SAN DIEGO (KGTV) -- As the nation continues to process what happened during the first presidential debate, many are expressing frustration about what didn’t happen.Local and national Latino American leaders are calling out the moderator and the candidates for making no mention of the millions of Latinos in the country.Just moments after the debate ended Tuesday night, organizations like the National Association of Hispanic Journalists shared a series of tweets highlighting that Latinos were not mentioned during the debate.According to the Pew Research Center, more than 32 million Latino voters are eligible to vote in November.Voters like Denisse Roldan Newell wanted to hear more from both candidates about their policies on a range of issues.“It's not just immigration, it's not just the border wall, it's having to do with economics, with smalls business development, with affordable health care, with education,” said Roldan Newell.Roberto Alcantar with the Chicano Federation told ABC 10News it was concerning that the candidates made no mention about COVID-19 and it’s disproportionate affect on the Latino community.In San Diego, Latinos make up 34% of the population but 65% of COVID-19 cases."These are not just Latino issues, these are issues for all of us as American. While, yes, we are Latinos, we are American and our issues are America’s issues," said Alcantar. SAN DIEGO (KGTV) — Approximately 200 California Army National Guard troops are in San Diego County at the request of San Diego Sheriff Bill Gore, to deter looting following last weekend's events in La Mesa.About 100 troops are stationed at the La Mesa Police Headquarters. The rest are in an undisclosed area ready to move anywhere in the county.“We’ve seen arson, we’ve seen looting, and especially in La Mesa where we were there assisting La Mesa Police Department,” said Gore. “To be quite honest, the crowd overwhelmed us, we had not enough resources there, and we were in a position of defending the La Mesa Police Department, so it didn’t get burned to the ground like two banks did.”After a chaotic scene unfolded in La Mesa on Saturday following a peaceful demonstration, several businesses were looted and damaged, two banks burned down, and La Mesa City Hall sustained fire damage.“I believe that the police were overwhelmed in La Mesa, and they need backup,” said La Mesa resident Teresa Olmsted. “There’s those that are trying to get their point across and those that are taking advantage.”Gore said the troops do not have the same authority as officers and cannot make an arrest, but they can detain suspects until officers arrive.They will guard businesses and buildings where needed.“They do not have peace officer powers. SAN DIEGO (KGTV) — As President Trump and Democratic lawmakers battle over funding for the president's border wall project, construction at the border is already slated to begin early this year.Texas-based construction company SLSCO was awarded 7 million last month for a series of wall projects along the U.S.-Mexico border in California beginning in February. The contracts include up to 14 miles of secondary wall and 15 miles of primary pedestrian replacement wall in the San Diego, Yuma, and El Centro sectors.A Border Patrol spokesperson said construction of a primary pedestrian wall was already approved, though could not comment as to whether secondary wall construction was previously approved or tied directly to President Trump's Executive Order for a continuous border wall.RELATED: Roughly 150 migrants attempt to climb border fence, throw rocks at Border Patrol agentsIn February 2019, construction on 14 miles of secondary wall will start adjacent to San Diego's primary fence replacement project that is currently underway. SAN DIEGO (KGTV) — Border water officials said Tuesday nearly 14.5 million gallons of sewage flowed into the U.S. from Tijuana after a body became trapped in a sewage system.The International Boundary Water Commission (USIBWC) said transboundary flows between about 9 p.m. on Saturday, Oct. 12, and 8 p.m. on Monday, Oct. 14, brought 14,497,873 gallons of treated and untreated wastewater from Tijuana into the Tijuana River Valley.Mexico's International Boundary Water Commission (CILA) informed their U.S. counterparts Sunday that a cleanup crew at a pump station discovered a body trapped inside one of the sewage intake screens, causing a backup and sewage to overflow.RELATED: San Diego leaders present plan to solve Mexican sewage problem"Police got involved and cordoned off the area preventing any activity in the crime area while the investigation continued. A body was trapped inside the intake screens. This caused trash to build up and plug the structure and overflow into the U.S.," the USIBWC's Dawi Dakhil said in an email.It wasn't immediately clear how the person became trapped in the system.The scene was cleared Monday and Mexico water officials rebuilt a temporary berm, or raised bank, to stop the overflow.The CILA pump station was operational as sewage flowed across the border, according to USIBWC.Last month, San Diego officials introduced a 4-million plan to the White House to address the flow of sewage from Mexico into the U.S. The centerpiece was a treatment facility that could process 163 million gallons of runoff per day, with the aim of reducing border sewage flow days from 138 to 12.Officials were reportedly looking into various sources to fund the project, which would likely require help from Congressional leaders.Days after the plan was presented, a broken water line in Tijuana sent a mix of potable water and untreated sewage across the border into the U.S. 1913

SAN DIEGO (KGTV) — Consumer spending in San Diego was down nearly .3 billion between February and April 2020, showing just how badly the COVID-19 pandemic crippled the local economy.Since stay-at-home orders began in March, SANDAG says taxable sales in the region dropped from an average of .3 billion to billion in April.The largest losses in the region were seen at apparel stores (an 83% decrease in sales) and restaurants (down 67%).On the other side, big-box retailers like Costco, Target, and Walmart have fared well, SANDAG says. Grocery stores and pharmacy, though, were actually down 10% in taxable sales. Home improvement sales were also up, likely due to stimulus checks, SANDAG adds."It is interesting to learn that grocery stores and pharmacy sales are actually down by 10%, while home improvement sales have spiked," said SANDAG Chief Economist Ray Major. "We can assume that during the pandemic, people had more time to work on outdoor landscaping, gardens, and other home beautification projects. Plant seed companies also saw increases-- nearly four times their average sales."Consumer spending among online retailers like Amazon increased 35% as well.SANDAG's report estimates that consumer spending will continue to be down through August, though slightly less each month. 1306
