CHULA VISTA (CNS) - A former employee of the Sweetwater Union High School District pleaded guilty Wednesday to an embezzlement charge for siphoning more than ,000 from the district.Danya Margarita Williams, 42 of Chula Vista, is scheduled to be sentenced June 13 in a Chula Vista courtroom. Another embezzlement count, as well as a grand theft count, are expected to be dismissed as part of the plea deal.As part of her job, Williams was responsible for processing money orders received for fingerprint background investigations at the district, which are required during employment screenings, according to Chula Vista police Capt. Phil Collum.Each background investigation costs between to per applicant, and the applicants pay the fee using money orders, he said.``Instead of processing the money in accordance with district requirements, Williams deposited the money into her personal bank account,'' Collum said.District officials discovered the embezzlement -- which occurred between June 2016 and December 2017 -- and reported it to police, he said. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Intelligence officials have said the CIA presented the President with a confidence-based assessment given the facts of the situation.Though sources tell CNN that the CIA has assessed with high confidence that the prince directed Khashoggi's murder, which was conducted by members of bin Salman's inner circle, the fact that they don't make a final conclusion gives the White House an out.Senate Majority Leader Mitch McConnell raised concerns about the "abhorrent" actions by Saudi Arabia during a press briefing when asked if he believes the crown prince and others should be punished for Khashoggi's killing.McConnell noted that senators are currently discussing how to respond but would not answer CNN's question if Haspel should attend Wednesday's briefing.Congressional lawmakers have continued to push for answers from the administration despite the White House's public response.Corker warned Monday that there will be "a lot happening" in Congress on Saudi Arabia, including a vote as soon as this week calling for an end to US involvement in Yemen, as he renewed demands for Haspel to brief senators on Khashoggi's murder.As lawmakers continue to discuss potential options for a response, Trump has signaled he will not take strong action against Saudi Arabia or bin Salman.Two sources told CNN on Monday that the US has "slammed the brakes on" a United Nations Security Council resolution calling for a limited ceasefire and increased humanitarian aid in Yemen over concerns about angering Saudi Arabia.One source familiar with the negotiations over the resolution tells CNN the US "has slammed the brakes on," saying that "we can't support a resolution at the moment."The source also said the move is at odds with what US Ambassador to the United Nations Nikki Haley has been signaling to her counterparts at the UN, since she was supportive of the planned resolution weeks ago.The White House declined to comment as did the US Mission to the United Nations. (KGTV) — Police are searching for the person responsible for stabbing a man during a reported fight in Chula Vista.Police said they were called Wednesday just after 1:30 a.m. over a reported fight in the 500 block of Flower Street and that someone had been injured.Chula Vista Police arrived to find a Hispanic man in his 20s unresponsive with a stab wound on his upper body.The man was treated at the scene, but died of his injuries. His identity is being withheld pending family notification.No suspect was in custody Wednesday and police could not offer a possible description.Chula Vista Police Homicide Detectives were investigation the stabbing and ask anyone with information to call 619-691-5074. 732
