SAN DIEGO (KGTV) - Prosecutors say streetlight camera video revealed the killer of an East Village business owner. A bevy of surveillance and streetlight video was released during the preliminary hearing for Kevin Cartwright and Lorena Espinoza, accused of killing of Tony Radda, 49.October 2018. Just before 3 p.m., store surveillance video shows a woman wearing a purple wig and sunglasses enter the store.Video shows Radda and the woman going towards the back, possibly to show her some merchandise. Right away, a man in a mask is seen trailing behind them, lurking. When Radda and the woman return, the man in the mask attacks Radda, dragging him out of camera range. Prosecutors believe that is when Radda was shot several times and killed.Soon after, the masked man is caught prying open a cash register. Prosecutors say while the woman took off in an SUV; the man walked away.According to prosecutors, that walk was captured by a string of streetlight cameras. In one of the videos - about 12 blocks away from the store - the man in the mask sheds it, revealing a face, police eventually identified as Cartwright. On Friday, the judge is expected to decide whether the two will go to trial. 1206

SAN DIEGO (KGTV) - Point Loma neighbors say a completed Navy fuel pipeline project has been tearing up their road for years. The work to replace the 17-mile-long Navy-owned Miramar pipeline is finished along Rosecrans Street between Talbot Street and Naval Base Point Loma. However, residents told 10News parts of the repaved street are failing. “I would love to see it finally repaired correctly so it doesn't fail in six months, which is what has happened multiple times,” said La Playa resident Ben Bensoul. Bensoul said contractors were supposed to finish the Talbot Street stretch of road last week but there is no sign of the workers. “They picked up their signs and left,” he said. Bensoul said traffic snarls are common, along with safety concerns for bicyclists and people on scooters. “I’ve actually memorized where all the holes were and was able to avoid half driving home. Now it's impossible,” said Bensoul. The Miramar pipeline provides fuel for ships and aircraft. 10News reached out to the Navy for comment. "Roadwork on Rosecrans Street began September 23rd with removal of failed slurry seal and was scheduled to be finished with the new slurry seal on 28 September. During this process, concrete was discovered under the asphalt, which causes adhesion problems. The contractor is currently working with the City of San Diego, however, due to the underlying condition of the road, this requires additional investigation and discussion to achieve an effective long-term solution. SAN DIEGO (KGTV) — More than a dozen exotic dancers who claimed their constitutional rights were violated during raids at two local strip clubs have been awarded nearly .5 million by the City of San Diego.The 17 dancers from Exposé and Cheetah's Gentleman's Club have sought damages from what they claimed where humiliating searches and for being held against their will by San Diego Police officers during searches on July 23, 2013, and March 3, 2014.City Council leaders Tuesday approved two settlements for two lawsuits over the raids. One settlement awarded 0,000 to one dancer while the second settlement awarded .4 million to 16 dancers, attorney Dan Gilleon, who represents the 16 dancers, confirmed.RELATED: Victory for San Diego exotic dancers?in legal battle over police inspectionCheetah's dancers claim officers swarmed the building in 2014 with bulletproof vests and guns and ordered dancers to the dressing rooms. There, they reportedly checked that all 30 dancers had proper city permits and were in compliance to work at the strip club.Dancers also say officers forced them to line up, expose body parts, and have their tattoos photographed. Surveillance video showed officers lining up dancers to be photographed and taking their information."I felt like it was really, really, like, uncomfortable," dancer Brittany Murphy told 10News in 2014. "I don't understand why I have to get my picture taken. I asked them if it was of my face and they said yes. So, I got up against the locker and [the officer] is standing really far. She's taking a photo of my entire body."RELATED: Questions raised after officers swarm Kearny Mesa strip clubMurphy argued her permit card already had her photo and officers would not let dancers leave and instead, questioned them about personal information.San Diego Police has said the raid was part of "police-regulated business" and random inspections, and that any photographs taken were for investigative purposes."One of the many responsibilities of the San Diego Police Department’s Vice Unit is to conduct random inspections of strip clubs to ensure dancers are complying with the law and that they have an entertainers permit," SDPD Lt. Kevin Mayer told 10News in a 2014 statement. "In most cases, Vice Unit detectives do not require or request clubs to shut down. SAN DIEGO (KGTV) - On Monday evening, a city official put inspection tags the doors of the Barrio Logan warehouse where a platform collapsed this weekend, injuring 21 minors and a few adults. It happened Saturday night at Vault PK parkour gym on Main Street. The facility is closed until further notice.RELATED: Structure collapses at Barrio Logan parkour centerOn Monday, inspectors with the city of San Diego toured the warehouse as part of their investigation, which is still in its preliminary stages. A city spokesperson told us there are "definite code violations" and permit issues, but no further details were released. Cal/OSHA was notified of the incident but is not investigating since no workers were injured. Team 10 verified that Vault PK's business license became active in July. On the gym's Facebook page, it appears the owner posted in June that her father and brother were working on much of the construction of the gym. RELATED:?Investigation underway in platform collapse at San Diego parkour gymMonday afternoon, Team 10 spoke to a local father whose wife, son and daughter were at the gym at the time of the collapse. He didn't want his name used but said his son sustained injuries to his foot and his wife has a broken foot. He says his 16-year-old daughter is still in the hospital with a broken pelvis and broken arm. There's no word on when she'll be released.The father says he was at the parkour gym a few days before the incident and told us the facility appeared like it didn't meet proper safety standards.Vault PK also operates a facility in Torrance and told Team 10 investigator Jennifer Kastner the gym is closed for inspections. 1719

  

SAN DIEGO (KGTV) - Next week, new San Diego Police de-escalation policies will be presented — and likely approved — in response to weeks of demonstrations after George Floyd's death. Danny Murphy is the Deputy Commissioner of Compliance for the Baltimore Police Department, which underwent sweeping reforms following public outrage over the 2015 death of Freddie Gray.“After the Freddie Gray incident, the Department of Justice launched an investigation into the Baltimore Police Department and found a pattern or practice of unconstitutional policing,” Murphy told 10News.RELATED:San Diego Police to implement new de-escalation policyReview board recommends de-escalation reforms to San Diego PoliceThe Baltimore Police Department's new policy requires that the use-of-force not only be reasonable but also necessary and proportional to the situation. Murphy described the techniques for de-escalation. “It's taking more time to let the situation play out [and] see if we can resolve it in a safer manner,” he said and added, “[It’s] using more conversation and communication in advance of the use-of-force.” Murphy also told 10News that the training includes creating distance between the officer and the subject to allow the officer to analyze the situation.The City of San Diego's Community Review Board on Police Practices has been pushing to adopt de-escalation policies that model those of the Baltimore Police Department.RELATED: Local protester seen being taken away by San Diego Police speaks outEarlier in the week, San Diego Mayor Kevin Faulconer announced new San Diego Police de-escalation policies are on the way but details haven't been released.Also this week, the president of the Police Officers Association said that SDPD's use-of-force policy already includes de-escalation tactics and that it's updated regularly.A spokesperson for the San Diego Police Department said that the department will not be commenting until the mayor's policy plans are released. 1986
