A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. A vehicle was intentionally driven Friday into three students outside a high school near the southern French city of Toulouse, injuring them, the country's interior ministry said.A driver was arrested after the collision, and the Toulouse prosecutor has been called to investigate, the ministry said.The collision happened outside Saint Exupéry high school, according to CNN affiliate BFM TV.Initial information about the conditions of the injured -- identified by authorities only as Chinese students -- conflicted. The interior ministry said the students were lightly injured; BFM reported that two were in serious condition.Toulouse Prosecutor Pierre-Yves Couilleau said around noon ET that two students remained hospitalized and one had left the hospital.The vehicle accelerated as the students crossed a road, the interior ministry said.The driver has a history of mental illness, the interior ministry said in a statement. A new species of prehistoric reptile has apparently been discovered within the depths of the Petrified Forest National Park in northeastern Arizona.Named Skybalonyx skapter, the fossilized remains are believed to be a new species of drepanosaur, a reported 220-million-year-old burrowing reptile that potentially looked like a combination of an anteater and chameleon, the Petrified Forest National Park said Tuesday in a news release.Skybalonyx skapter, though, may have looked even more peculiar, the release said.Drepanosaurs have been noted to have interesting features, such as "enlarged second claws, bird-like beaks, and tails ending with a claw," the release said.The discovery was made by research teams from Petrified Forest National Park, Virginia Tech, University of Washington, Arizona State University, Idaho State University, and the Virginia Museum of Natural History, according to the release.Their findings were reportedly published on Oct. 8 in the Journal of Vertebrate Paleontology. The study compared the claws of drepanosaurs to Skybalonyx skapter to modern animals, and reportedly found that Skybaonyx skapter's claws were similar to moles, echidnas, and mole-rats.Adam Marsh, the lead paleontologist at the Petrified Forest, said in an email that the bones were discovered during the summers of 2018 and 2019 as part of a paleontological dig.Due to their small size, the remains were reportedly difficult to find using traditional methods. Essentially, research teams used a series of metal screens and water to sift and break down rocks to find the fossils.He said the bones were found in the eastern expansion of the forest that was acquired in 2011. A Tucson, Arizona 6-year-old invited 32 of his classmates to a pizza party for his birthday over the weekend... and no one showed up.Teddy's party was held at a Peter Piper Pizza restaurant in Tucson on Sunday afternoon.Sil Mazzini, Teddy's mom, said that 32 invitations were sent out, inviting the kindergartner's classmates and their parents to join him for celebrations at the restaurant.
