SAN FRANCISCO (AP) -- A federal judge says California can't ban vanity license plates it considers "offensive to good taste and decency" because that violates freedom of speech.Tuesday's ruling in San Francisco took aim at a Department of Motor Vehicles rule.The judge said personalized plates are a form of expression by vehicle owners and rules governing them must be "viewpoint-neutral" even if the messages offend.The ruling comes in a lawsuit filed on behalf of five people who were denied permission for their plate messages, including a gay Oakland man who wanted to use the word "QUEER" on his plate. 616

San Diego County welcomed its first baby of 2019 at 12:04 a.m. Ainhara Abegail Banos was born at Scripps Mercy Hospital in Chula Vista at 7 pounds and 14 ounces. The bundle of joy is 20 inches tall. Her mother, Elizabeth Morales, said Ainhara's three older sisters can't wait to meet her. "They're waiting for her!" Morales said. She joked that her other daughters, however, "wanted a boy."Morales thought she would have a quiet New Year's Eve because the baby wasn't due until the middle of January. While at home, Morales' water broke and her sister brought her to the hospital. Even though Morales has three other children, she said she was still nervous. Even for seasoned veterans of the hospital, the first baby of the year is always exciting."I've been doing this for over 30 years. I still get goosebumps every time a baby is born," said Elizabeth Retts, Director of Maternal Health.Morales and the baby will be discharged tomorrow. 949
SAN FRANCISCO (AP) — Deadly wildfires in California have burned more than 4 million acres (6,250 square miles) this year, a new record for the most acres burned in a single year. The previous record was two years ago when wildfires destroyed 1.67 million acres (2,609 square miles). California fire officials said the state hit the fearsome milestone Sunday with about two months still left in the fire season. Most of the damage has occurred since mid-August, when lightning strikes caused some of the most devastating blazes. The wildfires have incinerated hundreds of homes and killed 31 people. 606
SAN FRANCISCO (AP) — A judge ordered California's attorney general to release police misconduct records predating Jan. 1, when new transparency legislation took effect.San Francisco Superior Court Judge Richard B. Ulmer, Jr. on Friday also rejected arguments by Attorney General Xavier Becerra that his office should not have to release records of local law enforcement.The legislation was designed to guarantee public access to disciplinary records involving investigations into officer shootings, use-of-force incidents and incidents involving officer misconduct.The tentative ruling was a win for the First Amendment Coalition and National Public Radio member KQED-FM, which sued Becerra's office for records under the legislation."Judge Ulmer's order sends the clear message that the Attorney General is not above California law," said David Snyder, the coalition's executive director.In response, Becerra's office said Friday it would release records from before 2019 but only those regarding Department of Justice officers. The office said in a statement that requiring the office to release records involving other departments "would result in duplication of efforts."The judge ordered the attorney general's office to meet with the coalition and KQED to work out the logistics of releasing records.Ulmer said the 1st District Court of Appeal had already decided that the law is retroactive. He also dismissed the argument that making the attorney general provide records of local law enforcement would be burdensome.Ulmer said lawmakers could not have been oblivious to the potential cost of carrying out the legislation, and "the people will likely be agnostic as to which tax-funded agency foots the bill." 1724
