JACUMBA HOT SPRINGS, Calif. (KGTV) -- A sexually violent predator who was convicted of several crimes against children, including rape, could be placed in Jacumba Hot Springs, according to a state plan. Alan Earl James, 56, could be placed at 45612 Old Highway 80, according to a plan proposed by the Department of State Hospitals. The announcement was made Monday. Public comment on the placement is being accepted between February 20 and March 6.Comments made by concerned residents will be included in the formal response to the court at a hearing for the proposed placement on March 22. (KGTV) - The Granite Lion Cellars in Jamul will break ground Wednesday on a new tasting room and wine cave, adding to their expanding vineyard and winery in the East County."We've been waiting for this for quite a while," says Tasting Room Manager Miriam Valdez. "I"m over the moon that it's finally happening."The multi-million dollar expansion will help Granite Lion deal with the increase of customers they've seen over the past year. Sommelier David Whited says they've gone from about ten visitors each week to 150.It's an excellent problem to have, and one that is spreading up and down Highway 94. There are now six wineries between Jamul and Campo, forming their own East County Wine Region.RELATED: New tasting room highlights wineries along Highway 94"You don't have to go all the way to Temecula or Escondido," says Whited. "You can do it here, 20 minutes from downtown."The new wine cave and tasting room are the latest sign that the region is gaining in popularity. The first tasting room in the area opened in 2014. Since then, wines along the 94 have won several awards and are starting to pull customers away from Temecula, Ramona and even Baja."As word gets out, people are coming here," says Whited."You arrive, and it's quiet," says Valdez. "It's away from the busy hustle and bustle of the city. You can enjoy nature. You can find a place here to rejuvenate and relax."The San Diego County Vinters Association says there are 116 wineries across the county. A recent report showed they have a million economic impact every year.Whited says the geography in the East County allows vineyards to grow more flavorful grapes commonly found in Europe."There are two mountain ranges that filter in the marine climate into the valley here which sets us apart from anywhere else in San Diego," he says.County Supervisor Diane Jacob is expected to attend Wednesday's event. Jennifer and Sarah Hart's 6-year-old daughter told a Minnesota public school teacher in 2010 that she had "owies" on her tummy and back after her mother hit her with her fist, leaving bruises.Alarmed, the teacher alerted social services and police, who launched a criminal investigation. Six months later, Sarah Hart pleaded guilty to an assault charge and was sentenced to probation, county records show.Just a week later, the Harts' six adopted children were pulled from their public schools in favor of a home-school setting, said Jill Johnson, a spokeswoman for the district, based in the small town of Alexandria.They never returned to public schools.The family moved, then moved again. Neighbors lodged new claims of maltreatment. Then, two weeks ago, as child protection workers in Washington state were trying to contact the Harts, their SUV plunged off a cliff in California, killing the parents and at least three children. The other three remain missing but are believed to have been inside the SUV. Mendocino County Sheriff Tom Allman, who is heading the investigation, says he believes the crash was intentional.The Harts' experience highlights what experts told CNN are classic signs of abusive parents isolating their children from other adults, including those who are mandated by law to report suspected abuse to authorities, such as teachers, doctors and police.The combination of frequent moves, home-schooling and seclusion from neighbors, along with using food as a means of control -- all in play in the Hart case -- can signal the possibility of abuse, experts said."When you see families that are going to great extremes to keep their kids out of view," said David Finkelhor, the director of the Crimes Against Children Research Center, "that's a red flag." 1789
