SPRING VALLEY (KGTV) -- An hours-long SWAT standoff came to an end Thursday evening in Spring Valley. According to the San Diego County Sheriff’s Department, the incident began around 1:30 on the 10700 block of Jamacha Boulevard. Deputies tried to serve the man with a warrant when he barricaded himself inside his home. The man was taken into custody around 6:30 p.m., the department says. SOLANA BEACH, Calif. (KGTV) -- A city of Solana Beach plan to redevelop part of the City Hall parking lot into affordable housing didn't generate any interest from developers. The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. Solana Beach Mayor David Zito said it's hard to pinpoint why no developers were interested since none applied. "Projects that include affordable units can be more challenging to deal with due to potential local resistance," Zito said. "This provides an initial barrier that simply needs to be overcome. Developers would typically want the possibility of a greater return in order to take on additional risk and these types of projects typically provide less return."Zito added another issue was the requirement to keep the public parking at City Hall, which raised costs. Solana Beach, with a rent that averages more than ,000 a month, currently has zero affordable housing units. The coastal city approved a 10-unit complex down the block from City Hall in 2014. It survived a lengthy legal challenge but still has not broken ground largely due to funding. That has left many workers who have jobs in the city's restaurants, hotels and quaint shops to commute from far away, or to live in groups nearby."In my complex there's like four people living in a condo," said Mary Lou Bottino, who has lived in Solana Beach for more than 20 years. SOUTHPORT, Ind. -- The health department is investigating, and an employee has been fired after a customer received raw chicken from a Dairy Queen in Southport, Indiana.Zach Cruse said he picked up some food at the drive-thru at the Dairy Queen off Southport Road just before the restaurant closed around 10 p.m. Friday night.When he got home, he realized he didn’t exactly get what he had ordered.“I got a couple bites in and was like, this doesn’t taste right,” said Cruse. “I looked at it – ripped it open and realized it was completely raw.”Dairy Queen says after receiving the complaint from Cruse they immediately contacted the Marion County Health Department. They also fired the employee involved because they say they failed to check the temperature of the cooking chicken before serving it.The Marion County Health Department said they investigate every complaint they receive, and they plan to go out and check the restaurant’s procedures to see if there are any issues with their food preparation process.“I just don’t want somebody else to eat raw chicken and I don’t want to eat raw chicken,” said Cruse. “If it happened at Dairy Queen, how much gross food have I eaten that I’m not aware of because I just have trusted that the food I’m going to get is going to be safe?” 1304
