(KGTV) - People who own chickens in the North County are taking extra precautions to protect their flocks, as a deadly bird disease creeps closer to San Diego County.The California Department of Food and Agriculture issued aquarantine for birds in Los Angeles, Riverside and San Bernardino Counties after reports of the disease. With all three counties surrounding San Diego, officials here have issued warnings to chicken owners to look out for symptoms.According to the San Diego County Department of Agriculture, Weights and Measures, symptoms include:Sudden death and increased death loss in flock.Sneezing, gasping for air, nasal discharge, coughing.Greenish, watery diarrhea.Decreased activity, tremors, drooping wings, twisting of head and neck, circling, complete stiffness.Swelling around the eyes and neck.They say anyone who sees these symptoms in their birds should contact the CDFA Bird Hotline at at 866-922-BIRD. 953

ESCONDIDO, Calif. (KGTV) - Escondido Police arrested a pastor who allegedly molested a young girl, authorities announced Friday afternoon.John Rodgers McFarland was taken into custody on Dec. 18 by the Escondido Police Department. The arrest occurred in Fullerton, where McFarland lived and worked. Escondido Police say the alleged incident happened in Escondido several years ago while McFarland was visiting family in the area.He has been charged with two counts of lewd acts upon a child under the age of 14. Since 2014, McFarland has been the head pastor at Orangethorpe United Methodist Church in Fullerton, according to the Fountain Valley Police Department. Before that, he had served as the head of Fountain Valley United Methodist church since 1988. He also was a pastor at Surf City Church in Huntington Beach from 2009 to 2014. According to the Fountain Valley Police Department, there may be other victims abused during his time in Fountain Valley and Huntington Beach. ESCONDIDO, Calif. (KGTV) -- Police are investigating an officer-involved shooting that occurred during a traffic stop in Escondido early Friday morning.The incident happened at around 3:45 a.m. on Broadway, near Washington Avenue, according to Escondido police.Police said officers were initially called to a home in the 300 block of Park Avenue due to a reported restraining order violation. In the call, a woman said her former husband, 44-year-old Rosendo Sandoval Quezada was at her home and she identified his vehicle.On Broadway, an officer spotted a white car being driven by Quezada and pulled him over.According to police, Quezada "exited his vehicle holding a 3-foot long crow bar and ran toward the officer."Police confirmed the situation prompted the officer to fire multiple shots. Quezada was struck in the abdomen, and he was transported to Palomar Hospital for treatment of his injuries.Police said the officer, who was not injured in the incident, is a 4-year veteran of the department. A lieutenant at the scene told 10News he believes this was the first time the officer was involved in a shooting. The officer was placed on administrative leave pending the investigation.According to police, the officer’s body camera was active during the incident.A stretch of Broadway at Washington Ave. was closed for several hours due to the probe. 1364

(KGTV) - The FBI and Escondido Police asked Thursday for the public’s help to find three men suspected of robbing a North County bank.The takeover-style robbery happened just before 10 a.m. on May 23, according to FBI Special Agent Davene Butler.The group backed an SUV against the front doors of the San Diego County Credit Union, 1875 S. Centre City Parkway, and went inside the bank.Investigators said the men were wearing masks and displayed handguns, ordering employees to lie on the ground, the FBI reported. Two of the men pointed their guns at different employees and demanded access to the vault. ENCINITAS, Calif. (KGTV) - People who live on Bonita Drive in Encinitas want the city to stop a 10-home development on their street. They say it will make the area more dangerous if a wildfire breaks out."It's a huge concern," says Sione Schad-Siebert. "When the fire starts, and Santa Ana winds blow, they move fast, and you need to get out fast."Plans for the project call for 10 single-family homes to be built on a mostly empty 2.4-acre lot. People who live around it say adding the homes will allow fires to spread faster and cause more congestion on the street if people need to evacuate.Schad-Siebert showed 10News parts of the street where the road narrows to just over the width of a couple of cars. She says fire engines can hardly get through as it is. She also worries that a nearby open-space nature trail could catch fire and decimate the neighborhood."If there's ever a fire in the canyon or if a house here catches on fire, the fire department will not get here in time to stop the fire from spreading through the neighborhood because of poor access," she says.The City Planning Commission approved the project in November, but the residents have filed an appeal.In the appeal, they list fire danger as one of six problems the new homes will bring to the area. Among the other claims are traffic issues, environmental concerns, and questions about ways they say the project skirted city rules during the approval process."I feel like the city's kind of losing its soul," says Schad-Siebert. "I feel it's selling out to developers from out of town that just want to make a lot of money."Housing has been a problem in Encinitas, where city leaders have traditionally shunned large developments. Until 2019, it had been more than two decades since the city successfully submitted a housing and growth plan to the state. The mayor says that has to change.As for the appeal, the Planning Department staff issued a 23-page memo refuting the claims point-by-point. It says the City Council should deny the appeal and move forward with the project.Schad-Siebert says if that happens, she and her neighbors plan to file a lawsuit to stop the construction.The Encinitas City Council will vote on the appeal at Wednesday night's meeting, which begins at 6 pm.
