Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. People come on, people come off, the numbers shift every single week," Newsom said Monday. "I anticipate this week the numbers to shift again and it looks like, all things being equal and the latest reporting period -- 24-hour reporting period, which we will have later this evening -- it's very likely San Diego will join the list of those counties removed. So, likely tomorrow."County health officials were expected to announce the latest local statistics on Monday afternoon.For K-12 schools to potentially reopen for in-person instruction, San Diego County will have to reach 14 straight days with positive virus cases below 100 per 100,000 people.As many as 48 elementary schools in the county have filed waivers that in hopes of returning to in-person classes. 1417

SAN DIEGO (KGTV) — San Diego Police have arrested a 26-year-old in connection with a Logan Heights house fire that killed three of his family members last weekend.Police say Wilber Romero was arrested Friday for homicide and arson in connection with the deaths of his parents 44-year-old Jose Romero and 46-year-old Nicolasa Maya-Romero, and his sister 21-year-old Iris Romero in a house fire on Sunday. Romero's mother and sister died at the hospital in the days following the blaze while his father died in the fire. The family’s 23-year-old daughter and 16-year-old son remain in the hospital. He has been booked into county jail and is set to arraigned on Oct. 22.On Oct. 13, the fire broke out around 4:30 a.m. Sunday in the 3100 block of Clay Ave. Firefighters had to go inside and pull the victims out.Romero, who identified himself to 10News that morning as the family's oldest son, said he awoke to find his bed on fire and tried to yell for his family to get out of the home."My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," Romero said after the blaze.One witness told 10News he could see one of the victims reaching through the bars in the windows, unable to escape the fire."The minute I stepped out of my restroom, my house on the inside felt warm, like really warm. SAN DIEGO (KGTV) -- Residents downtown are fighting against adding more low-income housing. They say it's only making the homeless problem worse. Merle Jones moved to this East Village high rise for the views and the lush lifestyle."It's categorized as a luxury apartment complex, and there's nothing really luxury about it at all right now," said Jones. Homeless people frequent the streets and sidewalks outside the property. "There was a knife fight that broke out and that was in the afternoon," said Jones. "My girlfriend she's not even comfortable walking outside alone so its an issue."In an effort to fight the deadly Hepatitis A outbreak,  more shelters and housing solutions are popping up downtown. One of them is a 16-story high rise for low-income families on 14th and Commercial Streets. "I don’t believe that's a good idea," said Jones. "I think they need to clean up the area because when you have that type of housing, it attracts attention from other areas."The high rise is one of five Father Joe's projects to add about 2,500 affordable housing units. One-third of them would be downtown. More than 500 people signed an online petition to move more housing solutions to other parts of the county. "I think it would be a nice distribution of the concentration of it so that way it's not just one area and one area's problem," said Jones. For now, he's stuck paying high rent for a view he's not happy with.  "I pay quite a bit, so I expect a certain level of lifestyle when I'm living here," said Jones. "When my lease is up, I do plan on moving towards the other end of downtown that’s a little safer and a lot cleaner."The building is set to open January 2021.  1830

  

SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. Officers are also getting additional crisis management and de-escalating tools to help them reduce the speed in which they react, or use non-lethal force.The idea: Knowledge is power. The goal: Create a safer world."If we can drive our solutions through transparency and through accurate data, then we are all better off," Stephan said. 2199

  

SAN DIEGO (KGTV) — San Diegans will help a local pet groomer try to set the world record for most people kissing their dogs at once this Valentine's Day weekend.Camp Run-A-Mutt's 6th annual Valentine's Day Doggie Brunch will invite dogs and their owners out for a day of companionship and awareness. The day features dog adoptions through Second Chance Dog Rescue, raffle prizes, pet caricatures and photographers, Bub's at the Ballpark drink specials, and fund raising.To highlight the event, Camp Run-A-Mutt will also aim to set the world record for most people kissing their dogs at the same time.RELATED: County Clerk prepares for ‘busiest wedding day of the year’"We're always looking for new ways to get people out there for awareness," co-owner Kim Granche says.
