Immigration and Customs Enforcement agents have released more people seeking asylum in the United States from custody, citing a shortage in space.The release comes as thousands of people fleeing violence in Central America as part of a migrant caravan are beginning to arrive in Tijuana, hoping to enter the U.S. and claim asylum here.Earlier this year, federal officials released several hundred families to relatives, church groups or other organizations due to statutory limitations on how long people can be held in custody."These people, they don't speak English they don't have any money, and they are in another country and they don't have a cell phone to call their relatives," said Magdalena Shwartz, who works with churches and ICE to help find places to stay until relatives can pick up those the government releases.For families detained by immigration authorities, under a settlement agreement and subsequent decision, unaccompanied children or families can only be held in custody for 20 days before being released while their cases work their way through immigration courts.Pastors at a church in Mesa said they recently received a call from ICE asking if the church could help at least one hundred people, who were dropped off Tuesday. Others were given a bus ticket and dropped off at a bus station in Phoenix."They don't have another option," Shwartz said. "They cannot keep the people detained there for a long time, because they are getting more people."Multiple attempts to seek comment from Immigration and Customs Enforcement on Tuesday's release were not returned.Those who are ultimately granted asylum by a judge are allowed to stay, while those whose applications are denied will be deported. 1747

Maria could dump 6 to 12 inches of rain across the Leeward Islands -- including Puerto Rico, the US Virgin Islands and the British Virgin Islands -- through Wednesday night."We want to alert the people of Puerto Rico that this is not an event like we've ever seen before," Gov. Ricardo Rosselló told reporters Monday.And for the first time in 85 years, Puerto Rico is expected to suffer a direct landfall from a Category 4 or 5 hurricane. Puerto Rico's governor has declared a state of emergency ahead of that landfall, which will likely happen Wednesday."It's time to wrap up your preparations now, Puerto Rico," CNN meteorologist Chad Myers said. 1719

PG&E said in the filing that the California Department of Forestry and Fire Protection estimates the fire won't be fully contained until November 30.The damages alone could cost up to .8 billion. according to a report from Moody's this week.PG&E may not have enough to cover the cost that, let alone any legal fees or fines it might have to pay. The utility said in its filing that it currently has .46 billion in cash after borrowing from an existing revolving credit line.Shares of PG&E (PCG) plunged more than 30% Wednesday following this disclosure and were briefly halted for volatility. The stock has now fallen by half since the Camp Fire began.The utility could need another bailout from the state of California if it's found to be liable for the Camp Fire.Governor Jerry Brown signed a bill in September that lets PG&E issue bonds backed by surcharges from the utility's customers. Those bonds would help pay for damages tied to deadly California wildfires in October 2017 caused by faulty PG&E equipment.The bill allows for the possibility that utilities could issue similar bonds for future fires, but that is not guaranteed.PG&E already faces one lawsuit on behalf of victims of the Camp Fire.A group of law firms that has dubbed itself the Northern California Fire Lawyers filed a suit Tuesday on behalf of Camp Fire survivors.The firms allege in the suit that "PG&E was negligent in failing to maintain its infrastructure and properly inspect and manage its power transmission lines." 2507

(KGTV) - An Imperial Beach family made a chilling discovery at home: a circular piece of glass cut perfectly from the window of a toddler's nursery while he and his mother were inside.Along Emory Street, something peculiar happened last Monday.
