COSTA MESA, Calif. (KGTV) -- Korean-made vehicles rank at the top of the list for quality in 2019 while many other brands haven't improved, according to a new report by J.D. Power. The report also found that problems with driver assistance systems are increasing as the advance systems become more common. Overall, the highest-ranking brands include Genesis, Kia and Hyundai, which are all produced by Korean manufacturer Hyundai Motor Group. Domestic brands like Ford, Lincoln, Chevrolet, Dodge and Buick all performed better than the industry average, but overall are close to the average as far as quality. According to the report, all European brands fell below average for quality, especially falling behind in infotainment and electronic categories. (AP) — A fire at an oil storage facility in the San Francisco Bay Area prompted a hazardous materials emergency Tuesday afternoon that led authorities to order about 12,000 people in two communities to stay inside with all windows and doors closed.Thick plumes of black smoke and flames filled the skyline around the NuStar Energy LP facility in Crockett, California, about 30 miles (50 kilometers) northeast of San Francisco."This is a very dynamic, rapidly evolving situation," said Capt. Stay off the phone unless you need to report a life-threatening emergency at your location."The city of Vallejo also tweeted that its residents should stay inside.Contra Costa Fire Department spokesman Steve Hill said that an hour into battling the blaze, which started around 2 p.m., firefighters seemed to be making progress and were keeping adjacent tanks cooled with water.Interstate 80 was closed.Officials said they did not immediately know the cause of the fire and whether there was any connection to a 4.5-magnitude earthquake Monday night centered in the East Bay city of Pleasant Hill, north of Oakland.That quake caused malfunctions at two nearby oil refineries operated by Shell and Marathon oil, Randy Sawyer, Contra Costa County's chief environmental health and hazardous materials officer, told KQED News. CORONADO (KGTV) - An Arizona man is recovering from a bacterial infection he says he got from swimming in the ocean off the coast of San Diego.Travis Moncur had part of his forearm removed last week after doctors discovered he had gram positive cocci.The Arizona based event coordinator says he went swimming Sunday near the Hotel Del Coronado and by Wednesday he was in an emergency room.RELATED: Tijuana steps up efforts to keep sewage out of U.S.“For the first 24 hours they didn’t know what it was because it was acting like a bug bite,” said Moncur.Travis says he had a fever, was nauseous and the area where he had a small cut was painfully sensitive to the touch.“It was pretty dire,” said Moncur, “they said had I not gotten on top of it right away it would have got into my blood system and I could have gotten an infection in my brain.”Moncur says doctors told him the variety of coliform bacterial infection they believe he is consistent with dirty water.RELATED: Imperial Beach businesses hurt by sewage & runoff related closuresThe San Diego County Health Department says there no advisories for any of the areas where Moncur was swimming and they recommend covering any cut before going in the water.Moncur’s doctor will get back results to help them potentially determine the source, but he is still worried about the possibility of others getting what he has. “We were playing on the beach with people who had children” said Moncur, “I was able to catch it because I went to the ER right away.” 1528

  

COLLIER COUNTY, Fla — Deputies say a trip to the ice cream store ended with a man getting scooped up by police for DUI.Deputies say 23-year-old Josh Verrot faces several charges, including DUI, battery on a first-responder and fraud. According to a Collier County Sheriff's arrest report, he was arrested Sunday evening outside the Royal Scoop ice cream shop on 8th street in the Vanderbilt Lakes community.Witnesses say that Verrot was driving recklessly in a car with two flat front tires when he pulled into the ice cream shop parking lot and went inside.  As he came out with ice cream, he heard approaching sirens and fled on foot.Deputies located him behind the store and say he refused to do sobriety tests. On the way to the hospital he reportedly bit a firefighter's finger, repeatedly spit toward authorities and yelled “blah-blah-blah” while authorities communicated with him.He also provided his brother's name when asked to identify himself.He's due in court at the end of the month. 1024

  

CORSICANA, TX — Three juveniles in Texas have been arrested on felony charges after allegedly drinking from two juice bottles inside a Walmart store then putting them back on the shelves.The Corsicana Police Department says around 10 p.m. on August 23, officers were made aware of a Facebook post that showed a video of a suspect taking a drink from two separate juice bottles then putting them back on the shelves at Walmart.Walmart's management removed the products from the shelves as soon as they were made aware of the incident.All three suspects were identified and taken into custody.
