WASHINGTON, May 27 (Xinhua) -- The U.S. Treasury Department said in a report released on Friday that China was not manipulating its currency."In China, since the authorities decided in June 2010 to allow the exchange rate to appreciate in response to market forces, the renminbi (RMB) has appreciated by a total of 5.1 percent against the dollar in nominal terms through the end of April 2011, or at an annual pace of approximately 6.0 percent," noted the semi- annual report on international economic and exchange rate policies. The Treasury said that as inflation in China is significantly higher than it is in the United States, the renminbi has appreciated more rapidly against the dollar on a real, inflation- adjusted basis, at a rate of around 9 percent per year. The delayed report, which was originally scheduled to be sent to the Congress on April 15, finds "no major trading partner of the United States" manipulated its currency during the period covered in the report. The Treasury added that it will continue to "closely monitor" the renminbi appreciation pace. The report also noted that the U.S. economy is recovering from its deepest recession in the post-war period."While recent growth is encouraging, the economy still faces significant challenges," said the report. The number one challenge is still in the labor market. The U.S. unemployment rate, currently at 9.0 percent, is not expected to fall significantly this year.Besides, housing market and long-term fiscal position are " unsustainable," according to the report. In recent remarks, Treasury Secretary Timothy Geithner stated that China is the fastest growing market for U.S. exports. In 2010, U.S. exports to China grew at a pace that was 50 percent higher than the rest of the world.

BEIJING, Jan. 25 (Xinhua) -- China's 11 government departments have jointly released a guideline outlining major measures to lessen noise pollution amid rising noise disputes and complaints, the Ministry of Environmental Protection said Tuesday. The ministry's spokesperson, Tao Detian, said Tuesday the country saw rising complaints about noise pollution, which has caused an increasingly negative impact on the living environment in recent years. The 26-article guideline focuses on addressing noise pollution in fields including industry, construction, traffic and people's daily lives.Further, the regulation bans businesses from using acoustic instruments outdoors to lure customers. Also, heavy noise polluters are banned from entering industrial parks, according to the guideline. Moreover, motor vehicles should strictly observe speed limits, traffic restrictions and use of auto horns around "noise-sensitive buildings" such as hospitals, schools, government organs, scientific research institutions and residential buildings, it said.According to the guideline, government departments would also impose higher fines on noise polluters and collect fees for "discharges of excessive noise," in accordance with law.The newly issued document calls on various government agencies, such as the ministries on environmental protection, science and technology, public security, finance, housing, transportation and railways, to make coordinated efforts to curb pollution.Further, government organs could launch regular inspection campaigns in major cities, it said.According to the guideline, government agencies will set up a system to examine sound-proof qualities of civilian buildings and provide a list of major noise pollution sources by the end of this year. Also, the guideline ordered major cities to establish an automatic noise monitoring system and to equip each city in the country with at least one noise display screen by the end of 2011.

RIO DE JANEIRO, March 25 (Xinhua) -- The number of dengue fever cases in Rio de Janeiro city this year has already surpassed 10,000, local health authorities said on Friday.According to the city's Health Secretariat, in less than three months, the number of confirmed dengue fever cases in Rio reached 10,158, exceeding the figures registered in the entire years of 2009 (2,723) and 2010 (3,120).In Rio de Janeiro state, the number of confirmed dengue fever cases reached 20,150, and the death toll rose to 18.This week, the first two cases of type-4 dengue fever in Rio de Janeiro state were confirmed in the city of Niteroi. The type-4 dengue fever is not more dangerous than the other types, but as the disease had not been registered in the region before, the local population has no immunity to it.As there are four different types of dengue fever, a person can develop the disease several times. The last epidemic of dengue fever in Rio de Janeiro state occurred in 2008 when 174 people died of the disease and some 250,000 cases of dengue were registered.

BEIJING, Feb. 9 (Xinhua) -- China's Ministry of Agriculture on Wednesday urged more measures be taken to minimize the impact of a drought due to the possibility that the winter drought may continue into spring. The country's winter wheat producing regions have suffered severe drought since October last year, and the possibility of spring drought is surfacing, Minister of Agriculture Han Changfu said in a statement posted on the ministry's website.Spring drought following the winter one will be a significant threat to summer grain production, he said.As of Wednesday, the drought had affected about 115.95 million mu (7.73 million hectares) of winter wheat in the country's eight key producing provinces, which account for 42.4 percent of the total winter wheat growing areas in the regions, the statement said.China's main wheat growing regions include the provinces of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.Han urged agricultural authorities to be "fully aware of the extreme significance" of a summer harvest this year and strengthen their efforts to assure a successful harvest.Summer grain and oil production is crucial to easing inflation pressures and stabilizing grain output for the entire year, he said. "To have a summer harvest, the current pressing job is to protect winter wheat from drought," he said. There are currently positive factors for a summer harvest, including an adequacy of water for spring irrigation, according to Han.He ordered local agricultural officials to work to stabilize spring planting areas and ensure that the areas for grain planting will be equal to that of last year.Local agricultural officials were also asked to strengthen supervision over market supplies of agricultural materials to keep prices stable. Also on Wednesday, the State Council, or the nation's cabinet, pledged to boost grain production by raising minimum purchase prices of grain, subsidizing the purchase of anti-drought technologies and adding funding for farm irrigation.

WASHINGTON, May 27 (Xinhua) -- Two U.S. astronauts conducted the fourth and final scheduled spacewalks for space shuttle Endeavour 's STS-134 mission on Friday morning, the U.S. National Aeronautics and Space Administration (NASA) announced. The seven-hour, 24-minute spacewalk completed by Mike Fincke and Greg Chamitoff at 7:39 a.m. EDT (1139 GMT) was the final spacewalk conducted by space shuttle astronauts before NASA turns over Endeavour and sister ships Discovery and Atlantis to museums. Space station crew will continue to make spacewalks for maintenance and repair tasks. At 5:02 a.m. (0902 GMT), Fincke and Chamitoff surpassed the 1, 000th hour astronauts and cosmonauts have spent spacewalking in support of space station assembly and maintenance. The milestone occurred four hours and 47 minutes into the spacewalk, the 159th in support of station assembly and maintenance, totaling 1,002 hours, 37 minutes. The astronauts completed their mission to stow the 50-foot-long boom on the station truss and work on some new installations to extend the space station's robotic arm. After that, shuttle commander Mark Kelly called Mission Control in Houston to mark the milestone -- after 12 years of efforts."Space station assembly is complete," Kelly said.It was the 248th spacewalk U.S. astronauts have conducted and the 118th from space station airlocks. Landing is scheduled for 2: 32 a.m. EDT (0632 GMT) on Wednesday at the Kennedy Space Center in Florida. Shuttle Atlantis is targeted to launch on July 8 for space shuttle's final flight.Endeavour lifted off on May 16 from the Kennedy Space Center in Florida, to deliver to the International Space Station a 2-billion- dollar, multinational particle detector known as the Alpha Magnetic Spectrometer (AMS).AMS, a particle physics detector, is designed to search for various types of unusual matter by measuring cosmic rays. Its experiments are designed to help researchers study the formation of the universe and search for evidence of dark matter, strange matter and antimatter.NASA's 30-year-old shuttle program is ending due to high operating costs. The Obama administration wants to spur private companies to get into the space taxi business, freeing NASA to focus on deep space exploration and new technology development. When the U.S. space shuttle program officially ends later this year, the Russian space program's Soyuz capsule will be the only method for transporting astronauts to and from the station.
