BEIJING, Dec. 24 (Xinhua) -- A report on the building of rural social security system was submitted Thursday to the ongoing session of the National People's Congress (NPC), China's top legislature, for deliberation.     Sun Wensheng, vice chairman of the NPC Agriculture and Rural Affairs Committee, said steady progress had been made in the development of rural social security system when delivering the report at the session of the NPC Standing Committee.     A total of 833 million rural residents, or 94 percent of the rural population, have joined the rural cooperative medical care system, up 2.5 percentage points from the beginning of this year, according to the report.     The rural cooperative medical care system, a government initiative implemented in 2005 that intended to make health services more affordable for the rural poor, had alleviated illness-caused poverty among farmers, it said.     The report said 320 counties, or 11.6 percent of the country's total, had been or would be approved to try a new rural social pension insurance system, which would benefit more than 15 million rural residents.     Under the pension system, senior rural residents will receive a monthly ole-age pension of varying amounts, which will be set by government according to the local income standards.     However, some local governments were financially challenged to implement the rural social security programs and only a relatively small percentage of migrant farmer workers were covered, Sun said.     The report was the result of a nearly four-month investigation conducted by the NPC Agriculture and Rural Affairs Committee.     Initiated in September, the investigation covered 17 provinces, municipalities and autonomous regions.

LANGFANG, Hebei Province, Jan. 1 (Xinhua) -- President Hu Jintao on Friday urged Party committees and governments at all levels to make issues related to agriculture, rural areas and farmers top priority of their agenda and called for increased investment in these areas.     During a visit to villages in China's northern Hebei Province Friday, Hu called for efforts to develop modern agriculture by relying on the progress of science and technology and make sure that farmers have increasing incomes.     The president said this year's No. 1 document of the CPC Central Committee will include a batch of new policies to support agricultural development.     Hu spent time inquiring about the livelihood of local farmers and conveyed New Year greetings to them. SHARM EL-SHEIKH, Egypt, Nov. 9 (Xinhua) -- The 4th Ministerial Conference of the China-Africa Cooperation Forum (FOCAC) wrapped up in the Egyptian Red Sea resort of Sharm el-Sheikh on Monday, with the adoption of the Declaration of Sharm el-Sheikh and Sharm el-Sheikh Action Plan, defining new programs of cooperation between the two sides in the next three years.     The Declaration of Sharm el-Sheikh, the political document of the conference, sets forth the guiding principles of China-Africa cooperation, reflects the views and consensus of both sides on major international and regional issues and China-Africa relations, and expresses the hope to strengthen China-Africa cooperation under the new circumstances. BEIJING, Nov. 18 (Xinhua) -- Chinese Premier Wen Jiabao will meet here Wednesday with US President Barack Obama, who is on his first state visit to China since his January inauguration.     They will have a working lunch before Obama's sightseeing visit to the Great Wall in the north suburb of the Chinese capital, which will be another chance for the US head of state, who toured the Imperial Palace Tuesday, to learn more about the ancient Chinese civilization.     Obama will conclude his fist visit to China and fly to the Republic of Korea, the last leg of his four-state Asian tour, in the afternoon.     He arrived in China's economic hub Shanghai Sunday night to kick off this visit as guest of his Chinese counterpart Hu Jintao.     Hu held talks with him in Beijing on Tuesday and they met international reporters for about 40 minutes after the talks, both pledging to further bilateral ties.     Top Chinese legislator Wu Bangguo also met Obama on Tuesday, several hours before a state banquet in the Great Hall of the People in downtown Beijing.     In a joint statement issued on Tuesday, the two sides spoke highly of the tremendous development achieved since the two countries established diplomatic relations 30 years ago and reached consensus on further bilateral ties. 

BEIJING, Oct. 27 (Xinhua) -- Six Chinese nurses were awarded the Florence Nightingale medal on Tuesday for their prominent contributions to health care.     Chinese President Hu Jintao, who is also the honorary president of the Red Cross Society of China, conferred the medals on the nurses at the Great Hall of the People in downtown Beijing.     Premier Wen Jiabao and senior leaders including Li Changchun, Xi Jinping and Li Keqiang also attended the awarding ceremony.     Chinese nurses have made great contribution to the country's humanitarian cause, said Vice Premier Hui Liangyu at the awarding ceremony.     A total of 28 nurses from 15 countries worldwide won the award this year.     The Florence Nightingale medal, which is the highest international honor for nurses, is being given for the 42nd time since its introduction in 1912.     "It honors exceptional courage and devotion to caring for the victims of armed conflict or other disasters, or exemplary service and a creative and pioneering spirit in the areas of public health or nursing education," according to the Web site of the International Committee of the Red Cross.     The award is named after Florence Nightingale (1820-1910), an English nurse known for her pioneering work to improve the care of sick and wounded soldiers during the Crimean War (1853-1856).     A total of 54 Chinese nurses have won the award since the country began to recommend candidates for the award in 1983.
