SAN DIEGO (KGTV) -- A 2-year-old girl allegedly abducted by her father in Chollas View, triggering an area Amber Alert, was found safe in Escondido Tuesday morning, San Diego police said.According to police, young Charli-Fae Harris was last seen with her father, Lafayette Harris, in the 1000 block of 47th Street at around 5:30 p.m. Monday.Police were notified of the girl’s disappearance by her mother. SDPD officials confirmed 31-year-old Lafayette Harris is under a restraining order related to domestic violence.After an Amber Alert was issued for the child and her father, police located Harris’ white Saturn vehicle in a parking garage near UC San Diego shortly before 6 a.m. However, Harris and his daughter were nowhere to be found.Harris was eventually tracked down at a construction site near UC San Diego Health System in La Jolla. ABC 10News learned Harris, who works at the construction site, was taken into custody without incident.Charli-Fae was found safe just before 8:15 a.m. in an Escondido apartment. Escondido Police said a woman connected to the child's father was watching the news when she realized she had the child police were looking for in her care, so she then called police to alert them. It's unclear if she knew the child had been taken.The girl will be reunited with her mother later Tuesday.Police said Harris will most likely face kidnapping charges and charges related to violating the restraining order against him, and said there could be more charges added as the investigation continues. 1536

SAN DIEGO (CNS) - The U.S.-Mexico-Canada Agreement trade deal includes 0 million in funding to address cross-border pollution in the Tijuana River Valley, San Diego's congressional delegation announced Wednesday. The funding would be dispersed in four annual installments of million in the form of U.S. Environmental Protection Agency grants under its Border Water Infrastructure Program. In June, the fiscal year 2020 federal budget for the BWIP was only million, according to the office of Rep. Scott Peters, D-San Diego. ``The USMCA delivers a massive funding investment that can fix the Tijuana River's sewage spills once and for all,'' Peters said. ``This funding can stop the environmental crisis that has plagued our community for decades and will improve public health.'' The bulk of the funding would be used to expand and upgrade the South Bay International Wastewater Treatment Plant, operated by the International Boundary and Water Commission. The funding would be used to fortify the plant's water treatment capabilities, allowing it to stanch flows of polluted storm and wastewater into the river. ``Cross border pollution is a nightmare for our community and for the individuals that work and recreate near the border,'' Imperial Beach Mayor Serge Dedina said. ``This funding is a critical step towards cleaning up the contamination in the Tijuana River Valley and making our beach safe for surfers and others who enjoy our coast.'' Transborder pollution from the Tijuana River has contaminated U.S. waters and coastlines for decades, forcing San Diego County environmental health officials to regularly close beach access near the border. During that time, local and state officials and environmental activists have called for federal assistance to protect the health of the environment and residents near the border. In April, Sens. Kamala Harris and Dianne Feinstein, D-California, submitted a jointly written letter to multiple federal agencies requesting they address sewage runoff in the river. In July, Peters and Reps. Juan Vargas, D-San Diego, and Mike Levin, D- Oceanside, introduced legislation to increase funding for Tijuana River cleanup efforts and prevention of future pollution. And in September, the San Diego Regional Chamber of Commerce's annual delegation of local officials and business leaders discussed the issue with cabinet officials and members of Congress. ``This environmental issue has plagued our region for generations and this funding will take major strides in helping us address health and ecological challenges we face,'' Levin said. ``Along with my colleagues, I made it clear to the Trump administration and House Democratic leadership that it is long past time that we make robust investments in cleaning up polluted water that flows over the border.'' The San Diego chapter of the Surfrider Foundation and the city of San Diego have also filed lawsuits against the IBWC, arguing that it has neglected pollution in the river and its effect on the environment. The city jointly filed its lawsuit with California Attorney General Xavier Becerra. The pending funding is a result of Tuesday's deal between congressional Democrats and the White House to support a revised USMCA. Rep. Nancy Pelosi, D-San Francisco, said the modified trade agreement includes more strenuous labor and environmental standards for the three countries. House Democrats are now expected to vote for the deal's ratification and send it to the Republican-controlled Senate. The USMCA would replace the North American Free Trade Agreement, which went into effect in 1994 and is blamed by some politicians on both sides of the aisle for hastening outsourcing and the decline of the country's manufacturing industries. President Donald Trump, who campaigned on retooling NAFTA, has faced pushback from members of Congress for much of the year for elements of the original deal like tariffs on steel and aluminum and its enforcement provisions. SAN DIEGO (KGTV) - A Coronado Police officer who was among the first to arrive at the Spreckels Mansion after the death of Rebecca Zahau testified Monday in the wrongful death civil case.Zahau’s death was ruled a suicide in 2011 but her family believes she was killed. They sued Adam Shacknai, the brother of Rebecca’s boyfriend.Adam Shacknai called 911 to report the body hanging from the balcony.TIMELINE: Rebecca Zahau?caseIn testimony Monday, the unidentified officer said his duty was to go through the home and make sure no one was still inside, deeming it safe for investigators to enter. Investigators would later find a single boot print on the balcony where Zahau’s nude body was found bound and hanging. The shoe print would end up being one key piece of evidence. SAN DIEGO (KGTV) - A 46-year-old Oak Park man is being held without bail in San Diego's Central Jail after San Diego Police say he kidnapped a toddler and molested her.Francisco "Freddy" Diaz faces 8 felony counts, including burglary, kidnapping sexual assault and lewd and lascivious acts on a child under the age of 14. His alleged victim is just three years old.The girl's father, Silvester Soltero told 10News he was working on his car when, unbeknownst to him, the "strange" man who lived next door broke into a bedroom window, grabbing his sleeping daughter.Soltero said Diaz' mother brought his daughter home, but she didn't have her pants. “I grabbed my daughter and I was like, baby what happened?" Soltero said his daughter proceeded to tell him the man touched her private parts.  When the father asked who the man was. Soltero said his daughter pointed out Diaz."I lost it," said Soltero.When the father approached Diaz he became hostile.  “He started screaming if you snitch on me I'll kill you," recalled Soltero.The men fought.  Soltero showed a bruise where he said Diaz tried to poke him in the eye with a fork.Eventually, Diaz ran off, but San Diego Police caught him a short distance away.That's when Soltero said things got worse.  He soon learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Court records show Diaz was convicted in 2006 for molesting three girls on the playground adjacent to Oak Park Elementary School, which is right across from his mother's house.  He was sentenced to eight years in prison, in part because he already had a criminal history.  In 2000, Diaz was convicted of making a terrorist threat and assault with a deadly weapon.Court records show Diaz is schizophrenic and abuses drugs, specifically methamphetamines. A psychologist is quoted in court documents saying, "If he can remain in treatment, and avoid drug and alcohol abuse, he should not pose a danger to the community's children."12 years later, Diaz finds himself back under the legal microscope.Soltero wants to know why a registered sex offender could live right across from a school full of potential victims, and right next door to the home where Soltero's daughter and three other children live.San Diego Police say Diaz was in full compliance with the terms of Megan's Law.  He is required to check in with police every year and he does so, said Lt. Jason Weeden.  Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds.Silvester Soltero says if that's true, the law should be changed.  “If you’re a sex offender you shouldn’t be by a school, period," he said.Diaz will be arraigned before a judge Wednesday.  Soltero says he will be there to make sure justice is done. 3102

SAN DIEGO (KGTV) -- A 25-year-old man has been taken into custody after his 53-year-old mother was found dead Monday evening in the College West neighborhood. Officers were called to the 4800 block of Collwood Boulevard around 4:40 p.m. Monday night after receiving reports of a deceased person inside a home. According to San Diego Police, family members tried to contact the 53-year-old woman who lived inside, but had not been able to contact her for several days.When officers entered the home, they found the woman dead.“Information provided by family members led to the 25 year-old son being located at an area hospital where he was receiving treatment for injuries he sustained to his hands,” police said.The man has been taken into custody and will be transported to headquarters for processing as a possible suspect, police said. 846
