But GDP is not all being directed for people's happiness." Roger Myerson, a professor with the University of Chicago and a Nobel Prize winner, said.The Chinese economy needs increased labor income and welfare to continue its rapid development, Myerson added.A spate of strikes and worker suicides hit the manufacturing hub of Guangdong in south China beginning in May, as workers demanded higher pay.Lin also called for government support in encouraging Chinese companies to become industrial "first movers" . "As a first mover, you can form the pattern," he said.

XINING, Sept. 29 (Xinhua) -- Northwest China' s Qinghai on Wednesday became the first province to establish a regulation that holds local governments and state-owned enterprises responsible in coping with climate change.Called Qinghai' s Regulations of Coping with Climate Change, issued by the provincial government Wednesday and scheduled to take effect on Oct. 1, the regulations will cover the Qinghai-Tibet Plateau, which has one of the most fragile ecological systems in the world.Energy savings, emissions reductions, water resource conservation and other works related to climate change will be considered when evaluating senior officials of governments and state-owned enterprises administered by Qinghai, the new regulation stipulates."The regulation is a landmark in China' s creation of a legal framework in curbing climate change as it stresses and specifies local government' s responsibility on climate change," said Wang Zhiqiang, head of the policy and law department of the China Meteorological Administration.Governments administrated by Qinghai should build policies in line with the regulation and support green development, said Li Xiaoyu, deputy head of Qinghai' s legislative office."If officials fail to meet their duties in combating climate change, they are subject to punishments stipulated by the regulation," Li added."The regulation, based on China' s laws, regulations and policies, provides a basis for law enforcement and government agencies to implement climate change policies and punish offenders," Wang said."Qinghai' s temperature has been on the rise, reaching record highs this summer, and the trend is still going up," said Wang Shen, deputy head of Qinghai' s Meteorological Bureau.Statistics show Qinghai' s temperature has been rising by 0.35 centigrade every ten years, compared to the world average of 0.13 centigrade.Some mountain ice caps and frozen soil atop the Qinghai-Tibet Plateau are melting, triggering floods, expanding deserts and degrading the ecology.Qinghai is the source of the Yangtze River and the Yellow River, China' s two major rivers. The Mekong, an international river that runs through southern Asia, also begins in the province. Its ecology has attracted extensive concern from home and abroad.China' s state council issued a plan to cope with climate change in 2007.

  

BEIJING, Oct. 20 (Xinhua) -- Senior Chinese and U.S. officials vowed here Wednesday to boost cooperation in law enforcement and make joint efforts to improve bilateral ties.The pledge came when Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, met with visiting U.S. Attorney General Eric Holder at the Great Hall of the People in Beijing.Holder is the highest-ranking U.S. judical official to visit China since U.S. President Barack Obama took office in 2009.A sound relationship between China and the United States is not only in the interests of the two nations' peoples but also conducive to peace, stability and prosperity in the Asia-Pacific region and the world at large, said Zhou, who is also secretary of the Political and Legal Affairs Committee with the CPC Central Committee."We hope the United States will honor its commitments and think of and handle bilateral relations from a long-term and strategic perspective. We also hope the U.S. will respect China's sovereignty and dignity and not do anything that hurts the overall China-U.S. relationship," said the Chinese official.Zhou said China is serious about cooperation with the U.S. and hopes to make joint efforts to hunt down fugitive suspects, and fight terrorism, drug abuse and intellectual property rights violations.Holder said the United States attaches importance to U.S.-China relations and hopes to find common ground with China while putting aside differences.The U.S. Department of Justice hopes to be a good partner of its Chinese counterpart, he added.

  

JINAN, Sept. 18 (Xinhua) -- Chinese Vice Premier Hui Liangyu has called on authorities to give more support to the country's major grain production areas so to ensure grain supply and security.Hui made the comments while attending a grain production seminar held in Yantai City of east China's Shandong Province on Friday and Saturday.The vice premier demanded efforts be undertaken to promote agricultural production in the country's major grain production areas, which he said were of great importance to China's agricultural development.Hui urged authorities to offer financial assistance to these areas and ensure the continuous increase of farmers' incomes.China was facing and would be confronted by increasing challenges in grain production, such as the challenge to meet market demand for agricultural products and ensure quality, Hui said.To address these challenges, he said China must improve support to farmers to increase their enthusiasm for growing grain.Efforts should also go to improving production capacity in the agriculture sector, promoting agricultural technology progress and accelerating agricultural reform, the vice premier said.During the rest of the year, relative authorities should focus on improving agricultural production management and disaster prevention to guarantee a bumper autumn grain harvest, as well as ensuring market supplies and price stabilization of commodities such as vegetable, meat, grain and edible oil, he said.
