BEIJING, Dec. 29 (Xinhua) - Offenders of China's new regulations on waste electronic equipment could face fines up to 500,000 yuan (75,450 U.S. dollar), after it becomes effective on Saturday.The regulations could be regarded as the country's latest effort to promote comprehensive utilization of resources and environmentally friendly economy, Wan Bentai, chief engineer of the Ministry of Environmental Protection, said Tuesday.The ministry has introduced a set of supplementary guidelines for the implementation, which, for example, specify rules and procedures regarding issues including recyclers' qualification and governmental subsidies to e-waste recycling initiatives, Wan said.Recyclers which engage in e-waste recycling business without certificates could face fines ranging from 50,000 yuan to 500,000 yuan, according to the regulation.Wan estimated that nearly 30 million units of televisions, refrigerators, washing machines, air conditioners and computers were discarded in China each year.Those e-wastes, sometimes simply burned or soaked in strong acid, had severely polluted the environment in many locations in the past, said Wan.He believed that the new regulation made "remarkable progress" in environmental protection by extending manufacturers' responsibility into the post-use recycling of their products.

BEIJING, Dec. 27 (Xinhua) -- China's anti-graft authorities announced on Monday in a statement that during the year it had found 21.5 billion yuan (3.24 billion U.S.Dollar) of public money held in unauthorized departmental coffers.The probe was led by the Central Commission for Discipline Inspection of the Communist Party of China.The probe had put government agencies, public institutions, social groups, state-owned and state holding enterprises under scrutiny, and had uncovered 45,593 cases of public money being held in unauthorized departmental coffers, involving a total of 21.5 billion yuan.A total of 2,669 officials involved in these cases have been punished, also according to the statement.

BEIJING, Jan. 3 (Xinhua) -- A survey conducted by an information center affiliated to Beijing's commerce bureau revealed that retail sales jumped at more than 3,500 stores in the Chinese capital during the 3-day New Year holiday ending Monday, nearly reaching 2.5 billion yuan (about 378 million U.S. dollars), up 17.1 percent from the same period last year.The Beijing Commercial Information Consultation Center surveyed 3,568 stores in Beijing regarding their sales volumes during the past three days, finding that various holiday promotions had brought notable results, pushing up sales to over 2.49 billion yuan.The survey results also showed that consumers in Beijing were passionate about buying gold, since gold prices have kept rising during the past year. MOHE, Heilongjiang, Jan. 2 (Xinhua) -- Some 42,000 tonnes of crude oil had as of 5:48 a.m. Sunday flowed through an oil pipeline linking Russia's far east and northeast China, 24 hours after the pipeline began operating, a spokesman for the Chinese operator of the pipeline said.The pipeline, which originates in the Russian town of Skovorodino in the far-eastern Amur region, enters China at Mohe and terminates at northeast China's Daqing City.A total of 1.32 million tonnes of oil is scheduled to be transported to China through the pipeline in January, said a spokesman for Pipeline Branch of Petro China Co., Ltd. (PBPC), the operator of the Chinese section of the pipeline.The 1,000-km-long pipeline will transport 15 million tonnes of crude oil from Russia to China per year from 2011 until 2030, according to an agreement signed between the two countries. Some 72 kilometers of the pipeline is in Russia while 927 km of it is in China.
