SAN FRANCISCO, Nov. 11 (Xinhua) -- Facebook is close to a settlement with the U.S. Federal Trade Commission (FTC) over the charges that the world's largest social network misled users about its use of their personal information, the U.S. media reported Friday.The proposed settlement would require Facebook to get users' consent before making "material retroactive changes" to its privacy policies, said a report from The Wall Street Journal, citing people familiar with the talks.The agreement with the FTC is also expected to ripple much farther in the tech industry as more companies are developing programs to observe people's online behavior and profiting from the personal information, such as the target advertisements.With a current 800-million-user base worldwide, Facebook changed its user policy in late 2009 to disclose more of users' personal information without adequate notice, leading to a federal investigation along with mounting complaints online.On Thursday, two U.S. representatives asked the Palo Alto, California-based company to explain a February patent application, saying that it raises alarm bells about how the company tracks users on other websites.Outside the U.S., Facebook is also drawing criticism on its privacy policies in countries with strict privacy laws, such as Germany. BEIJING, Oct. 26 (Xinhua) -- The State Council, or China's cabinet, has decided to create a food allowance for about 26 million needy students nationwide, according to a statement issued on Wednesday.Each student will receive an average of three yuan (47 cents) daily from the central budget, said a statement issued after a State Council meeting presided over by Premier Wen Jiabao.The policy will be implemented on a trial basis in 680 less-developed counties, the statement said.Authorities will have to allocate a total of 16 billion yuan annually from the central budget to meet the policy's requirements, it said.The money will be given to schools instead of directly to the students' families, allowing the schools to provide more and better food in their canteens, the statement said.Efforts will be made to build better canteens in rural primary and middle schools, the statement said.The statement added that daily allowances for needy students at primary boarding schools will also be increased from three to four yuan, while those for students at middle boarding schools will rise from four to five yuan.

ISLAMABAD, Nov. 14 (Xinhua) -- Pakistan ranks the seventh in the world in terms of diabetes prevalence rate and over 7.1 million people in the country are diabetes patients, reported local media on Monday.Quoting a report by the World International Diabetes Federation, a local English newspaper "The News" said that every year 89,000 people die of diabetes in Pakistan and the number of diabetes patients in the country could hit 11.5 million by the year 2025 if proper measures were not taken.This would make Pakistan the world's fifth largest country in terms of its number of diabetes patients 14 years later, warned the report.At a seminar organized Monday in Islamabad to observe the World Diabetes Day which falls on Nov. 14, Dr. Abdus Salam from Shifa International Hospital, a private-run hospital in the capital city, said that every ten seconds, two people are diagnosed with diabetes and one person dies of diabetes-related causes.The average age of diabetes patients in Pakistan is one of the lowest in the world, said the report. In a bid to raise public awareness about the harmful effects of diabetes, various diabetes camps, scientific sessions, seminars and walks were organized across the country on Monday to mark the World Diabetes Day.In a message delivered on Sunday, Pakistani Prime Minister Yusuf Raza Gilani said that the World Diabetes Day draws attention to the lethality of the disease and underscores the need of preventive measures at individual and collective levels."Diabetes is a killer which is taking the life of one person out of every 800," said the prime minister, adding that "this disease hits people of all age groups, rich and poor alike without any discrimination."
