EL CAJON, Calif. (CNS) -- A man who struck and seriously injured a bicyclist in Ramona last fall pleaded guilty Monday to felony charges of reckless driving resulting in serious injury and vandalism.Chase Edward Richard, 35, admitted hitting Michelle Scott from behind on state Route 67 near Dye Road with his Ford Edge last Oct. 2. Scott was struck around 6:15 a.m., and was airlifted to Palomar Medical Center in Escondido with serious injuries.She remained at the hospital for about two months before being transferred to a Poway nursing care facility, where she remains under full-time care, recovering from the brain injury she suffered in the crash, according to the Ramona Sentinel.Richard was arrested less than a week later. The California Highway Patrol said a tip from the public led investigators to Richard's damaged SUV in the garage of his Ramona residence.Richard agreed to a three-year, eight-month term that will include two years in local custody and 20 months of mandatory supervision.Per the terms of his plea agreement, Richard will also perform 200 hours of community service, a component of his sentence that Deputy District Attorney Valerie Ryan said was important to Scott's family.The victim volunteered with multiple local programs, including the local Community Emergency Response Team -- or CERT -- which trains and assists community members in response to emergency situations like natural disasters.Ryan said Scott's husband, Don, hopes that Richard can "do what he can to give back to the community because Mrs. Scott can no longer do that."The prosecutor said Don Scott is "hoping through this time on mandatory supervision that Mr. Richard can change and alter his behavior" and "contribute to the community" once he is released from custody."There's a lot of graciousness and generosity of heart in the Scott family, and they are hoping and looking for Mr. Richard to do better" Ryan said.Sentencing is slated for July 28. 1966

EL CENTRO, Calif. (KGTV) - Two earthquakes shook the Imperial County city of El Centro Monday night. The first quake, which measured a 4.0 magnitude, was 1 kilometer east-northeast of the city at 6:13 p.m. The second quake was a 3.7 about 30 seconds later.A check of the U.S. Geological Survey's 'Did You Feel It' map showed shaking was reported in Calexico, about 12 miles away, and Yuma, Arizona.RELATED: Is there such a thing as earthquake weather?The quakes were "very quick", said an El Centro hotel clerk who did not wish to be identified.A server at Denny's said the shaking made his customers stand up out of concern, but no one was hurt.While no major damage has been reported, the quakes were strong enough to shake overhead lights and topple monitors on display at Staples, according to clerk Krosby Rider. 825

(KGTV) - A possible vehicle break-in led to a deadly shooting in the East County early Sunday.El Cajon Police received a report of shots fired just after 1 a.m. near West Chase Avenue in El Cajon. Police said a homeowner was woken up by the sound of his dogs barking in the 1100 block of Mona Place and looked outside to see someone trying to break into his vehicle.The homeowner retrieved his handgun and went outside to confront the 32-year-old suspect, police said.A confrontation between the two occurred and the homeowner shot at the suspect multiple times, police said, striking him at least once.The suspect then took off in his own vehicle and crashed into the driveway of a nearby home in the 1000 block of West Chase Ave. Officers arrived to find him dead of a gunshot wound.Police have not released the identity of the homeowner or suspect. The homeowner is cooperating with officers. It's not yet clear if that person will face any criminal charges as a result of the shooting. 1054

(KGTV) - The grieving mother of an accused thief filed a lawsuit Thursday against the homeowner who shot and killed her son.The civil suit identifies the homeowner as Michael Poe, and it stems from an incident in the early morning hours of March 11. Police say the homeowner woke up to the sound of glass breaking. He went outside and found someone breaking into his work truck. His mother Monika Anderson says Joe had a drug problem but was doing his best to stay sober.“He was on Suboxone, a drug to stay sober, and someone had stolen his Suboxone,” Anderson said. “Although it's really hard for me to imagine my son at  31 years of age would just start stealing, but I think he was just desperate for drugs and in a lot of pain. I don’t think he deserved to die over that.”Police are investigating the incident and no criminal charges have been filed. Anderson’s attorney, Dan Gilleon, says that investigation should not affect their civil lawsuit.“The bottom line is Joe shouldn't have died and at a minimum its because this guy didn’t act reasonably,” Gilleon said. “This is not the Wild West. During a town hall event on ABC on Tuesday night, President Donald Trump defended his administration's response to the COVID-19 pandemic and attempted to distance himself from his leaked admission that he "downplayed" the pandemic.During the event, hosted by George Stephanopoulos, Trump was repeatedly asked about the comments he made to journalist Bob Woodward in March that leaked earlier this month in which he said he wanted to "downplay" the pandemics so as "not to cause a panic."When Stephanopolous brought up the comments, Trump explained that he was simply saying he didn't "want to drive the nation into a panic.""I'm a cheerleader for this nation. I'm the one who closed up our country. I closed up the country long before any of the experts thought I should," Trump said.One study by Columbia University estimates that 36,000 lives could have been saved if the U.S. had locked down and adopted social distancing measures just one week sooner.When asked directly by an audience member about his comments to Woodward, Trump claimed his actions proved he "up-played" the pandemic."Well, I didn't downplay it.
