SAN DIEGO (KGTV) — A car owner in Old Town has a warning if you're planning on parking in the popular area: A destructive thief may be lurking.On the morning after Cinco de Mayo, blocks from the festivities, Amy Wysocki discover an unpleasant post-celebration surprise."Just heartbreaking. I instantly broke into tears," said Wysocki.Along Congress Street, Wysocki found a side window of her Lexus on the ground, smashed."Then I came upon the other broken window, which was also a shock and quite a bummer," said Wysocki.Inside her car, about 30 bucks in emergency cash was missing, along with some ibuprofen. Her windows are tinted, but if someone peered inside, some boxes filled with paper products can been seen. Wysocki believes those boxes made her car a target. Wysocki is hardly alone. Along Congress Street, there is a trail of broken glass."It's really sad. It's disgusting," said Wysocki.Police told Wysocki there were seven other "smash-and-grab" break-ins discovered in her neighborhood that same day. A check of Crimemapping.com, which tracks data from police reports, reveals a string of car burglaries in the area in recent weeks. SAN DIEGO (KGTV) - A federal judge has ordered the San Diego Police Department to stop citing people for living in their vehicles.The decision comes after a lawsuit was filed against the city by a group of homeless people and their advocates.On Tuesday, United States District Judge Anthony Battaglia agreed with the plaintiff’s argument that the city’s municipal code was too vague in defining what constitutes habitation of a vehicle.Tristia Bauman, an attorney with the National Law Center on Homelessness & Poverty which helped work on the case told 10News, “we are very happy and pleased that the judge understood what we were arguing.”However, that was only one half of the lawsuit. The other half targeted the city’s municipal ordinance that outlaws RV parking from 2-6a.m. Known as the Nighttime RV Ordinance, or Oversized Vehicle Ordinance (OVO), the judge denied the request to enjoin it, saying the same argument did not apply.In the decision, Battaglia wrote “while the court sympathies that this Ordinance leaves Plaintiffs with nowhere to park between these hours and is decidedly unfair, the law is not ambiguous, unclear or vague in any way.”A spokesperson for city attorney Mara Elliot declined to comment beyond saying they “will review the ruling and advise our client.”An early neutral evaluation conference had been scheduled for Thursday with all the parties. Bauman said it could result in a settlement or go back to the court for a final ruling. 1486

SAN DIEGO (KGTV) - A camp in Vista is giving kids a place to cope with the loss of a loved one, along with others on the same journey.Experience Camps provide boys and girls whose parent, sibling or primary caregiver has died, with a program that helps build confidence, encourages laughter and allows them to navigate their grief through friendship, teamwork, athletics, and the common bond of loss.The nonprofit provides the experience free for families. "My mom she was really, really nice. I loved her with all my heart. When she passed, it was devastating," said 13-year-old Dylan from San Diego.Dylan's mother died of breast cancer. "It was really tough, but once I got here it was really good to know that other people had the same experience," said Dylan.This is Dylan's third year at camp. He and others are gaining coping mechanisms to navigate their grief better. "The common experience we all have is grief, and I think that's the strongest bond between all of us," said Amit Sura, a camp counselor. A typical camp day includes two activity periods, such as volleyball, tennis or arts & crafts. The third morning period is focused on different techniques in the bereavement toolkit, built to help the campers identify, express, and understand their feelings. Later in the day campers take part in a camp-wide activity, such as relay races or a hike up a nearby mountain. The camp comes together again during free swim, dinner, and an evening activity before retiring to their bunks."Today we did a mindfulness activity, talked about sitting with emotions like anger, happiness, sadness," said Sura. "When they're here, and everybody's sharing their experiences and their emotions, it's a bond that's unbreakable."Experience Camps has five locations across the country, serving boys and girls.Families can register in November.The nonprofit relies on donations to send children to camp for free, you can donate here. 1940

  

SAN DIEGO (KGTV) -- A cheating scandal on a California State Board of Pharmacy exam has left 1,400 recent graduates unlicensed and unable to work, forcing some to deny job offers as their student loans become due.The board announced this week it invalidated all test scores on the California Practice Standards and Jurisprudence Examination for Pharmacists (CPJE) administered since July after it found evidence of "wide-scale subversion" of the exam.Board investigators determined more than 100 test questions were shared online. The CPJE is a critical step in the licensure process for new pharmacists."The board sincerely regrets that the actions of some are negatively impacting the lives of many," the board wrote in a statement posted Wednesday. "California consumers must have confidence that individuals passing a licensing exam have the requisite knowledge and skills to practice safely and competently."Some graduates working as interns in pharmacies while waiting for their license said they had lost their jobs over the licensing delay. Others said they had to turn down job offers."Our loans are increasing, we are all financially burdened as we can't find jobs until we take this exam," one test-taker wrote in an email to 10News. "People are very frustrated in the lack of communication from the board. We are being punished over other people's mistakes. We don't deserve this."The board is offering pharmacist applicants a chance to retake the test on November 16 and 17, and said it would "work diligently to expedite the results." That means applicants likely wouldn't be licensed and ready to work until December, leaving some who expected to begin working by late August in a financially stressful situation."Most people study for this exam for one to two months," said another test-taker. The unemployment rate at this time last year was 3.4% and was just 3.1% in February, less than a third of the current rate.While the decreasing unemployment is a positive sign, it did arrive partially because fewer people are looking for work."Many San Diegans are battling difficult choices in the work-life balance," said Phil Blair, executive officer of Manpower West. "We are seeing companies offering high-paying jobs -- such as engineers and programmers -- and lower-paying jobs -- such as production line workers. The problem is that, whether someone can make or per hour, people are worried about safety and taking care of kids at home. Employers need to recognize employee concerns and meet them halfway."The data from the EDD does not reflect changing reopening tiers, or the fact that San Diego County could roll back reopenings by as soon as Tuesday because of rising COVID-19 numbers, which could throw the entire economy into a state similar to the months of March, April and May.Lynn Reaser, chief economist for the Fermanian Business & Economic Institute at Point Loma Nazarene University, said the county isn't out of trouble yet."Following the relatively good news from August, the job market could get much tougher as we move into fall," she said. "San Diego could be pushed back into California's purple zone, the most restrictive one for business based on the governor's new ranking for COVID-19 risk."The region's unemployment rate rose to a record 15% in May, according to EDD data, while data from the San Diego Association of Governments shows rates of nearly 30% in May.In August, the state's unemployment rate dropped to 11.6% from 13.7% and the nation's decreased to 8.5% from 10.5%.Government jobs led in local gains, with 6,800 jobs added to the region's total. Professional and business services gained 5,300 jobs, construction gained 3,100, trade, transportation and utilities 2,600, other services 1,200, educational and health services 1,000 and financial activities and manufacturing both gained 500 jobs.Leisure and hospitality and information were the only industries to post job losses, with 400 and 100 jobs lost, respectively.Comparing year-over-year, the San Diego region has lost 135,800 non- farm jobs and 400 agricultural jobs. Leisure and hospitality continue to top the list in jobs lost, with a total of 60,100 jobs lost since last August -- 43,900 of which came in accommodation and food services.Since the same time last year, trade, transportation and utilities shed 17,100 jobs, government lost 15,400, educational and health services 13,000, other services 12,000, manufacturing 7,200, information 3,800, construction 3,600, financial activities 3,300 and professional and business services lost 300 jobs. 3286
