SAN DIEGO (KGTV) - It appears traffic along parts of Normal Street in Hillcrest will disappear for good, giving way to the Normal Street Promenade.City Councilmember Chris Ward says the city has signed on for the project as part of the Uptown Bikeways Project with SANDAG.The east side traffic lanes would stay but the lanes on the west side will be replaced by dedicated bike lanes and a pedestrian walkway along a two-block stretch from the Hillcrest Pride Flag to Lincoln Avenue."I'm excited.  Hillcrest is a close-knit community, and this will make it even more social," said Hillcrest resident Madison Layo."A great gathering space for everyone that people can rally around ... show a little pride," said Alex Craig, another Hillcrest resident.Ward says the public space can host events like the weekly farmer's market and Pride gatherings, along with events such as street fairs, movies and concerts.  The proposal also includes 70 extra parking spaces from Lincoln Avenue to Washington Street.  Supporters believe the project could also attract business activity to the area.The Uptown Community Parking District has allocated .8 million for the project.  Community outreach for the project will begin in early 2019 with construction expected to start in 2020. 1307

SAN DIEGO (KGTV) -- Many Black female voters in San Diego voters are celebrating Joe Biden’s decision to choose California Sen. Kamala Harris as his running mate.“This is a historic moment. I’m excited that I’m alive to see this happen,” said Ellen Nash, the chair of the San Diego chapter of the Black American Political Association of California.“All along that was the right choice,” Nash told ABC 10News. “I’m honored that she’s there to represent Black women and the Black vote. For Joe Biden to honor us by selecting her as his VP is the greatest historic moment.”Many Black voters wrote to Biden, urging him to choose Harris.Nash said having Harris as the first Black and Asian American woman to appear on a major party’s presidential ticket gives women of color a voice.“It was just a moment of relaxation and celebration,” said Nash. “She is prepared, skilled, and credentialed.”But does this choice possible boost Biden’s chances of winning this election? Dr. Kyra Greene, the executive director at the Center on Policy Initiatives, said Harris would bring new life to this race while appealing to a wide range of voters.“She’s young enough to attract young folks but old enough to show experience and to be taken seriously,” said Greene. “I think it will help with women who were disappointed not to see other women advance further in this race, and I also think it will help with Black voters.”“I think Senator Harris speaks to people who are interested in change because she herself has gone through an evolution on these issues,” she said.Greene said the decision not only makes history but will reenergize some of the most politically engaged San Diegans. 1678

SAN DIEGO (KGTV) - It's been more than a month since the big ship fire in San Diego Bay.The flames are out but the boat is still there.It's become a sort of "morbid tourist attraction." Tourists and locals stopping to take photos of the charred Norton Sound bobbing up and down in the bay.RELATED: Multi-alarm fire erupts on fishing vessel docked in San Diego BayRestaurateur Melissa Moore was working just feet away when the ship mysteriously turned into a giant oven on Sept. 29. The smoke hung over Seaport Village sickening those nearby."As workers, we all started having headaches. We had to just leave," Moore recalled.Now it's early November and many are wondering why the boat is still parked in front of the Greek Islands Cafe - which Moore's family owns.RELATED: Questions remain after investigation into boat fire at San Diego HarborThe Port of San Diego told 10News they were working with the U.S. Coast Guard to move the ship as soon as possible. Contractors were disposing of chemicals on board.The Coast Guard cautioned there was no immediate leak or threat to the environment.Where did the ship come from?...10News learned the Norton Sound - which now has gaping holes in it - was originally owned by an American company in Seattle. It sailed into our bay in March.A San Diego shipping agent found it a place to dock. And then it was sold to a company in Mexico.Since the fire, a company employee has met with the Port and the Coast Guard at least once."I never did hear what was exactly in there," Moore said.No cargo was listed on the paperwork. San Diego Fire-Rescue said the cause of the fire was still under investigation, but there is currently no reason to suspect arson.So what now?...For now, the pier is locked off - which frustrates Moore."That is something people like to walk down," Moore said.RELATED: Mystery surrounds fishing boat that erupted in fire on San Diego BayStructural engineers must inspect it, according to the Coast Guard, and said the owner may not be able to afford to pay for the Norton Sound's removal.The Coast Guard is planning to use money from a special clean-up fund - paid for by a tax on oil refineries - to remove the ship. However, that may not happen for a few more weeks."The only positive thing is that people are still coming down here taking pictures.  (laughs)  other than that, they can take it away," Moore said. 2431

  

SAN DIEGO (KGTV) -- In the wake of this summer's protests over racial inequality, a high school athletic director from San Diego is trying to change a system he says doesn't have enough minority representation.Francis Parker AD Anthony Thomas started NOMAD, the National Organization of Minority Athletic Directors."We have to get comfortable being uncomfortable," says Thomas. "And we have to have difficult conversations within our community."Thomas began the organization with three other AD's from Oakland, Minneapolis, and Richmond, Virginia.They say NOMAD will guide and mentor minority coaches, athletes, and administrators who want to further their careers.Thomas says seeing the racial unrest in the wake of George Floyd's death was a turning point."I saw myself under that knee. I saw my student-athletes under that knee. I saw my nephew under that knee. So it was really a call to action," says Thomas.Thomas' school plays in the Coastal Conference. He noticed that only two of its 18 schools have black athletic directors. Thomas saw similar numbers across the state and country but couldn't find any specific data because no one had been tracking it yet on the high school level."You have to lead by example," says Thomas. "That's what we decided to do as Nomad is to get out ahead of it, and no longer wait, no longer be complicit."In its first five months, NOMAD has grown to more than 200 members. They've already held a handful of virtual webinars teaching people how to advance their careers in athletics. Thomas wants to make sure everyone has representation and opportunity."The data tells a story," says Thomas. "There's not a lot of opportunities for underrepresented people to become athletic directors, and we would like to see that change in the best way possible. And we want to facilitate hoping in that shift."Thomas thinks this can also help students by giving minority athletes people they can look up to who also look like them.He says NOMAD can also help guide conversations between players and coaches of different ethnic and racial groups that intersect in sports."This job is not about color. It's not about ethnicity. It's about passion. It's about loving kids. And that's what we want to do," he says. "But we also recognize that our leadership in every aspect needs to reflect its community." 2338
