BEIJING, Oct. 8 (Xinhua) -- Chinese shares advanced to a five-month high Friday on the gains of gold producers and nonferrous metals. The benchmark Shanghai Composite Index rose 3.13 percent, or 83.09points, to close at 2,738.74.The Shenzhen Component Index gained 3.86 percent, or 442.83 points, to end at 11,911.37.Combined turnover stood at 283.42 billion yuan (42.43 billion U.S. dollars), up from 183 billion yuan the previous trading day.Gainers outnumbered losers by 814 to 41 in Shanghai and 1,025 to 47 in Shenzhen. Most Chinese stocks proved resilient Friday after the stock markets were closed from Oct. 1 to 7 for the annual National Day holiday.Gold producers rallied Friday after international gold prices hit a record during the Chinese holiday as investors sought an alternative investment to the U.S. dollar, which slid to an eight-month low against the euro on Thursday.Zijin Mining Group, China's largest gold producer, surged by the 10- percent daily trading limit to end at 8 yuan per share. Shandong Gold Mining, a big producer of gold based in east China's Shandong Province, rose by the daily limit of 10 percent to 61.46 yuan in Shanghai.Nonferrous metals also posted widespread gains after copper rose to 8,326 U.S. dollars per metric ton on the London Metal Exchange on Wednesday, the highest level since July 2008.Jiangxi Copper Co., the country's leading copper producer, jumped 9.9percent to 34.23 yuan per share while Yunnan Copper Co. gained 9 percent to 24.52 yuan per share.Other energy and raw materials stocks also rebounded Friday because of international commodity gains during the weeklong holiday.China Shenhua Energy Co., China's biggest coal producer, climbed 9.28 percent to 25.8 yuan. BEIJING, Oct. 18 (Xinhua) -- U.S. probe into Chinese clean energy policies, dubbed Section 301, will harm the United States itself by revealing more of its own subsidies to new energy businesses, Zhang Guobao, head of the National Energy Bureau, said Sunday evening. The U.S. Trade Representative's office started the investigation on Oct. 15 in response to the United Steelworkers Union's complaint on Sept. 9 that China's support for its renewable energy industries gave Chinese producers unfair edges over competitors."Chinese subsidies to new energies companies are very small, but the United States had subsidized the new energy enterprises with 4.6 billion U.S. dollars in cash in the first nine months of 2010, including 3 billion U.S. dollars to wind power enterprises," Zhang said.Zhang rejected charges that China's wind power bid prefers Chinese enterprises and has discriminated against foreign companies."China has no discriminatory items on new energy equipment producers," Zhang said. Many foreign wind power equipment producers participated in bidding in China and some won biddings from 2003 to 2005, Zhang said. But chances for them to win have been dropping as they offer prices much higher than the Chinese companies, Zhang said."In contrast to China's open attitude, the United States issued a bill in 2009 to subsidize renewable energies, energy efficiency and smart power grid sectors. Among the subsidies, 25.2 billion U.S. dollars went to the renewable energy sectors," Zhang said. The subsidized U.S. solar power sectors are required to use domestically made equipment in the six-month rule starting Aug. 16 in 2010, Zhang said."How much on earth has China exported new energy products to the United States?" Zhang asked."We have only exported three wind turbines to the United States, or less than 10,000 kw (of generating capacity). The U.S. General Electric Company, however, exported 80,000 kw of wind turbines to China in 2005 and the figure increased to about 340,000 kw in 2009," Zhang said, adding that its total wind turbine exports to China topped 1.13 million kw in the past five years."China's wind power (equipment) market stood at 85 billion yuan in 2009, about 21 percent of which was imported from overseas," Zhang said, adding that it showed China's wind power provided large opportunities for foreign producers to send exports to China.China and the United States should carry out dialogues in new energy sectors, Zhang said. The United States had proposed to communicate through video meetings on Oct. 12 with China on new energy products, but it also had been postponing the dialogue before declaring the probe on Oct. 15."I was very much astonished at it, wondering what the United States wants. Do they want fair trade, a normal dialogue or transparent information? ...Judging from the procedures, I believe (politicians of) the United States are more willing to get votes," Zhang said.In a statement Saturday, China's Ministry of Commerce (MOC) expressed "regret" over the U.S. probe on Chinese clean energy products and said China would defend its interests in the World Trade Organization (WTO) rules."The union's complaint is groundless and irresponsible" as both parties should act in line with the WTO rules, said an official with MOC's Bureau of Fair Trade for Imports and Exports in its statement. The statement said the United States was subsidizing up to 2,300 energy-related programs, including clean-energy projects.

BEIJING, Oct. 13 (Xinhua) -- China's safety record has improved in the first nine months of 2010 with fewer accidents and deaths compared with one year ago, Luo Lin, director of the State Administration of Work Safety (SAWS), said Wednesday. From January to September this year, China reported 16,091 fewer accidents, or a decline of 5.8 percent over the previous year, while deaths caused by accidents were down by 5,869 in the same period, Luo said during a a national video conference regarding the country's work safety record. While Luo did not provide the actual figures of accidents or deaths caused during this period, he said: "Though we have made new progress in work safety, the total number of accidents is still too high and the accidents with heavy casualties and caused by illegal production activities were rising dramatically."According to SAWS, China's work safety death ratio per 100 million yuan (14.9 million U.S. dollars) of gross domestic product (GDP) was down 18.6 percent year on year to 0.21 during the January-September period. In other words, every 10 billion yuan of China's GDP will cause 21 deaths in the process of production. In addition, the death ratio per million tonne of coal output dropped 13.3 percent to 0.78 in the same period.According to the last figures released by SAWS in July, workplace accidents had killed 33,876 people in the first half of this year.

WENZHOU, Zhejiang, Aug. 31 (Xinhua) -- At least 246 tourists remain stranded on an island in east China's Zhejiang Province Tuesday as tropical storms and a typhoon cut off ship ferrying services Monday, local authorities said. The tourists, including six Russians and 26 students, have to stay in hotels in Nanji Island, a popular tourist destination in Wenzhou City of Zhejiang, after local transport authorities suspended ship services Monday due to strong gales triggered by two approaching tropical storms and typhoon Kompasu.Officials have said that room charges have been cut by up to 86 percent, to 40 yuan (5.9 U.S. dollars) per day, for the tourists. Also, local government workers are trying to help the Russians solve visa problems and book new flight tickets.Ship routes are expected to reopen after the wind weakens.
