BEIJING, Jan. 24 (Xinhua) -- Chinese leaders offered their Spring Festival greetings to the nation at a gathering to mark the coming Lunar New Year here Saturday.     President Hu Jintao chaired the gathering of more than 4,000 people from various sections of society.     On behalf of the Central Committee of the Communist Party of China (CPC) and the State Council, Hu, who is general secretary of the CPC Central Committee, conveyed festival greetings to all Chinese people and his thanks to the friends of China across the world.     Premier Wen Jiabao, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, delivered a speech.     2008 was an extraordinary year for China, in which the country succeeded in fighting the severe winter weather, the May 12 earthquake, in hosting the Beijing Olympics and launching the Shenzhou-7 manned spacecraft and actively coping with the current international financial crisis, he said.     The achievements "demonstrated that no difficulty could defeat the great Chinese people and the road of socialism with Chinese characteristics will be broadened," he said.     The country will embrace the 60th founding anniversary of new China in 2009, Wen said.     Priority should be given to maintaining stable and relatively fast economic growth this year. This will be achieved through expanding domestic demand especially consumption demand, restructuring the economy and transforming the growth pattern, he said.     All will ultimately target maximally satisfying people's increasing material and cultural needs, he added.     In 2009, China will enhance and improve macroeconomic control efforts and carry out an active fiscal policy, as well as a moderately easy monetary policy, he said.     "We have the confidence and the ability to overcome various difficulties and achieve further development," he added.     The government will pool strength of the nation to do some practical things for the people, including expanding employment, improving the social security system, promoting medicare system reform, enhancing development of the cultural industry, and ensuring smooth rebuilding in disaster-hit areas, he said.     The government will also strive to solve people's housing difficulties and to provide satisfactory education that ensures no child drops out of school because of financial difficulties, he said.     Other leaders, including Wu Bangguo, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, also attended the gathering.     Spring Festival, or the Chinese Lunar New Year, is the most important traditional Chinese festival of family reunion. It falls on Jan. 26 this year.

BEIJING, Nov. 19 (Xinhua) -- Chinese top legislator, Wu Bangguo, met here Wednesday with visiting speaker of the Slovak National Council, Pavol Paska, calling on the two sides to step up inter-parliamentary cooperation to further boost bilateral relations.     Wu, chairman of the Standing Committee of China's National People's Congress (NPC), China's top legislature, highlighted China-Slovakia relations, noting that the ties already entered into a phase of development.     Citing Slovakia as one of the fastest growing member states in the European Union (EU) and China as the biggest developing country in the world, Wu said that the two share a solid foundation for further cooperation. BEIJING, Oct. 15 (Xinhua) -- China will take measures to boost economic and social development in Tibetan regions in four provinces, according to a notice about a meeting chaired by Premier Wen Jiabao.     Wednesday's executive meeting of the State Council, the country's Cabinet, discussed how to support development in the Tibetan regions of Qinghai, Sichuan, Yunnan and Gansu provinces.     Tibetan regions in these areas are autonomous where Tibetans and people of other nationalities live together. The regions are the important plateau ecological barrier that cover the head-stream area of major rivers, such as the Yellow, Yangtze and Lancang.     The ecological environment in these areas are fragile with natural disasters occurring frequently. Infrastructure remained less developed, which hindered the development in these areas, the meeting said.     Measures should be taken to protect and build the ecological environment and improve people's living standard in these areas, and to make the income of urban and rural residents approach or reach the average level in western China by 2012 and approach national average by 2020.     Moreover, public services including education, public health and medical services should be improved in these areas, and infrastructure construction should be carried out to better support development.

BEIJING, Dec. 21 (Xinhua) -- The Chinese government was taking such measures as deferring payment of social security funds in its latest efforts to reduce burdens of companies nationwide and foster stable employment situation, officials said here on Sunday.     In a notice jointly issued by the Ministry of Human Resources and Social Security (MHRSS), Ministry of Finance and State Administration of Taxation, troubled enterprises will be allowed to delay payment of social security funds in 2009 with the deferment period less than six months, MHRSS officials said.     Companies which are unable to pay social security funds are eligible to delay payment after authorization from the provincial governments, it said. No overdue fine will be imposed on these companies.     The notice also said the insurance rates for medical, work injury, unemployment and maternity will be allowed to temporarily cut back next year in some regions after authorization from the provincial governments. The pension insurance rate, however, should not be lowered.     China's social security system is made up of five parts: pension insurance, medical insurance, work injury insurance, unemployment insurance and maternity insurance.     The notice also encouraged troubled companies to conduct in-company training for employees and to apply necessary financial support from local governments.     In addition, troubled enterprises which refuse to lay off workers or dismiss fewer workers will be allowed to use unemployment insurance funds to pay social security subsidies, it said.

BEIJING, Nov. 7 (Xinhua) -- The pursuit of harmony is a basic value and the fundamental spirit of Chinese culture, State Councilor Liu Yandong told representatives of the 2008 Beijing Forum on Friday.     More than 300 scholars from more than 40 countries participated in the forum, with the theme "The Harmony of Civilization and Prosperity for All-The Universal Value and the Development Trend of Civilization."     Liu congratulated the forum, saying its theme was highly significant.     She said the concept of harmony had become a key criterion in many types of relations: among peoples, between individuals and society, among nationalities and states, among cultures and between humans and nature.     "It is especially important for academic and educational institutions to promote multinational cultural communication under globalization," said Liu.     Co-sponsored by Peking University, the Beijing Municipal Commission of Education and the Korea Foundation for Advanced Studies, the Beijing Forum 2008 -- the fifth such annual meeting -- convened on Nov. 7. The forum will focus on the environment, the Olympic spirit and the global financial crisis.
