San Diegans will soon have a new, and much more convenient way, to sell their homes.With a few taps on their computers or phones, they could get an all-cash offer from real-estate tracker Zillow for their property.The program, called Zillow Offers, adds speed, convenience and certainty to a process that often requires patience, home staging, visits from complete strangers, and frustration over transactions falling through."What we're trying to do is help homeowners solve one of the biggest problems they have," said Jeremy Wacksman, President of Zillow. "If you're selling and buying at the same time, trying to get all that done and project managing that even with the help of a great agent is hard."Zillow plans to launch the program in San Diego in early 2020. Homeowners would answer a few questions about their property online, getting an initial offer. If interested, they can arrange for an in-home inspection. A day or two after that, they'll get a formal cash offer they can consider. But that certainty comes at a price. Zillow makes its offer based on a variety of factors, including how long they believe they will have to hold the property and what they can sell it for. The company also deducts the costs of any repairs it deems necessary, with no room for negotiation. Typically, their offer comes with a 7 percent fee, which is 1 to 2 percent more than the average commission.Mark Goldman, a loan officer for C-2 Financial, said Zillow's offer likely comes with a cost. "For somebody who needs to do a fast transaction, it might be a suitable option, but you're not going to get top dollar for your house if you're going to do that," he said. SAN DIEGO - A crash into a fire hydrant sent a geyser of water 50 feet in the air and flooded homes in Chollas Creek Sunday afternoon, witnesses said.The accident happened around 2 p.m. when witnesses said a U-Haul backed into a fire hydrant near the 5000 block of University Avenue. The hydrant broke, sending water shooting into the air.A home, several cars and some apartments nearby were flooded. SAN DIEGO (CNS) - A group of senators, including California's Dianne Feinstein and Kamala Harris, introduced a bill Thursday to address health, safety and quality-of-life concerns at private military housing around the county, including Marine Corps Base Camp Pendleton.Feinstein and Harris joined Virginia senators Mark Warner and Tim Kaine to introduce the bill. The senators began drafting the legislation after a November 2018 Reuters report detailing substandard and even dangerous living conditions at Lincoln Military Housing's privately owned complexes, including mold spores, water leaks and infestations of rodents and insects.The report also detailed multiple instances of Lincoln's slow and lack of a response to tenants complaining about living conditions. Lincoln Military Housing runs most of Camp Pendleton's 7,900 housing units.``Service members shouldn't have to worry about the health and safety of their families while protecting our country,'' Feinstein said.``Unfortunately, many living in private military housing are dealing with hazardous conditions with little or no recourse."In addition to Lincoln Military Housing's large presence in the military housing market, military members and their families living on a military base like Camp Pendleton lack the same tenant rights as civilians living on private land. Reuters found that tenant rights are generally set by contracts between the military and private housing companies or landlords.Because of this, military base residents can't press local governments to enforce health codes or withhold rent payments until repairs are made.The senators' bill would enable base commanders to withhold housing payments until officials with a housing company inspect a safety or health hazard.
