Another federal judge has overruled the Trump administration's efforts to end a popular immigration program -- this time saying the government has to accept new applications.The ruling on the Deferred Action for Childhood Arrivals program, however, won't take immediate effect, with the judge delaying the ruling for 90 days to allow the administration to make its case.Similar to the other rulings, Judge John Bates concluded that the wind-down of DACA was "arbitrary and capricious" because the Department of Homeland Security failed to "adequately explain its conclusion that the program was unlawful." The judge also accused the government of providing "meager legal reasoning" to support its decision.A George W. Bush appointee to the US District Court for the District of Columbia, Bates delayed the effect of his ruling "to allow the agency an opportunity to better explain its rescission."The DACA program, which protects young undocumented immigrants who came to the US as children, has already been resumed after President Donald Trump sought to end it in September, after two federal judges issued nationwide rulings to accept renewals of the two-year permits issued by the program and after the Supreme Court declined to circumvent the appeals process to overturn those decisions.But while the Department of Homeland Security has been processing renewal applications under those rulings, as the appeals make their way through the courts, Tuesday's ruling was the first to order the program to resume accepting new applications -- potentially opening the program to tens of thousands more immigrants than the roughly 700,000 currently protected.In September, the administration defended ending the program by saying it was likely to fall in the courts anyway, arguing a six-month wind-down of the program would be more orderly than a sudden end brought by the courts. Instead, they accused rebels in Douma of fabricating the chemical assault claims in order to hinder the army's advances and provoke international military intervention.Russia's Foreign Ministry called the reported attack a "hoax" that interfered with a deal to end fighting in Douma and evacuate civilians. Dozens of buses entered Douma on Sunday evening to take detainees released by Jaish al-Islam, the last remaining rebel group in Douma, to government-held territory, according to Syrian state TV. The vehicles will also transport rebels and civilians to northern Syria, state TV said.Iran, another ally, also defended the Syrian regime."The Islamic Republic of Iran strongly condemns the use of such (chemical) weapons by any party and anywhere in the world," Foreign Ministry spokesman Bahram Qasemi told the state-run Islamic Republic News agency.He said the allegation that the Syrian regime is behind the attack "is not compatible with reality."But anti-government activists claimed Syrian military helicopters dropped barrel bombs filled with chemicals on the town, suffocating some residents and sending others into violent convulsions.Graphic footage shot by rescuers and activists show victims -- including children -- dead and injured, some ghostly white and foaming at the mouth in makeshift clinics. Others were found suffocated in their homes, according to first responders.At least 48 people died and 500 others displayed symptoms similar to exposure to "toxic gas" in the Douma area, the White Helmets rescue group and the Syrian American Medical Society charity group said in a joint statement.Other groups have announced varying death tolls in the wake of the attack. CNN could not independently verify the authenticity of the footage or the reports.US President Donald Trump described the attack as "SICK" and criticized Russian President Vladimir Putin and Iran for supporting Syrian President Bashar al-Assad. He threatened that there would be a "big price to pay" for the attacks.Saturday's attack occurred almost a year to the day after the United States struck a Syrian airfield in response to a chemical attack on the rebel-held town of Khan Sheikhoun.The State Department described the incident in Douma as "horrifying" and said that if the use of chemical agents in the attack was confirmed, it would "demand an immediate response by the international community."The US, United Kingdom, France, Poland, the Netherlands, Sweden, Kuwait, Peru and Cote d'Ivoire will participate Monday in an emergency UN Security Council meeting, the US mission to the United Nations said."The Security Council has to come together and demand immediate access for first responders, support an independent investigation into what happened, and hold accountable those responsible for this atrocious act," US Ambassador to the United Nations Nikki Haley said in a statement.Following the attack on Saturday night, doctors in Eastern Ghouta saw patients shaking uncontrollably and some who appeared to be paralyzed and unresponsive, an official from the Union of Medical Care and Relief Organizations (UOSSM) told CNN.The official, who asked to be identified as Dr. Jad, is in touch with local doctors and said one of the affected areas was the residential area of Masaken, where hundreds of civilians reside in underground shelters. 4305

An alleged sex-trafficking victim was able to escape her captors by jumping out of an 18-wheeler Wednesday night.The Cisco Police Department says around 9 p.m., officers responded to a call of a female who had been seriously injured near the Flying J/Denny's on IH-20.Police say the female injured herself after jumping from an 18-wheeler. She told officers she had been kidnapped in El Paso.It is believed that the perpetrators were going to use the female in sex trafficking operations.The Cisco Fire Department, Cisco EMS and DPS Troopers were also on-scene. The female was transported to a medical facility for treatment of her injuries.The 18-wheeler is described as a green truck tractor with a white stripe and pulling a white box-type trailer. It is occupied by three men.Another female is reportedly still in the truck and maybe in grave danger.A statewide broadcast was issued last night by Cisco PD in an attempt to locate the truck. An Ohio woman was arrested for reportedly pouring hot grease on another woman during a fight in Cincinnati, according to WXIX. Charlene Thompson, 61, was already wanted for criminal damaging or endangerment when she was arrested for felonious assault. The victim suffered severe burns to her back and arms, police say. An attorney for the former school resource officer at Marjory Stoneman Douglas High School defended the officer's response to the Parkland shooting, saying in a statement Monday that Scot Peterson acted appropriately during the shooting."Let there be no mistake, Mr. Peterson wishes that he could have prevented the untimely passing of the seventeen victims on that day, and his heart goes out to the families of the victims in their time of need," the statement from attorney Joseph DiRuzzo III says."However, the allegations that Mr. Peterson was a coward and that his performance, under the circumstances, failed to meet the standards of police officers are patently untrue."Peterson resigned on Thursday after Broward County Sheriff Scott Israel suspended Peterson without pay for allegedly waiting outside the Florida school as the shooting unfolded."What I saw was a deputy arrive at the west side of building 12, take up a position," Israel said of the footage. "And he never went in."But, in a statement, DiRuzzo said that Israel's statement "is, at best, gross over-simplification" of what happened when a shooter killed 17 people at the Florida school.Peterson initially ran toward the 1200 building where the shooting took place, and then he "heard gunshots but believed that those gunshots were originating from outside of any of the buildings on the school campus," according to DiRuzzo.The Broward County Sheriff's Office, or BSO, "trains its officers that in the event of outdoor gunfire one is to seek cover and assess the situation in order to communicate what one observes to other law enforcement," DiRuzzo said.Peterson acted consistent with his training and "took up a tactical position between the 700-800 buildings corridor/corner," Peterson said.
