BEIJING, Nov. 24 (Xinhua) -- In response to public suspicion stoked by recent dumpling contamination scandals, China's Ministry of Health on Thursday said the new food safety standard for flash-frozen dumplings did not show signs of leniency.The Ministry introduced the new food safety standard on flash-frozen dough or rice products on Thursday.The Ministry has been accused of loosening scrutiny over a disease-generating bacteria in such foods, staphylococcus aureus, or golden staph, which can cause various diseases, including pneumonia and sepsis, and is sometimes life-threatening.The controversy became particularly relevant after several major brands of frozen dumplings have been successively recalled in recent months.In October, a Henan-based company, Zhengzhou Sinian Food Co., Ltd, confirmed the contamination of golden staph in its flash-frozen seafood- and pork-stuffed dumplings.Frozen dumplings made by Hong Kong-based manufacturer Wanchai Ferry were found to contain golden staph in November, and some of its products have been pulled from shelves.The previous standard provided that no golden staph should be tested in such food, while the new one gives a quantitative restriction that the volume of the bacteria should be no more than ten to the fourth degree.Liu Xiumei, a food safety expert with the Chinese Center for Disease Control and Prevention, said at the press conference held by the health ministry that such bacteria becomes inactivate after the food is boiled for a few seconds, and it takes a volume of ten to the fifth degree to generate toxicity.The previous standard could only serve as a general provision due to the lack of quantitative microbiological testing back when it was introduced, Liu said, stressing that the new standard is not a sign that the Ministry has gone soft on bacterial contamination of relevant foods.The new standard will come into effect starting Dec. 21, 2011.

BEIJING, Dec. 28 (Xinhuanet) -- A vagrant boy sat all huddled up in a corner of Beijing Railway Station, trying to keep himself warm in the chilly wind on Tuesday afternoon.He could only remember that he was 16 and that his home was far away from Beijing but failed to provide other vital information such as his name or home address.Two officials from the social assistance center for the homeless in Beijing's Dongcheng district came to his assistance within half an hour of receiving a passer-by's call. The boy was taken to the center's office for some paper work and then sent to a shelter for the homeless in Fengtai district.A teenager, unsure of his identity and living on a street corner near Beijing Railway Station, is helped by China Daily photographer Wang Jing on Tuesday before being taken to a care center."Our center handles about three or four similar cases every month. Those whose family cannot be contacted immediately are sent to the shelter," said Cao Hui, an official who came to the railway station to pick up the boy.The method of collecting vagrants and sending them to shelters would include an extra step by 2013, according to a notice jointly issued by eight government departments, including the Ministry of Civil Affairs (MCA), on Monday.The circular required the public security, urban management authorities and rescue centers nationwide to collect blood samples from vagrant children. Their DNA information will be recorded and checked against the national DNA database to see if these could be matched with that of missing children's parents', in case they were kidnapped or stolen by criminals.The eight government departments will start a year-long national campaign in 2012, aiming to return street children to their homes, which will be led by the MCA.The MCA urged provincial governments to set up special offices to coordinate the campaign.Civil Affairs minister Li Liguo said on Monday that the ministry will speed up revising the management regulations related to the homeless and beggars in cities, introduced in 2003. Detailed rules about how different government departments should cooperate with each other to help vagrant children would be formulated in the revised regulation.The notice also urged the civil affairs authorities to organize social workers to provide one-on-one psychological counseling and aid services to street children.Educational authorities in locations where the vagrant children are originally from are required to facilitate their returning to schools or vocational institutions. Those from poor families can have their school fees reduced or waived.Yu Jianrong, a professor with the Chinese Academy of Social Sciences and an initiator of a grassroots campaign to help child beggars, begun in January, applauded the government's consistent efforts to help street children to resume a normal life."The notice definitely shows the government's determination to keep children away from begging or performing on the street.""However, seeing no vagrant children on the street doesn't mean all problems have been solved. BEIJING, Nov. 19 (Xinhua) -- China on Saturday again called for appropriately addressing the alleged plot to assassinate the Saudi Arabian Ambassador to the United States.Foreign Ministry Spokesman Liu Weimin made the remarks in a written statement in Beijing.The UN General Assembly on Friday adopted a resolution titled "Terrorist Attacks on Internationally Protected Persons," expressing deep concern over the assassination plot and calling on Iran "to comply with all of its obligations under international law."Liu said China abstained from the vote on the resolution, because the case is highly complicated and sensitive at present and relevant parties still have different views on the issue.He said any conclusion or action must be based on comprehensive, impartial, objective and transparent investigation and substantial evidence."Before facts are checked out, parties should adopt a prudent attitude, refrain from jumping to conclusions, and avoid actions that may complicate and worsen the situation," he said.He said China hopes those countries concerned will continue to appropriately address the issue through dialogue and make joint efforts to maintain peace and stability in the Middle East and the Gulf Region.Liu also reaffirmed that China opposes all forms of terrorism, and always stands for compliance with international law and the basic norms governing international relations in handling state-to-state relations as well as the effective protection of the safety of diplomatic personnel.Chinese Permanent Representative to the United Nations Li Baodong previously addressed the UN General Assembly on Friday in order to explain China's position on the issue after he abstained from voting on the draft resolution.
