SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. Come January 30, the mall will roll out its 'secured parking plan' aimed at keeping non-shoppers from parking on the property.Customers can park free for the first two hours and then pay per additional hour, with a daily maximum of . While the parking stations have been in place for months, some mall employees say they were blindsided to learn they too might have to pay for parking. Mall officials say employers have the option of purchasing parking passes for employees. If not purchased by the employer, individual employees may purchase the passes themselves.“It’s another bill to put on top of the rest," said one employee, who asked to remain anonymous for fear of being fired. His employer will not be purchasing parking passes for employees. The anonymous employee says they were told daily passes will cost and monthly passes will cost .“Personally it’s 0 out of my budget each year to go to work, and that’s on top of car payment and insurance," said the employee.He's concerned for mall employees who only make minimum wage and cannot afford the extra cost. While the mall is offering subsidized public transit passes, the concerned employee says that's not an option for everyone. He wishes there had been more transparency about the policy in the months leading up to January 30 roll-out. SAN DIEGO (KGTV) - Teachers are quickly adapting to online lesson plans to engage their students.Third grade teacher Carlisa Flanders said Friday was the first day she'd been back to school since Grant K-8 shut its doors March 13 due to coronavirus concerns.Flanders said the day the school closed was hectic and stressful, "we had a couple hours to hussle. I put together two weeks of work, took as much as I could went home and hunkered down."She was emotional thinking of the future, wondering when she was going to see her students again and when school would reopen.Tuesday was the day she was able to go online, using a program called Zoom, and video conference with her students. She said 18 of the 21 students have been attending school this week.Friday morning, their homework assignment was to bring one thing to share. Many of her students showed off their pets."The majority of my focus is going to be making sure I stay connected with my students, making sure they feel the love," she said, gesturing at a board behind her with the words, 'Good Morning! You are awesome! You are loved!' written in different colored markers.Flanders said right now class is optional and labeled as enrichment. She said Thursday she read a book to the kids.Parents, like mom Leona Smith, said the social interaction from class is exactly what her son has been missing, "that connection he has, and the bonds that he has with his friends and his teacher it's like no other.""I think we forget how much school and their friends and their teachers are part of their everyday life," Smith said.Mrs. Flanders has been working tirelessly to bridge boundaries with online education, "I am now texting, communicating with friends I now have in Georgia, in Texas, in Oregon who are also third grade teachers and I'm collaborating virtually with strangers but their hearts are in the exact same place as mine and we're all just like try this, try this, try this."She said her tech savvy students are also stepping up teaching her tricks, like starting a chat and sharing pictures through the program. 'Our first lesson was how to mute and unmute the microphone,' Mrs. Flanders said.Friday was emotional. Mrs. Flanders said she was glad to go back to school and see fellow teachers' cars in the parking lot, but could only wave hello from a distance. "I got to go back to school for 20 minutes, I got my charts, I got our class mascot, this is happy," she said holding a rainbow hedgehog stuffed animal. She said she also grabbed a large stack of books.She was also happy to get back a semblance of a routine, saying class will start online officially on April 27."Oh gosh, it's mind boggling to think how these grades will actually count towards them finishing the third grade year," Mrs. Flanders said concerned.She's focusing instead on each lesson and the positive impact she can make on her students."At the end of every school day I usually hug, high-five or fist bump my kids, so our first Zoom, we decided this is our new way of hugging," She said making an 'air-hug' gesture, "So to all of you here's a hug. We'll get through this."The San Diego Unified School District said schools will be soft launching online education April 6. That way they can connect students in need with computers and WiFi, so everyone is ready for the hard launch April 27. SAN DIEGO (KGTV) - The California Senate will vote this week on a bill to add a surcharge to utility bills, with the money going to pay for damages caused by wildfires.Governor Gavin Newsom says he wants the bill on his desk to sign by Friday before the legislature takes its summer break.According to the text of Assembly Bill 1054, each utility company would have to "collect a nonbypassable charge from its ratepayers to support the Wildfire Fund." That money would go to pay for damages from wildfires caused by utility companies.But the fund can only be used if the utility companies comply with state safety laws and regulations.The bill also requires each electric company to file a wildfire mitigation plan with the state every three years, and update it yearly.Critics say it's nothing more than a tax, passing the responsibility of wildfire damage away from the utility companies and onto rate-payers."This is going to be a tax that will go on, who knows how long," says Richard Rider from the San Diego Tax Fighters. "Long after the utilities have buried their wires, long after the risk has dropped dramatically, the ratepayers will still be paying it."Rider says this bill would unfairly make people in low-risk areas pay into a fund that would only benefit people in high-risk areas.RELATED: PG&E equipment may have caused Camp FireAn SDG&E spokesperson says the company does not have an official position on AB 1054 but sent a statement to 10News saying:"We believe this bill is a good starting point for legislation to be enacted by July 12 to help address some of the legal, regulatory and policy challenges facing California, as the state grapples with the wide-ranging impact of catastrophic wildfires.
