CHULA VISTA, Calif. (CNS) - A report on five possible sites for a future Cal State University campus, including in Chula Vista, states that none of the sites would be a suitable candidate based on enrollment demand alone, according to a report presented Tuesday to the CSU Board of Trustees. The report stems from a study undertaken to assess the potential need for a new campus in Chula Vista, as well as the cities of Concord and Palm Desert, and the counties of San Mateo and San Joaquin. The study -- which can be viewed at https://www.csucapacitystudy.org -- examines various factors regarding a potential CSU site in Chula Vista's University and Innovation District. The study found that CSU enrollment is projected to increase "moderately" over the next 15 years, with the San Diego area projected to see 5,700 more full-time CSU students by 2035.RELATED: Chula Vista on shortlist for potential California State University campusWhile the report concluded the projected enrollment demand does not warrant a new campus, the study did not account for COVID-19's possible enrollment impacts, as CSU's pandemic-related transition to virtual education occurred during the compilation of the study. The study also noted, however, that systemwide CSU enrollment exceeds the current physical capacity by an average of 17% or 57,300 full-time students. The estimated cost to establish a new campus ranges from billion to billion, with the timeline to develop a new campus estimated at nine years, according to the report. 1528

CHULA VISTA, Calif. (KGTV) — New businesses are set to call the Otay Ranch Town Center home in the coming months. Just a few months ago, the mall had more than a dozen empty storefronts and employees at the mall called it a ghost town. The new businesses moving in include Novo Brazil Brewing, Planet Fitness, and Barons Market.LONGFORM: Vacant storefronts reflect mall struggles at Otay Ranch Town CenterBrookfield Property Partners took over full ownership of the mall six weeks ago. It was a part of a larger merger across the country. The mall's general manager, Steven Sayers, sat down with 10News."Nothing was going wrong with the property at all. It was just, some of it was just timing with expiring leases and unfortunately, some tenants just left," says Sayers.Sayers says these new businesses were already in the works before the merger. He credits the construction surrounding the mall is a big factor for why these businesses are choosing to invest in the mall. RELATED: Barons Market grocery store coming to Chula Vista's Otay Ranch Town Center"They advertise very heavily that you're within walking distance of Otay Ranch Town Center, where people can eat shop and dine, so that's a big plus for them and it's a big plus for us as well," says Sayers. Shoppers tell 10News they hope the mall will keep adding businesses that will encourage them to shop in town versus going elsewhere.    1464

CHULA VISTA, Calif. (KGTV) — An upset truck owner is making a plea for tips after a man was recorded dousing his Toyota Tacoma with a destructive substance. On Falcon Peak Street in Otay Ranch, Marc Galvez stumbled upon a very odd sight when he went to his truck Monday night: A liquid he thought was a milkshake. "When I hosed it down, I could see the paint coming down. I knew it wasn't a milkshake. I got angry and pissed off," said Galvez.MAP: Track crime happening in your neighborhoodA check of his Ring camera footage revealed the culprit. Just before 10 p.m., a man with "USA" written on the back of his shirt was recorded walking in the driveway, before walking away. A half hour later, the same man is back. With a bottle in his hand, he douses the truck with something, before walking off.  "I don't know that man. I've never seen him," said Galvez.RELATED: Escondido car vandalized with paint thinnerWhen Galvez looked over his truck, he found paint eaten away, everywhere. Police took a look and told him it was likely car paint thinner. Galvez is insured. He believes the repairs will total more than ,000. After viewing the report on 10News, another victim down the street walked outside to look at her truck. CHULA VISTA (CNS) - A Tijuana police officer who allegedly took part in a plot to steal more than million from a Chula Vista home, which he and other defendants believed was a stash house containing drug money, was ordered Monday to stand trial on two conspiracy charges.Jesus Estrada Torres, 35, is accused of planning with five other men to rob the home in late January, after an undercover FBI agent told them a shipment of money would be delivered to the residence, according to testimony at the defendant's preliminary hearing.A fellow officer, Marco Quijas-Castillo, 27, pleaded guilty earlier this year to conspiracy to commit robbery and faces two years in state prison. Four others are also facing various charges in connection with the attempted theft.RELATED: 2 Tijuana police officers among group charged in Chula Vista home burglaryTestimony at Torres' preliminary hearing indicated the defendants were told two unarmed individuals would be inside the three-bedroom home, which was actually being rented by the FBI for the operation. The criminal complaint alleges Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 33, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 29, who traveled to Chula Vista from San Bernardino County.Castillo and Torres allegedly "provided counter-surveillance" at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance at the Chula Vista residence while Shaw walked up to the house, and "entered a code into a lockbox containing a key to enter the house," the complaint alleges. The men had allegedly planned to tie up the two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home, according to testimony. The defendants are due back in court June 30 for a readiness conference. 2022

CHULA VISTA, Calif. (KGTV) -- The Chula Vista Police Department received a nearly 0,000 grant to help fight human trafficking, the Department of Justice announced Tuesday.According to the department, Chula Vista Police is the only local law enforcement department in California to receive the grant. The money was granted to the department through the Department’s Office of Community Oriented Policing Services (COPS Office) Community Policing Development (CPD) Microgrants Program.“Additional funds to respond to the threat of human trafficking are particularly important now,” said U.S. Attorney Robert Brewer. “The coronavirus pandemic has young people spending countless hours on their phones, and unfortunately this renders them prey for human traffickers who exploit social media.” “The CPD Microgrants Program is a critical resource to advance innovative community policing projects across the country,” said COPS Office Director Phil Keith. “These strategic investments from the COPS Office pay huge dividends to state and local law enforcement agencies and the communities that they serve.”A total of 29 law enforcement agencies throughout the country were awarded similar grants.According to the DOJ, the money is granted to departments to improve enforcement in the following areas:? Human Trafficking ? Meeting Rural Law Enforcement Challenges ? Officer Safety and Wellness ? Recruitment, Hiring, and Retention ? School Safety ? Staffing and Allocation Studies ? Victim-Centered Approaches ? Violent Crime ? Youth Engagement 1547
