A sweeping overhaul of police oversight and procedures has been proposed by Democrats in response to the deaths of black Americans at the hands of law enforcement, according to a draft outline obtained by The Associated Press.The Justice in Policing Act, unveiled Monday, would limit legal protections for police, create a national database of excessive-force incidents and ban police choke holds, among other changes. For one, it would grant subpoena power to the Justice Department to conduct “pattern and practice” investigations of potential misconduct and help states conduct independent investigations.And it would create a “National Police Misconduct Registry,” a database to try to prevent officers from transferring from one department to another with past misconduct undetected, the draft said.A long-sought federal anti-lynching bill stalled in Congress is included in the package.However, the package stops short calls by leading activists to “defund the police,” a push to dismantle or reduce financial resources to police departments that has struck new intensity in the weeks of protests since Floyd’s death.House Judiciary Committee Chairman Jerrold Nadler, D-N.Y., a co-author with Bass and the Democratic senators, will convene a hearing on the legislation this week.It is unclear if law enforcement and the powerful police unions will back any of the proposed changes or if congressional Republicans will join the effort.At least one Republican, Sen. A patient in Minnesota who had COVID-19, and attended the Sturgis Motorcycle Rally in South Dakota, has died, the Minnesota Health Department confirmed to E.W. Scripps.The Washington Post reported that this is the first death from the virus that was linked back to the rally.In an email to E.W. Scripps, a spokesman for the Minnesota Department of Health said the patient was in their 60s and had underlying health conditions "as do many people in that age group."The spokesman said the patient had been hospitalized in the intensive care unit.The 10-day event ended on Aug. 16.According to the Associated Press, health departments in at least eight states are also trying to track virus outbreaks.At least 260 cases in 11 states can be tied directly to the event, the Washington Post reported. 802

A ten-year-old girl who was the subject of an AMBER Alert Monday has been found dead near her home. Kodie B. Dutcher was reported missing Monday afternoon, and a search of her home in Baraboo, Wisconsin found evidence that the girl threatened self-harm. The AMBER Alert message said Dutcher was suspected of taking "an unknown amount of pills and may be suicidal." The girl left behind her shoes and cell phone.Community members gathered to look for her Monday night and again Tuesday morning. No word at this time who found her body. Lt. A Nashville family celebrated a World War II veteran's 99th birthday this Memorial Day weekend with cake and a lot of war stories.Joe B. Davis fought three years with the 1st Infantry Division from November 1942 to November 1945. He was stationed in Algeria, Tunisia, and Sicily."I was in Infantry, you see, they had it pretty rough. Good ole Infantry. I would've been in D-Day if I hadn't gotten wounded in Sicily," he said.On Sunday, Davis spent the afternoon with his family made up of five generations.Every year, his family listens to his war stories and sings happy birthday to him. His birthday is more special as it falls before Memorial Day."We try to celebrate his birthday the best we can every year, just not because he's our grandfather, but also because tomorrow is a very special day being Memorial Day. So we celebrate everybody," granddaughter Christine Gallegos said.Gallegos and her family said Davis' memories about surviving war and his stories he tells them are something they cherish."To be able to still talk to us and still tell memories because a lot of people do not have the mindset like he has at 99 years old. He makes sure that he still calls me.
