SAN DIEGO (KGTV) — A small portion of San Diego State students will return to campus next week for limited in-person classes.The university says students who are taking in-person classes are required to be tested for COVID-19 at least every 14 days. This includes both students living on-campus and those taking in-person courses.Students and instructors on campus are also required to wear a facial covering at all times (with limited exceptions), maintain physical distancing, and have their temperatures checked daily.There will be two temperature check kiosks on campus and instructors will also have the ability to check a student's temperature using a non-contact infrared thermometer.Since the fall semester started, SDSU has reported 1,134 coronavirus cases among students, including 408 on-campus students and 726 off-campus students. Ten faculty or staff and 13 visitors have also reportedly tested positive.To combat off-campus cases from rising in the surrounding College Area, the school has enforced its COVID-19 student policy on students living off-campus as well. Students or organizations found in violation of SDSU's policies, like failing to wear face coverings or attending social gatherings, could face student organization sanctions and individual disciplinary action, which may include expulsion. 1328

SAN DIEGO (KGTV) - A two-year-old girl found strapped to the chest of an immigrant teenager is in the custody of Immigrations and Customs Enforcement officials, the U.S. Border Patrol said Monday.The girl was part of a group of six undocumented immigrants found traveling near Campo Nov. 27, officials said.The 17-year-old boy who was carrying the girl said she had been with her mother the previous night, but the mother became tired and asked the teen to hold her daughter. When the group separated, he could not locate the mother, he told Border Patrol officials.Authorities are trying to reunite the girl with her mother.The U.S. Border Patrol said it maintains a high level of vigilance in border zones to prevent the smuggling of humans, drugs, and other contraband. 780

SAN DIEGO (KGTV) — An orphaned puppy at a local animal rescue will receive a state-of-the-art heart surgery to repair a rare heart murmur.Helen Woodward Animal Center said Tuesday Cowboy, a terrier-blend brought to the center last October, has an irregular heart rhythm, so intense that veterinary staff could actually feel a distinct and loud rumble if their hands were placed on his chest.The puppy was brought into the center with his mother and five siblings, all of whom have found new homes.RELATED: Puppies found abandoned in Escondido park adopted out to new homesSince Cowboy arrived at Helen Woodward, he's been cared for by center staff and a foster owner and administered a medication called Atenolol to take pressure off his heart.“We care deeply about every single orphan pet that comes into our care and go to great lengths to make sure that each one of these wonderful animals has the chance to live a long, healthy and happy life with a loving forever family,” Jennifer Shorey, Helen Woodward Animal Center Director of Operations, said. “When we learned about Cowboy’s unique condition, we didn’t hesitate to find him the expert care he needs. SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886

  

SAN DIEGO (KGTV) - After a deadly house fire in Logan Heights, 10News spoke with a retired fire captain on fire safety checks that can protect you and your family.Bob Lyon is a retired fire captain and knows the tragedy that can come with burglar bars in the Logan Heights neighborhood, "something that they're using for protecting their lives, ends up being something that costs them their lives."A Fire Code adopted in the late 1990's requires bars have a safety latch. "You put your foot on it, and it releases the bars because there's a little spacer in it and it will pop them, and the bars are supposed to swing open," Lyon said.RELATED: One dead, five injured in Logan Heights house fireMany homes still have old bars, or those with the safety mechanism can rust, locking them in place. "Rarely do people maintain those, just because they're something out of sight, out of mind," Lyon said solemnly.Neighbor Miguel Hernandez a few doors down from the deadly Sunday morning fire told 10News in Spanish he checks his home's bars often to ensure the security of his family. He added he checks the smoke alarms as well, changing the batteries the recommended 6-months or each year.Lyon said one more thing you can do is "sleeping with your bedroom doors closed because that helps compartmentalize and keeps the fire out of your room, gives you more time to get out."It also gives firefighters more time to get to you.Lyon said firefighters learn how to break through burglar bars in the academy, but it takes precious time. 1534
