SAN DIEGO (KGTV) — A man was rescued from the top of a section of the border wall in Otay Mesa Tuesday.Cal Fire firefighters were called to a section of barrier in Otay Mesa just before 6 a.m. Crews arrived to find one person stuck on top of the border wall structure.Crews used a 35-foot ladder to reach the man and assist him down. No injuries were reported.Tuesday's rescue comes more than a month after San Diego Fire-Rescue firefighters and Border Patrol agents helped rescue three people stuck on top of a portion of the border wall in Otay Mesa. 560

SAN DIEGO (KGTV) - A lawsuit was filed on Monday in San Diego County Superior Court against the County of San Diego, Registrar of Voters and other entities related to the ongoing battle over the future of the Julian volunteer fire department. Attorney and mayoral candidate Cory Briggs filed the suit and told 10News that the claim is that a group of former volunteer fire department board members made the decision to dissolve the department in secret meetings, and the County allegedly let it happen. For the past two years, locals have been in a contentious battle over the future of San Diego County's last all-volunteer fire department. Many residents believe the County should take over the department because it has more resources and money.Opponents don't trust the County and think that the department's volunteers can do a better job on their own. This morning, an independent regulatory agency conducted a final vote in favor of dissolving the department. A hearing on this new lawsuit is scheduled for Wednesday morning. 1041

SAN DIEGO (KGTV) - A homeowner in Clairemont hopes surveillance video is the key to tracking down the intruder who climbed straight through his window, before making off with some family heirlooms.Just off Balboa Avenue around 1:30 p.m. Monday, a man is seen ringing the doorbell at the home of Jeff Howell. After minutes of ringing and knocking, the man is recorded heading for the backyard, where he peers into the patio door and grabs a chair. He then pries open a locked window, steps onto the chair and into the home.MAP: Track crime happening in your neighborhood"Just a sense of violation," said Howell.The man is then seen on the phone, possibly with a lookout."You can hear him discussing 'it's safe now' or 'somebody just went by,'" said Howell.Moments later, the man heads straight for the bedroom closet, dragging out a small safe, before carrying it out the front door.By the time Howell saw his text alert, the intruder was gone. The man was in the home for about 15 minutes. Inside the safe: authentication documents for artwork and family heirlooms belonging to his 11-year-old son, including a silver spoon given to him at birth and something from his rodeo-competing great-grandfather, who has passed."He had a prize-winning, silver belt buckle. SAN DIEGO (KGTV) -- A new study conducted by Zillow shows that more college graduates in San Diego are living with their parents.The share of graduates living with their parents has grown from 14 percent in 2005 to 25 percent in 2016.Similarly, the study found that less graduates are living with a romantic partner. In 2005, 38 percent of college graduates were living with a romantic partner compared to 32 percent in 2016.And it’s not just in San Diego. Nationally, 28 percent of college graduated lived with their parents in 2016 compared to just 19 percent in 2005.“In the mid-2000s, lending standards and an abundant supply of homes made it easier for recent grads to move out and form their own households instead of living with their parents,” said Zillow senior economist Aaron Terrazas. “Those market conditions have changed drastically over the past decade as we went through the housing bust. Adding to that, as many millennials who recently graduated into the Great Recession can attest, underemployment or more precarious jobs make it much harder to save up enough to move out. When rents keep climbing and competition is fierce for the most affordable homes, living with mom and dad can be a good option to build up some savings.”Zillow says when the housing bubble was at its height it was easier to get a loan and the building boom meant there were more homes available. Tighter lending standards and less housing inventory today make it more difficult to break into the home-buying market.  1531
