EL CAJON, Calif. EL CAJON, Calif. (KGTV) - Surveillance video has recently captured multiple incidents of what appears to be a thief returning over and over to prey upon elderly residents of the Salvation Army apartment building in El Cajon.Apartment staff at the building on South Anza Street say there have been at least five robberies between October and Christmas Eve. Each appears to include the same thief."He's the lowest form of life in my book," building superintendent Alex Harmon told 10News. "To prey on the elderly. They've got walkers for crying out loud."In one incident captured on video, the man approached a 97-year-old woman taking a walk on the sidewalk outside the building. He was seen opening her bag, which was placed on her walker, then removing an item and walking away.The woman later told building staff that he had struck up a conversation about her walker and that she had offered him candy. She says he opened her bag and instead of taking candy, stole her wallet.In a separate incident, the suspected thief and what appears to be a lookout are seen carefully observing an elderly woman walking by. One man then turned and followed her around the corner. She told 10News that's when he raced up and grabbed her gold necklace, breaking off her gold cross, and running off.Multiple police reports have been filed with El Cajon Police Department, which is investigating. 1389
EL CAJON, Calif. (KGTV) - Renovations are underway at the East County Performing Arts Center to turn the nearly 50-year-old performance hall into a rock and roll concert venue."We have to change the vibe, the feel of what this building is," said Dirk Epperson, El Cajon's Director of Public Works.The venue closed in 2009 when the recession forced cuts in the city budget. Now, the renovations come as tour promoter Live Nation prepares to take over the venue. The City of El Cajon entered into a five year deal with the concert company to manage the building. As part of the agreement, Live Nation will bring 50 events to the venue in 2019, and as many as 70 events by 2023. Live Nation also manages the House of Blues in San Diego and Mattress Firm Amphitheater in Chula Vista."We're not sure what it will be like," said Mayor Bill Wells. "We've never had this regular, steady diet of top name acts that are coming in. So nobody's quite sure how much this is going to have a ripple effect around El Cajon. But everybody thinks it will be positive."The city is now spending .3 million to upgrade the facility. Improvements include new amenities like modern concessions, a more open entrance, and lobby area and new plush seating in the first few rows. The seating capacity for the main hall will also increase to 1,300. Part of the plan also calls for a brand new VIP Lounge at the back of the venue. The money for the project comes from the sale of the old police headquarters.As for what kind of acts will fill the venue, Epperson said it's entirely up to Live Nation."It can pretty much be any type of act or band," he said, adding the city will let the experts decide. "But you can imagine the ones that are on their way up or on their way down will be coming to this size venue."Smaller, local performances like school concerts and recitals will still be held at the venue, which Wells says is part of the community. EL CAJON (KGTV) -- A motorcyclist who crashed into a parked truck on a residential street in Fletcher Hills has died, El Cajon police said Tuesday.Shortly after the crash, some off-duty nurses rushed to help the critically injured motorcyclist, identified Wednesday as 36-year-old Julian Garcia, allowing emergency crews to rush him to the hospital.Jennifer Lepari said she heard a “loud boom” on Valley Lake Drive near Valley Mill Road around 8:30 p.m. Monday. “It almost shook the house. It was really, really loud,” she said.Lepari and her husband Jerome are both nurses. Jerome quickly used his belt as a tourniquet on the rider’s leg to staunch the bleeding while Jennifer applied pressure and spoke with dispatchers, according to neighbors.“With the amount of blood he lost and the time it took [for emergency crews to arrive], even the cops said [the rider] wouldn’t have lasted if [Jerome] hadn’t done that,” Lepari said.El Cajon police say the motorcyclist struck a parked work truck on Valley Mill Road for unknown reasons. Investigators believe speed may have been a factor but the crash is still under investigation, Lt. Randy Soulard said.A third off-duty nurse who lives around the block also tended to the badly injured rider, neighbors said.“It was awesome to see the people with that sort of medical experience jump in and not hesitate,” said a neighbor named Lisa.Once police arrived, an officer applied a second tourniquet to the rider’s leg, Lt.
