The decision came in a case involving a 4-year-old boy who experienced complications following the practice. The judge ruled that a child's right to physical integrity outweighed the desire of his parents to have him circumcised for religious reasons.The new bill in Iceland - where female circumcision was banned by law in 2005 - was put forward by representatives from four of Iceland's political parties arguing that while many children do not have any complications, some do and "one is too many if the procedure is unnecessary," said Gunnarsdottir.It is "uncertain" when discussions on the bill about boys will conclude and what the outcome of the vote will be, she said.  3066

A ten-year-old girl who was the subject of an AMBER Alert Monday has been found dead near her home. Kodie B. Dutcher was reported missing Monday afternoon, and a search of her home in Baraboo, Wisconsin found evidence that the girl threatened self-harm. The AMBER Alert message said Dutcher was suspected of taking "an unknown amount of pills and may be suicidal." The girl left behind her shoes and cell phone.Community members gathered to look for her Monday night and again Tuesday morning. No word at this time who found her body. Lt. A third leading candidate COVID-19 vaccine has entered a final stage of human testing in the United States. AstraZeneca announced Monday its potential COVID-19 vaccine has entered final trials in the U.S. to test the effectiveness and safety of the product. A man who said he was "super hungover" caused a crash that killed a woman and severely injured a man in Arizona, according to officials. Scottsdale police report that on February 15 at 9:45 a.m., they responded to a two-vehicle crash near Hayden and McKellips roads.Police say 33-year-old Frederick Kipper MacArthur was driving his 2005 Infiniti?when he crossed the center line and struck another car with two people inside, head-on.?The passenger, Jessica Bailey, was killed in the collision and the driver continues to suffer from multiple injuries, including two broken legs, a femoral artery tear and partially amputated arm. MacArthur also went to the hospital with neck and rib fractures. Police say MacArthur admitted to drinking the night before and into the morning, saying he "got really drunk." A report from the Department of Veterans' Affairs inspector general found that the Washington DC VA Medical Center has for years "suffered a series of systemic and programmatic failures to consistently deliver timely and quality patient care," and heightening the potential for waste, fraud and abuse of government resources.The report released Wednesday found that the main health care facility for veterans in Washington lacked consistently clean areas for medical supplies, had staffing issues across multiple departments and that approximately million in supplies and equipment were purchased over a two-year period without "proper controls to ensure the purchases were necessary and cost-effective."According to the report, VA Secretary David Shulkin said he "does not recall senior leaders' bringing issues at the medical system related to supplies, instruments and equipment to his attention" while he was the undersecretary of health.The VA has been rocked by the IG report and Shulkin's belief that Trump administration political appointees, including a top aide, have been working toward his ouster.The report did not find any patient harm, but VA Inspector General Michael Missal said that was "largely due to the efforts of many dedicated health care providers that overcame service deficiencies to ensure patients received needed care."In the report detailing the troubling conditions at the VA hospital, Missal faults "failed leadership at multiple levels within VA that put patients and assets ... at unnecessary risk." The report follows an interim report released in April 2017, which Missal took the rare step of issuing because he had a "lack of confidence" in the Veterans Health Administration to properly deal with the issues, some of which they had known about for some time.The report made 40 recommendations, all of which the Department of Veterans Affairs said it accepts.
