SAN DIEGO (CNS) - The UC San Diego School of Global Policy and Strategy's Center for U.S.-Mexican Studies released a report today detailing recommendations for both countries to cooperate on border security and drug trafficking policy.Chief among the report's recommendations is the creation of a joint cooperating group to help both countries reconcile their differences to achieve the best policies possible. The report also suggests the creation of a joint task force to disrupt trafficking of opioids like fentanyl.Bilateral cooperation is made difficult at the moment, according to the center, due to the divergent policy views of U.S. President Donald Trump and Mexican President Andres Manuel Lopez Obrador, who took office last December.While Lopez Obrador declared an end to the country's war on drugs in January, Trump has sought to build a wall on the U.S.-Mexico border to deter drug traffickers and violent criminals in addition to immigrants entering the country illegally."Despite these challenges, we see this as an opportunity to resume a dialogue at the highest level around bilateral security,'' said Rafael Fernandez de Castro, the center's director. "Our report offers concrete and implementable policy recommendations over the next six years of Lopez Obrador's presidency, ensuring policymakers are informed and prepared to continue cooperation efforts in a difficult phase in the bilateral relationship.''In addition to the two joint groups, the center suggested that the U.S. should improve its cooperation with and support for Mexico's newly established National Guard, its criminal justice system and community policing efforts in both countries. SAN DIEGO (CNS) - The San Diego Unified School District announced plans Thursday to offer voluntary in-person learning sessions for elementary school students identified as experiencing learning loss.While the district is preparing to open its 2020-21 school year Monday for remote, online learning for all students, some children who have faced learning challenges due to the COVID-19 pandemic may be offered appointments to take part in the in-person sessions, which could begin as soon as late September, according to the district.Sessions will be held in spaces "with adequate air exchange, including MERV-13 air filters and/or portable ventilation units," according to the district.Students will be identified by their teachers for participation based on several factors:-- Below standard, represented by an average academic mark of a 1 or 2 in Math or English Language Arts strands on their Spring 2020 report card-- Students who do not have a Spring 2020 report card (incoming TK, K or new students to the district) and do not make progress toward grade-level standards once schools open-- Special education students not meeting their IEP goals-- Special education students with intense support needs-- Students who have been recommended for an initial assessment for an IEP or require a triennial assessment, and require standardized assessment that cannot be completed online for eligibility"We remain committed to following the science in designing our response to the COVID-19 crisis, including all of the recommendations we received from our expert panel of UCSD science and health professionals that included a phased return to in-person instruction," said District Superintendent Cindy Marten."This is Phase One, which provides a measured approach to address the very real problem with learning loss, faced by our most disadvantaged students, while maintaining the strict standards put in place to protect the health and safety of all students, staff and community," Marten said."Online learning has created new challenges for every student. The EPA awarded grants worth a combined .3 million to 21 companies across the country to develop technologies to improve environmental and human health, monitor air and water quality and clean contaminated areas.With its grant, 2W iTech will develop a low-cost method to identify trace amounts of perfluoroalkyl substances in water at a rate as small as 10 parts per trillion.According to the EPA, perfluoroalkyl substances are man-made chemicals that are used in various consumer products like cookware and pizza boxes but can cause adverse health affects in humans if exposed to them over long periods of time."These funds support small businesses that have developed new technologies to monitor air quality, test for PFAS, and address other pressing environmental challenges,'' EPA Administrator Andrew Wheeler said. "Through EPA's Small Business Innovation Research program, we provide important assistance to entrepreneurs as they develop innovative solutions that will strengthen both environmental protections and economic growth.'' SAN DIEGO (KGTV) — A driver struck a fire hydrant outside San Diego International Airport Saturday, causing water to rocket into the sky outside Terminal 2 and headaches inside the airport.Terminal 2's East entrance on West Harbor Drive was temporarily closed after the driver struck the hydrant along the terminal's departure lanes around 10:40 a.m. Airport officials also closed Terminal 2 East's concessions and directed all traffic through Terminal 1.At one point, vehicles backed up onto Harbor Dr. as drivers encountered the closure caused by the geyser, according to a witness. Fire crews worked feverishly for about two hours, as gallons of water and kicked up rocks showered them below, before the water was turned off around 12:35 p.m. 753

SAN DIEGO (KGTV) – A family escaped from a fire that erupted in the garage of their Bay Ho home late Sunday night, but the family’s pet cat did not survive.At around 11:15 p.m., San Diego Fire-Rescue crews were called to a home in the 4800 block of Hidalgo Avenue in response to a fire at a two-story home.Firefighters knocked down the flames and kept the fire contained to the garage, but there was smoke damage throughout the home, SDFD spokesperson Monica Munoz said. A time of knockdown was not available.The family of five made it out of the home safely, but ABC 10News learned the family’s cat was overcome by smoke and later passed away.The American Red Cross was called to help the displaced residents arrange for temporary lodging.
