(KGTV) — California is now allowing breweries, bars, wineries, and distilleries to sell drinks to-go if they partner with a meal provider to provide food as well.The state's Department of Alcoholic Beverage Control (ABC) announced the change Friday, allowing locations that do not have their own kitchen to reopen for business in some fashion.The change comes after several requests to expand to-go sales to breweries, bars, wineries, and distilleries that do not have kitchens, according to ABC. "We have heard directly from these businesses that the notices of regulatory relief can give them a boost and help bring more people back to work."On May 15, the ABC issued another change that will allow these businesses to use parking lots, patios, and sidewalks to spread out dine-in customers. The agency says it is also now allowing virtual wine tasting, free alcohol delivery, extended delivery hours, alcohol transactions through pass-out windows or trays, and distilleries to make hand sanitizer approved by the FDA. 1523

(KGTV) - In her new book, Elizabeth Smart says the man who kidnapped her also tried to kidnap a girl in El Cajon, California by posing as Mormon and befriending the girl’s family, according to People Magazine.Smart detailed Brian David Mitchell’s alleged plan in When There’s Hope: Healing, Moving Forward, and Never Giving Up. The book includes information about Smart’s abduction in 2002, when she was 14 years old. Smart was held captive by Mitchell and Wanda Barzee for nine months.Before Smart’s kidnapping, Mitchell deliberately went to a Mormon church in East County to find a girl to victimize, Smart wrote. He eventually saw a photo of a girl on a family’s piano, she said.Smart did not indicate which Latter-Day Saints church Mitchell may have attended. The girl's identity was not made public.“That was all it took for him to decide that this young girl would be his next victim,” Smart alleged in the book.Smart wrote that Mitchell met the girl at a family dinner and returned to the riverbed where he, Barzee, and Smart were living. Mitchell planned to return to the home and “rescue” the girl, which Smart wrote actually meant kidnap and rape.Mitchell left the campsite wearing the same dark clothing and carrying the same knife he used to kidnap Smart, she wrote. Smart claimed Mitchell opened the door to the home but heard a man snoring and left.“I know most people consider snoring a health risk or an annoyance,” Smart writes. “But in the case of this young girl, it saved her life.”Smart, now 30 years old, is an author and motivational speaker. She has two children with her husband.The claim is not the first link to the San Diego area. A local woman snapped photos of Smart with her captors in Lakeside back in October of 2002. (KGTV) - A man identified as the son of San Diego convicted sex offender Matthew Hedge was arrested on child molestation charges Wednesday. 34-year-old Shaun Crocker, born as Shaun Hedge, is suspected of lewd and lascivious acts on a child under 14, according to the San Diego County Sheriff's Department."Crocker knew the 13-year-old victim and at this time no other victims have come forward," officials said.He is being held on million bail and is due in court Thursday.Crocker has a history of at least 15 criminal arrests in San Diego and Texas dating back to 2003. None of the accusations were linked to sexual conduct; Crocker was arrested on suspicion of fraud, burglary, and taking a vehicle for a joyride, among other reported crimes. The alleged victim's mother said Crocker is Matthew Hedge's son.Matthew Hedge was convicted in 1989 of molesting two girls and two boys in San Diego. He was treated at a state hospital and released to San Diego County in 2005. Hedge was originally placed on the grounds of Donovan State Prison in Otay Mesa but returned to the hospital less than a year later after admitting he spoke to girls and had a deviant fantasy about a child. After his second release, restrictions on where Matthew Hedge was allowed to live were lifted and he moved to a downtown residential hotel with his wife. 1343

(KGTV) - A U.S. Navy fighter jet crashed Wednesday morning near Naval Weapons Station China Lake in Central California, military officials said. The single-seat F/A-18E Super Hornet went down about 10 a.m. in Inyo County, Navy officials posted on Twitter. The jet, based at Naval Air Station Lemoore, was on a routine training flight. The cause of the crash is unknown.Death Valley National Park's public information officer Patrick Taylor said he received a call from the Panamint Springs Resort in Darwin of a military plane crash on the west side of Death Valley, near Father Crowley Overlook. The area is also known as "Star Wars Canyon" because the manuevers jets perform are similar to those in the film's battle scenes."We saw the smoke from it," an employee of the resort told 10News.There was no immediate word on the status of the pilot. Two aircraft were flying at the time, but the other pilot likely did not see the crash.Seven park visitors received minor injuries as a result of the crash.A search-and-rescue helicopter was sent to the scene, CNN reported. NWS China Lake and Inyo County sent officers to the area to guard the crash site, Taylor said. Temperatures at the crash site were in the low 100s Wednesday.The jet was part of VFA-151, a squadron belonging to Carrier Air Wing 9 and attached to USS John C.
