SAN FRANCISCO (AP) — The robotic car company created by Google is poised to attempt a major technological leap in California, where its vehicles will hit the roads without a human on hand to take control in emergencies.The regulatory approval announced Tuesday allows Waymo's driverless cars to cruise through California at speeds up to 65 miles per hour.The self-driving cars have traveled millions of miles on the state's roads since Waymo began as a secretive project within Google nearly a decade ago. Waymo has been giving rides to a group of volunteer passengers in Arizona in driverless cars since last year. To start, the fully autonomous cars will only give rides to Waymo's employees and confine their routes to roads in its home town of Mountain View, California, and four neighboring Silicon Valley cities — Sunnyvale, Los Altos, Los Altos Hills, and Palo Alto.If all goes well, Waymo will then seek volunteers who want to be transported in fully autonomous vehicles, similar to its early rider program in Arizona . That then could lead to a ride-hailing service like the one Waymo envisions in Arizona.But Waymo's critics are not convinced there is enough evidence that the fully autonomous cars can be trusted to be driving through neighborhoods without humans behind the wheel.RELATED: Potential "game changer" could make commutes more relaxing"This will allow Waymo to test its robotic cars using people as human guinea pigs," said John Simpson, privacy and technology project director for Consumer Watchdog, a group that has repeatedly raised doubts about the safety of self-driving cars.Those concerns escalated in March after fatal collision involving a self-driving car being tested by the leading ride-hailing service, Uber. SANTA CLARA, Calif. — The health officers in six San Francisco Bay Area counties are not waiting to reach a threshold recommended by the governor, and have issued a new stay-at-home order to take effect on Sunday. The changes, announced Friday, will last through Jan. 4. The counties have not yet reached Gov. Gavin Newsom’s threshold that requires a stay-at-home order when 85% of ICU beds at regional hospitals are full. But the health officers said the hospital system will be overwhelmed before the end of December, when Newsom’s order would apply to the Bay Area. "The dark COVID winter that we feared would come has arrived in the Bay Area," said Dr. Chris Farnitano, Contra Costa County health officer according to KGO. "I and other county health officers in the Bay Area don't think we can wait for the state's new restrictions to go into effect later this month. We must act swiftly to save as many lives as we can. This is an emergency."Restaurants, bars and wineries, and hair and nail salons will have to close, along with playgrounds. Restaurants would be able to do delivery or takeout. Retail stores can stay open, however they must lower capacity to 20%. Schools that have already received a waiver to reopen can stay open next week. All "critical infrastructure" can also remain open. Gatherings of any size are banned.The six counties include some of the most populous areas of the state, including Alameda County, Contra Costa County, San Francisco County and Santa Clara County. 1507

He had big, red, open sores throughout his scalp. It was really itchy." As a salesperson, Ostby is what the company calls a Market Partner.  "I have over 100 people in my downline -- customers and Market Partners. I reached up to my W-2 said five figures in those eight months in additional income. So realizing what was happening was a hard pill to swallow."Her decision to stop selling Monat didn't come easily."I was crying to my husband," she recalls. "I was vacuuming every day because I was losing so much hair. And I think I was in denial. I didn't want to believe it was the product."All three women say their Market Partners told them that it was a problem with them and they needed top go to their doctor."I had a full panel done, blood work, everything," Fox said."And there was nothing that pointed to a reason -- besides product use -- of why I lost my hair," Ostby said.They and consumers who complained online were told it was normal and part of a detox process documented in the company's own sales literature.  "We no longer do that. SANTEE, Calif. (KGTV) - Plans to add development around the Carlton Oaks Country Club golf course have neighbors arguing over the idea.The owner of Carlton Oaks submitted plans to the city that would add 71 single-family homes, 172 condo-style homes, a five-story hotel and event center, and a senior assisted living center to the area around the golf course. It would also redesign the course to make room for all the new development.Many of the single-family homes would be along the west end of the area along Inverness Road. Some people who live there say that the area can't handle more homes."They'd put houses right here, right behind my home," says Augie Scalzitti, who has lived in Santee for 41 years. "My shower is right over here. I could reach out and say, hey buddy, hey neighbor, hand me the soap, will ya!"Scalzitti says he's worried about losing his view of the golf course and the river. But he's also worried that the homes would be built in the 100-year flood plain. And he says adding homes would make traffic in the area unmanageable."No matter what they do, no matter what they promise, they could double the size of the freeway and the on-ramp, and it still wouldn't alleviate the problem," he says.Other neighbors on the street disagree. They say that kind of development is precisely what Santee needs. They told 10News it would add much-needed housing, and it would make the Country Club more of a destination, which would bring in visitors and more tax dollars.Mike Aiken, the director of the golf course, says they hope to build something that will benefit Santee. He also stressed that the current plans are just a starting point for development."Carlton Oaks has been a community asset here in Santee for nearly 60 years, and we are excited about our plans to significantly improve and update the property into a modern destination resort with a flagship hotel and all the other amenities that go with a modern resort," he told 10News in a statement. "Carlton Oaks wants to be good neighbors and members of our community by providing a quality sustainable project that Santee can be proud of long into the future."Aiken also says the golf course needs significant upgrades to its irrigation system. They've hired well-known golf course architect Cary Bickler, an SDSU alum, to redesign the course with the new system."Mr. Bickler knows every inch of our course and was the perfect choice to help redesign Carlton Oaks into a sustainable modern course, which will be challenging and fun for players of all abilities," Aiken says. "The new golf course will have a modern, efficient multi-million dollar irrigation system, which will help save millions of gallons of precious water. One of the great features of the new course is three brand new greens (holes 9, 16 and 18) will be surrounded by a new lake and water features and set just west of the new hotel and resort site and present an amazing view of the course and mountains to the west. We believe it will be one of the best views in the region, and the sunset views will be incredible."Aiken also says the development is necessary to keep the golf course open, as water costs rise and make it financially difficult to sustain. He points to several other golf courses around San Diego that have failed and closed. Some neighbors say they'd rather see this development happen than see the golf course turn into a vast wasteland.Despite the promises, people like Scalzetti say they won't change their minds. Scalzetti also says the plans violate rules in the current zoning and master plans for the community. He believes the fact that part of the development is in a flood plain means it also won't get past any environmental reviews.Scalzetti is hosting a neighborhood meeting at his home on Wednesday, November 13, at 6 pm. He wants to make sure his neighbors are aware of all his concerns.Officials with the City of Santee told 10News they don't have any official opinion on the development, as it is still in the very early stages of gaining approval. 4049

  

SAN YSIDRO, Calif. (KGTV) — Several migrants were saved from a flooded San Ysidro storm drain in two separate rescues.The first rescue took place just before 11 p.m. Thursday. Border Patrol agents say they found three people trying to illegally enter the U.S. near a drainage tube about two miles west of the San Ysidro Port of Entry. The three people told agents that others were still inside the drain as heavy rainfall began to flood the tube.With the help of San Diego Fire-Rescue, one woman was quickly pulled to safety from the drainage tube before crews saved 13 more people through a manhole leading into the drain.RELATED: Teen found hiding in car dashboard at Calexico West Port of EntrySeven of those 17 people were taken to a nearby hospital.Then at about 1:15 a.m. Friday, border agents reported more migrants were possibly trapped in the same drain. SDFD crews and lifeguards returned and pulled one woman from the drain. Border Patrol agents also found two people near the exit of the tube. The woman was taken to a nearby hospital.RELATED: Smuggling boat intercepted off San Diego coastOf the 20 people rescued, 15 men, three women, and one unaccompanied juvenile are from Mexico and one man is from Guatemala. All were being processed Friday for illegally entering the country.Just before 3 a.m., Border Patrol agents say they located an unknown, deceased person in the water line on a beach near the west end of the Tijuana River mouth. It wasn't known, though, if the person was related to the earlier smuggling attempts, according to Customs and Border Protection.“The lifesaving efforts of these agents, who bravely risk their own lives to save others, makes me proud.” said Chief Patrol Agent Douglas Harrison. “Inclement weather conditions and perilous drainage pipe water flows, significantly increase the odds of a grim outcome.” 1862
