Winds out of the east are expected to reach sustained speeds between 15-25 mph, with gusts potentially reaching 30-40 mph in the southern reaches of the county.LATEST ABC 10NEWS PINPOINT WEATHER FORECASTExcessive heat warnings, meanwhile, will be in effect in the western valleys, the mountains and the deserts from Friday morning through 8 p.m. Monday; and in coastal areas from 10 a.m. Saturday through 8 p.m. Monday.High temperatures Friday afternoon are forecast to reach the low 80s near the coast and the mid-90s in the western valleys, and as high as 104 near the foothills, 102 in the mountains and 117 in the deserts.The mercury in the deserts is expected to reach 119 on Sunday and 122 on Monday, forecasters said. Highs in the western valleys could soar to 116 on Saturday and 114 on Sunday, while high temperatures near the foothills will remain in the triple digits through Monday.COOL ZONES OPEN AROUND SAN DIEGO COUNTYTo beat the heat, people should drink plenty of fluids, stay out of the sun during the hottest parts of the day and check on potentially at-risk relatives and neighbors, the NWS advised. SAN DIEGO (CNS) - San Diego County's unadjusted unemployment rate dipped slightly to 3.2 percent in November, with nonfarm industries adding nearly 10,000 jobs, the California Employment Development Department announced Friday. The November unemployment rate is down from a revised 3.3 percent in October and even further below the 3.5 percent rate in November 2017. Total nonfarm employment increased by 9,800 jobs from October to November while total farm employment lost 300 jobs. Nonfarm employment now totals 1,503,800 in San Diego County and farm jobs total 8,500. The trade, transportation and utilities industry added 5,900 jobs month-over-month, the most of any industry in the county. Government was the county's only other industry to add more than 800 jobs, increasing by 2,900. According to EDD data, 1,300 of the government jobs added were in the state and local education sub-industries. The leisure and hospitality industry continued to lose jobs as 2018 recedes further away from the summer months. The industry lost the most jobs of any in the county from October to November at 1,300. Year-over-year data showed an employment increase of 26,400, all nonfarm jobs, from November 2017 to November 2018. A majority of those gains, 16,500 jobs, came in the professional and business services industry. Year-over-year farm employment stayed steady at 8,500 jobs. California's unadjusted unemployment rate dipped from 4.1 percent in October to 3.9 percent in November, according to the EDD. That rate is also below the state's unemployment rate in November 2017, 4.2 percent. SAN DIEGO (CNS) - The San Diego City Council voted unanimously Monday to amend an agreement between former Mayor Bob Filner and the developer Carmel Partners over the development of an apartment complex that drew criticism.The development's current owner, Trea Blvd63, LLC, sought to nullify the agreement, which required the development's owner to rent apartments to tenants by the room rather than by the bed. When it was being built in 2013, opponents of the apartment complex argued that it more closely resembled a dormitory rather than the luxury units it was billed as.``I applaud my council colleagues for correcting these corrupt mistakes of the past, and moving forward from Filner's blatant misuse of power,'' Sherman said. ``This is a good reminder that big problems happen when elected officials abuse the power of their office.''Carmel Partners began work on the CentrePoint apartment complex, located in Rolando, in 2013. The city ordered the stoppage of construction of the complex, citing the need for additional construction permits. According to City Councilman Scott Sherman's office, Filner also ordered San Diego's Development Services Department to not conduct inspections on the development's completed phases, keeping construction workers from continuing with the project.At the same time, the Rolando Community Council demanded that the CentrePoint project, and the developers of any other new projects in the area, pay for improvements to the neighborhood. The CentrePoint development offered to pay 0,000 for improvements.Then-City Councilwoman Marti Emerald, representing the area, suggested that the project needed additional changes regardless of the funding. CentrePoint subsequently sued the city in U.S. federal court, arguing that Filner, Emerald and the rest of the city government had illegally stanched the development. The city and CentrePoint eventually reached a settlement, in which the development's backers.Sherman framed the dispute as an overreach by Filner and called it a victory for property rights. Sherman was in his first year on the council at the time.The council voted 8-0 to amend the agreement, with City Councilwoman Dr. Jen Campbell absent. 2210

  

SAN DIEGO (CNS) - San Diego County's unadjusted unemployment rate dipped to 3.5 percent in February, with both farm and nonfarm employment showing gains, the California Employment Development Department announced Friday.The county's adjusted unemployment rate sat at 3.8 percent in January, its highest point since the third quarter of 2017. February's unadjusted rate is the same as its revised 2018 unemployment rate, according to the EDD.Nonfarm industries added 9,700 jobs between January and February, with total nonfarm employment increasing from 1,480,100 to 1,489,800. Total farm jobs increased by 400 from 8,100 in January to 8,500 last month.Multiple nonfarm industries showed job gains in the thousands. The professional and business services industry increased by 4,100 jobs, the most of any industry in the county. The trade, transportation and utilities industry decreased the most of any in the county, falling by 2,600 jobs.Year-over-year nonfarm employment increased by 19,900 jobs, from 1,469,900 in February 2018 to 1,489,800 last month. The educational and health services industry showed the largest year-over-year employment gains at 6,900, pacing multiple industries that showed yearly job gains of more than 3,000.Like the county's month-over-month job market, the trade, transportation and utilities industry had the largest year-over-year decrease in job numbers, falling by the same number of jobs from 223,600 in February 2018 to 221,000 last month. Total farm employment decreased from 9,000 to 8,500 last month.The state's unadjusted unemployment rate in February remained unchanged from January's adjusted unemployment rate of 4.2, according to the EDD.U.S. unemployment decreased slightly to an unadjusted 3.8 percent in February. 1770
