SAN DIEGO (KGTV) -- Sky10 was there as police and firefighters responded to a car crash in San Carlos Friday evening. The crash, which happened just after 5:30 p.m., happened in the 6200 block of Del Paso Avenue, not far from Patrick Henry High School. The female driver hit the gas pedal instead of the brake when approaching the garage door, police said. She hit the washer and dryer, pushing them through the wall and into the house. The driver and occupants of the home were not injured in the crash. Firefighters helped pull down the garage door and advised the family to have a structural expert check the walls where the washer and dryer pushed through.   700

SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. RELATED: Here are the new laws going into effect on California roads in 2019The temporary plate will expire 90 days after the sale. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements. The DMV says toll evasion costs local governments as much as million per year. 1256

SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew.  "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. They said that means 15 minutes for an appointment and 45 minutes for walk-ins.  1837

SAN DIEGO (KGTV) — San Diego's Chicano Park is already a local icon. But soon, the mural-clad location could be listed within the National Park System. The Chicano Park Preservation Act (H.R. 486), introduced in January by Rep. Juan Vargas of the 51st Congressional District, would require the Department of the Interior to conduct a special resource study of Chicano Park and its murals and evaluate the site's national significance. Depending on those results, the agency would determine the feasibility of adding the park to the National Park System (NPS).Tuesday, the bill was the subject of hearings by the House Natural Resources' subcommittee on National Parks, Forests, and Public Lands.RELATED: Celebrating Community: Chicano Park approaches 50th anniversaryShould Chicano Park be granted NPS status, it would continue to be managed outside of the system but qualify for National Historic Site federal protections and aid.In January, Rep. Vargas said Chicano Park has been at the center of San Diego's cultural history for decades."A testament to San Diego’s tradition of community building and activism, Chicano Park has been the center of cultural history for decades," said Rep. Juan Vargas. "Adorned with vibrant murals, sculptures, and beautiful landscaping, the Park extends throughout seven acres, making it the largest collection of outdoor murals in the entire country."RELATED: Interactive map: Exploring San Diego's history, culture through street art"Designating Chicano Park as an Affiliated Site will not only honor the resilient spirit of an entire community, it will cement its significance in American history for generations to come."Located underneath the San Diego-Coronado Bay Bridge, Chicano Park was created in 1970 after the Barrio Logan community boycotted the construction of a California Highway Patrol station. In 1980, it received designation as an official historical site by the San Diego Historical Site Board. Chicao Park was listed on the National Register of Historic Places in 2013 and as a National Historical Landmark in 2016.RELATED: Lease approved for Chicano Park museum and community centerThe park is adorned in murals representing San Diego and Chicano history and culture. Roughly 80 murals cover the legs of the bridge.Victor Ochoa, who painted some of the murals, told 10News the history depicted in Chicano Park's art is truly representative of the community because it lacks censorship and showcases important figures."The park in itself acts as kind of like an obstacle to just eradicate our heritage, our history, our community," Ochoa said. "I see the spiritual energy more and more in the park and the murals, and the murals become even more historical documents."On April 20, 2020, Chicano Park will celebrate its 50th anniversary. 2801
