SAN DIEGO (KGTV) - A measure on the ballot aims to solve San Diego's homeless and housing crisis by raising property taxes and using the money to build more homes.Measure A would provide the City with 0 million "for the acquisition or improvement of real property" that would be specifically for "vulnerable populations."According to the Measure, that includes low-income families making less than 80% of the median income and the homeless or chronically homeless, seniors, veterans, people who are disabled, and young adults who are coming out of the foster system."It would build as many as 7,500 homes," says Stephen Russell, the President, and CEO of the San Diego Housing Federation. "The trauma of sleeping on the street is ongoing. We believe the first thing you need to do is give someone a safe, secure place to live."Russell says the City could leverage that 0 million to bring in an additional billion in state and federal matching funds.According to the text of Measure A, the money would be paid back over 40 years by gradually raising property taxes. In the first year, homeowners would be taxed an additional .14 per 0,000 of value on their home. With the average home value in San Diego at just above 0,000, that means homeowners would pay an extra in property taxes.But, by the seventh year of the bond, that tax goes up to .85 per 0,000 of assessed value or about 5 for the average home.Over 40 years that means an average homeowner in San Diego would pay an additional ,000 in property taxes."We believe that folks with their empathy, with their sympathy for folks on the streets, are prepared to make that small investment," says Russell.But opponents of the Measure say it's not the right time to raise taxes, and the money would not solve the issue."The people who put Measure A on the ballot are the same people who are responsible for the failed strategies that we've been pursuing for the past decade, that have resulted in a skyrocketing increase in the number of homeless people here in San Diego," says Carl DeMaio, the Chairman of Reform California."If we really want to deal with homelessness, we have to get to the root cause of homelessness, which is substance abuse and mental illness," he says.DeMaio also points out that the text of Measure A says it will cost the City .1 billion to pay back the bonds over 40 years.The Measure also establishes a Citizens Oversight Committee to make sure the money is only spent on affordable housing.Because it's a new tax, it requires a 2/3 vote to pass. 2568

SAN DIEGO (KGTV) - A local musician is facing a painful COVID-19 toll, losing three family members and five friends to the virus.David Whitman's first loss to COVID-19 came in late April with the passing of Jeanne Fisher, his great-aunt."Went downhill fairly quickly and passed away at a nursing home in the Chicago area," said Whitman.In early June, his grandmother Beverly Whitman, 92, became sick at a nursing home in Wisconsin. She died June 13."I know the morphine they gave her. She really needed it. It was not an easy way to go," said Whitman.A few days before she passed, she was able to share a room with her husband of 69 years, Robert Whitman, 93, also diagnosed with coronavirus. He died three days after her death."His condition deteriorated pretty quickly I think after my grandmother passed away," said Whitman.Whitman's emotions are still raw."It's really tough not to be with family, not being able to get together to mourn," said Whitman.Whitman, a professional musician, is also grieving the death of five friends from the world of music. A few days ago, he released a recording of his award-winning song "I Have A Friend," which was inspired by his grandmother. It's a recording that helped him grieve."There is a healing aspect to sharing your humanity. SAN DIEGO (KGTV) – A man was shot and killed in the Midway District Sunday morning, leading to a standoff in North Park, and a suspect is still on the loose, according to police.San Diego Police responded after receiving reports of a shooting behind a 24 Hour Fitness near Kemper Street and Midway Drive around 11 a.m.After arriving, police found a 27-year-old white man dead at the scene. SAN DIEGO (KGTV) -- A local father is just a few days away from reuniting with his family who is in federal quarantine in Northern California at Travis Air Force Base. Ken Burnett's wife and two young children were visiting Wuhan, China when the coronavirous broke out. The city shut down and the three were stranded, unable to fly home. Their 14-day federal quarantine ends on Tuesday. Burnett plans on traveling to Northern California to reunite with his wife and kids so they can all travel back to San Diego together. SAN DIEGO (KGTV) - A San Carlos family is hoping surveillance video will help track down the man recorded making himself comfortable in their home.Along Wallsey Drive, the Meduna family got a heart-sinking scare the day before Halloween.Around 8:30 a.m, Megan Meduna and her husband both got a notification that their garage door was open.  Inside the home, a camera was recording an intruder. Meduna says the man had pried open a window screen in the front and forced open a window.  A sound heard in the video is the burglar opening the door to the garage, before he's seen shutting the window he just climbed through. As he puts on his gloves, he walks up to the camera and flips it over."It's just creepy, creepy to see someone in my house sneaking around," said Meduna.By the time police arrived, the man was gone. He got away with only a little bit of cash, but the impact was felt across a neighborhood.  Surveillance video showed him casing the area.  Minutes before the break-in, a neighbor reported seeing the man knocking at her door, then pretending to need directions when she answered the door.  At another home, a ripped screen was found near a side window and an out-of-place brick was discovered outside another window.Neighbors are now wondering if the same man could be linked to other burglaries. A few weeks ago and blocks away, 10News reported on a break-in with a similar MO that left a newlywed couple missing wedding gifts and family heirlooms.  A month ago, there was a another burglary at Meduna's home, in which electronics and jewelry were taken."Feel violated and angry.
