the district attend charter schools at a cost of approximately million dollars a year. There are nearly 50 charter schools in the district. Supporters of charter schools said the board's vote was motivated by politics and money. "I think they're kind of greedy, the public schools. They're wanting the money, for each student they get so much money," said Charles Taich, whose daughter attends a charter school. The California Charter Schools Association says the resolution the board passed isn't focused on students or families. "It really isn't about students. If you look at the resolution itself, it doesn't talk about parents and students. It just talks about districts and money and the information is not factual, so we want to address that," said Miles Durfee, Vice President of Regional Advocacy for the California Charter Schools Association. Durfee said they'll continue their fight at the state level. "The Charter Schools Association has worked really hard with members to really make sure we increase the quality of charter schools and we know schools need to continually improve, but we really believe that charter schools are one vehicle to do a great job to give choice to parents," said Durfee. 2667

SAN DIEGO (KGTV) - The young woman severely injured in a parasailing accident in Mexico is walking and surfing a year later.Katie Malone's recovery has been a long road. "I survived something I shouldn't have survived," she said.Malone was in Puerto Vallarta in June, 2018 for her birthday. Her parasailing ride turned into a nightmare, "I saw the boat capsize and people on the beach run to try and grab the rope to bring me down." She said the the almost half hour she was in the air she worked to keep calm, thinking about her dog Leroy, and what she was going to wear that night. Her family says the rope snapped and she fell in a tailspin. Katie said it was everything she could do to keep from passing out, or getting sick. She said the next thing she remembered was opening her eyes on the ground with emergency crews surrounding her."My heart dropped to my feet," Katie's brother Brendan said.He started calling and coordinating the trip to Mexico to be with his little sister. He talked about being the megaphone for the family, getting the word out through his music community in Nashville, back home in California and setting up the Gofundme online that reached the world.She underwent three surgeries in Mexico and two weeks in, the swelling in her brain hadn't gone down. Katie's mom said doctors doubled her steroid dosage to bring the swelling in the pituitary glad down and it caused a severe reaction.Katie's mom, Sidona, said she was sick all night and that was the moment they all feared she wouldn't pull through. Sidona said the doctor pulled her aside the next day and said, "you don't understand, she could die and she needs to go home now," urging them to Lifeflight her to the U.S.The family overcame huge struggles, from paying cash for the surgeries in Mexico, as Katie was in between insurance, to finding a way to fly her home. Sidona said certain airlines wouldn't fly that far south in Mexican airspace, and medical airlines wouldn't take her without insurance. Their network of friends and family gave them solutions.The final piece came at the last minute, a ,000 anonymous donation to fund her flight home. Her fight to get back to normal just beginning.Katie re-learned how to walk, drive, and surf over the past year, all the while a smile on her face."Instead of that terrible accident taking control of her, she's taken control of that," Brendan said.Katie says positivity, her family and her dog, Leroy, kept her going. She said she used to take Leroy, her support dog, to the hospital to help others and was thankful he was there for her recovery.She advises anyone facing a challenge that your mind is more powerful than your body and positivity will get you through."I'm not 100% back, I'm getting there, I'm back to work, not full time just part time," she said she's focused on getting healthy. She works as a masseuse, making others feel better.Among her challenges, she has a hard time sitting for extended periods of time, and has to adjust her gait and stance.She hopes her story will change regulations in Mexico so this never happens to anyone else. 3112

SAN DIEGO (KGTV) — Thousands of people enjoyed San Diego County beaches, despite the ongoing Beach Hazard Warnings.The National Weather Service announced there would be high surf, high tides, and strong rip currents on the San Diego County coastline. This Beach Hazard Warning continues until Sunday. Whether you're playing, laying, or even working on this July 4th holiday, spending time at Mission Beach was a dream come true. Especially if you were the Newman family, escaping the Phoenix heat. "When we left, I think it was 114 degrees," Bryant Newman said. They said it just doesn't compare. "We used to hang out a lot at the resorts there locally [in Phoenix], but we have been coming to California for Fourth of July for the last for five or six years," Newman said.But let's not forget about the Beach Hazard Warnings, still in effect until Sunday. "They did warn us about high surf before I left the hotel this morning," visitor from LA, Saira Kinuthia said. Kinuthia is not letting her two boys out of sight. She said while they are here for fun, safety comes first. "We had our talk, and if the lifeguard says that we need to come out of the water, then we have to come out of the water," Kinuthia said. Also keeping a close eye, there was a large police presence along the beaches and boardwalk. While most of the patrols were for alcohol, officers were also regulating the new e-scooter rules that took place on July 1st. Riders must slow down to 8 miles per hour on the boardwalk. But 10News saw many people zooming by. One was an accident between a double-rider and an elderly gentleman, walking on the boardwalk. All parties were okay. San Diego Police said they are giving many verbal warnings and a few citations for what they consider egregious e-scooter violations. Whether it's on the scooter or in the ocean, please remember. SAN DIEGO (KGTV) — The woman accused of killing another driver in a wrong-way crash while drunk on a San Diego freeway last year changed her plea Friday.Lauren Ashley Freeman pleaded guilty to gross vehicular manslaughter while intoxicated and DUI causing injury in the Feb. 26, 2018 collision that killed 35-year-old Justin Callahan.Freeman's plea dismisses a murder charge. She is scheduled to be sentenced to 11 years and 8 months in prison at a September hearing.RELATED: CHP reverses blame in fatal wrong-way crash on I-5 rampInitially, Callahan was deemed responsible for the crash. The position of his Volkswagen Jetta after the crash led CHP officers to believe he was at fault. But California Highway Patrol investigators reversed their findings after Callahan's family refuted the claim and the case was re-opened. Freeman was charged with causing the fatal crash in November.Callahan was driving to his Ocean Beach home from work in Chula Vista when the crash occurred on a transition ramp from northbound Interstate 5 and westbound I-8 just before 2 a.m.The 35-year-old died at the scene, while Freeman and a passenger in her Toyota Camry sustained major injuries. Investigators said Freeman had a blood alcohol content of .28 at the time of the crash. 1272

SAN DIEGO (KGTV) -- The San Diego Police Department says pedestrian fatalities are going up in California - so they're cracking down on drivers, pedestrians and those violating laws that pertain to motorized scooters. All of this, just as new reports show a flood of scooter-related injuries backing up local emergency rooms. Wednesday night SDPD sent out targeted patrols to downtown and Lincoln Park. Two spots where pedestrian and bike collisions have increased in the last three years. In many cases, traffic violations led to those crashes. 10News watched as officers ticketed more than 50 people, and gave out more than 20 warnings. Sixteen of those tickets - to people on scooters.  727
