SAN DIEGO (KGTV) -- The San Diego County District Attorney announced Monday that criminal charges have been filed against a former San Diego Sheriff’s deputy accused of fatally shooting a detainee.Former deputy Aaron Russell, 23, is being charged with murder in the second degree after being accused of shooting and killing Nicholas Bils, 36, who escaped from a California State Park Officer’s car outside San Diego Central Jail on May 1. Bils was allegedly running away from officers unarmed when he was shot. SAN DIEGO (KGTV) — Thousands of sailors and Marines returned to San Diego Wednesday, just in time for the Thanksgiving holiday.The USS Boxer brought more than 4,500 sailors and Marines of the Boxer Amphibious Ready Group and 11th Marine Expeditionary Unit to home port at Naval Base San Diego.Many service members arrived to friends and family members — in some cases, new family members — who have waited seven months to be together.Wednesday, the USS John P. SAN DIEGO (KGTV) - The San Diego Metropolitan Transit System is joining the effort to make more affordable housing. The MTS Board of Directors recently greenlit a new 410-unit housing development at the Grantville trolley station. 156 of the units will be affordable and 254 will be market rate ‘student-oriented’ apartments. MTS is partnering with developers Affirmed Housing and Greystar on the project. It is estimated the total population housed on the planned trolley station property will be 1,049 people. The development would be built on top of the current parking lot. The developers will be making their own parking spaces on the site and MTS will be adding 96 replacement parking spots, according to transit officials. In a statement on the prospective parking concerns MTS wrote, “we average about 80 to 120 commuters per weekday that use the park and ride, so we are in the wheelhouse of demand.” MTS says it is currently looking into developing four more of its stations into similar housing in downtown, El Cajon and Chula Vista. SAN DIEGO (KGTV) -- Three Port of San Diego Harbor Police officers tested positive for coronavirus, the department announced Wednesday.After learning of the positive results, the Port of San Diego says it notified the department and port staff.The officers are isolated and undergoing treatment at their homes and will seek further care should it be necessary. Their condition is unclear at this time.The department also said it’s working with San Diego County health officials to conduct contract tracing and notify people who had close contact with the officers.“Prioritizing the health and well-being of the public, our partners, and Port employees and their families, the Port encourages and reminds the public, for their health as well as that of first responders, to wear face coverings, practice and maintain social distancing, wash hands frequently, and avoid crowded spaces and gatherings,” the Port of San Diego said in a news release. 953

SAN DIEGO (KGTV) -- The San Diego County Office of Education says schools may hold on-campus classes beginning Tuesday under new guidance. The updated county health orders that take effect June 16 allows all schools -- with the exception of colleges and universities -- to hold on-campus classes as long as the schools comply with measures outlined by the California Department of Public Health.Those measures include face coverings required at all times, daily temperature checks recommended, increased emphasis on hand washing and sanitizing, enhanced cleaning and disinfecting in the classrooms and setting classrooms up to allow for increased physical distance between students.Each school must complete and post a document detailing the actions the school is taking to comply with the industry guidance issued by the state.The order from the San Diego County Health and Human Services Agency says: "All public, charter and private schools may hold classes or school business operations on the school campus, provided the school complies with the measures contained in the State COVID-19 Industry Guidance: Schools and School-Based Programs issued by the CDPH (including the face covering requirements contained therein), also incorporating where feasible the guidelines provided in Stronger Together: A Guidebook for the Safe Reopening of California’s Public Schools issued by the California Department of Education. Each school shall complete and post a document detailing the actions the school is taking to comply with the CDPH Industry Guidance measures after considering the CDE Guidelines noted above.
